A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE COUNTY
COMMISSION FOR FUNDING UNDER THE PARKS AND RECREATION OUTREACH
GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED PARKS AND
RECREATION HALF-CENT SALES TAX (STORYBOOK WALK)
WHEREAS,the County of Platte and the City of Riverside deem it a high priority to improve quality of
life for all citizens through parks and recreation programs, and
WHEREAS,the County Commission of the County of Platte seeks to support local parks and recreation
efforts, create effective partnerships, and increase the level of cooperation between County government
and cities, schools, and non-profit community service organizations within the county, and
WHEREAS,the citizens of Platte County on August 4, 2009 approved a renewal of the dedicated half-
cent sales tax for parks, recreation, and stormwater control for a period of ten (10)years, and
WHEREAS,the County Commission of the County of Platte has developed the Parks and Recreation
Outreach Grant Program, funded by the citizen approved half-cent county-wide sales tax, and
WHEREAS,the City of Riverside wishes to make application to the County for consideration of the
attached and completed Outreach Grant Program Application, and
WHEREAS,the Board of Aldermen of the City of Riverside agree to comply with all program guidelines
and requirements of said Outreach Grant Program if such application shall be funded by the County
Commission,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS:
THAT the attached application is respectfully submitted for consideration by the County
Commission.
FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are
hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and
comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all
certificates, instruments, agreements and other documents, as may be necessary or convenient to perform
all matters herein authorized.
PASSED AND ADOPTED by the Board of Aldermen of the City of Riverside, Missouri, the

Project Description
Using the space provided describe the essential components of your project. Describe the need for
the project, the increased recreational value it will provide, and why Outreach Grant funds are
needed.
1. PROJECT IDENTIFICATION: Describe the basic elements of your proposed project. Include a
statement identifying the needs to be addressed by your project and how your project will satisfy
those needs. Identify the parties responsible for project completion.
The Storybook Walk is a successful concept that we have seen implemented by other
municipalities. Although, we believe there are not any Storybook Walks yet in Platte
County. The basic concept is to install a series of kiosks along a trail. Each kiosk will
contain a different page from a children's picture book. As people visit the Storybook
Walk they will walk from kiosk to kiosk reading the story. Some of the stories will also
have interactive questions and activities to further engage the readers. By completing
the entire walk, visitors will complete the storybook. The storybooks can be changed
periodically so that there will often be a new story to read.
Our society is becoming increasingly dependent on electronic devices and is
spending less time outside. Numerous studies have shown that spending time
outdoors improves both physical and mental wellness. We would like to introduce the
Storybook Walk to E.H. Young Riverfront Park to encourage people to be outdoors, be
active and improve literacy. We plan to install 18 kiosks along the new loop trail south
of the park entrance road .
The Riverside Branch of the Mid-Continent Public Library has agreed to provide new
story inserts approximately every 6 weeks. With a story refresh every 6 weeks citizens
will be encouraged to make repeat visits to the Storybook walk.
2. MASTER PLAN CORRELATION: How does the project relate to community priorities, your
comprehensive or master plan and the County's Park System Master Plan?
The City of Riverside is committed to the health of our citizens. Through our Healthy
Citizens Initiative, we provide our citizens reduced rates for Community Center
memberships. The Storybook Walk helps extend this Initiative, providing fun and free
outdoor opportunities to stay active.
Riverside's Comprehensive Master Plan from 2006 included the goal of"promoting an
active, healthy lifestyle for Riverside residents." The Storybook Walk helps meet this
goal by encouraging people to be active outdoors and to interact with each other in
outdoor settings.
Providing Health and Wellness Opportunities is one of the three Guiding Principles of
the County Parks Master Plan. One of the goals under this Principle is to enhance
community parks. The Storybook Walk will improve E.H. Young Riverfront Park with an
additional feature that will increase park visitation. The Storybook Walk also helps meet
the County Master Plan Guiding Principle to "Create Safe Recreation Places for
Children." It will create an interactive opportunity for children and youth to learn in an
outdoor setting.
