HomeMy WebLinkAbout2020-01-21 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, January 21, 2020 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, January 21, 2020. Mayor Rose called the regular meeting to order at 6:33 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, and Jill Hammond. Alderman Aaron Thatcher was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy Strough, Community Development Director Mike Duffy, and City Planner Sarah Wagner. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed CLOSED @ 6:33 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, purchase or sale of real estate where public knowledge might adversely affect legal consideration, and RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Hammond. Yes: Bowman, Hammond, Fuller, Cretsinger, and LoPorto. Motion carried 5-0. MOTION TO ADJOURN Alderman Bowman moved at 6:55 p.m. to adjourn closed CLOSED @ 6:55 P.M. session with action taken, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Cretsinger, and Fuller. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:04 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Jill Hammond, Sal LoPorto, Al Bowman, and Mike Fuller. Alderman Aaron Thatcher was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, HR Manager Amy Strough, Police Captain Mike Costanzo, Fire Chief Gordon Fowlston, City Planner Sarah Wagner, and Administrative Assistant Holly Phillips. Also present was City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PRESENTATION Jay Elder, a student at Park Hill South Interned with the Riverside Police Department and presented his Capstone Project through a PowerPoint presentation. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Fuller, Hammond, and LoPorto. Motion carried 5-0. MINUTES OF 01-07-20 Alderman Bowman moved to approve the minutes of the January 7, 2020 regular meeting, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Fuller, Hammond, and LoPorto. Motion carried 5-0. COURT REPORT Alderman Bowman moved to approve the December 2019 Court Report, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Fuller, Hammond, and LoPorto. Motion carried 5-0. RESOLUTION 2020-006 Alderman Bowman moved to approve Resolution 2020-006 Outreach Grant Application approving and endorsing application to the Platte County Commission for funding under the Parks and Recreation Outreach Grant Program, funded by the County-Wide Dedicated Parks and Recreation Half-Cent Sales Tax (Linear Trail), second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Fuller, Hammond, and LoPorto. Motion carried 5-0. RESOLUTION 2020-007 Alderman Bowman moved to approve Resolution 2020-007 Outreach Grant Application approving and endorsing application to the Platte County Commission for funding under the Parks and Recreation Outreach Grant Program, funded by the County-Wide Dedicated Parks and Recreation Half-Cent Sales Tax (Storybook Walk), second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Fuller, Hammond, and LoPorto. Motion carried 5-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose opened the public hearing at 7:21 p.m. to consider Final Plat 5710 NW 41ST St a Final Plat at 5710 NW 41St Street, in the City of Riverside, Missouri. City Planner Sarah Wagner explained the preliminary plat done a few years ago and the final plat was never recorded. Staff decided the simplest process would be to start over and the final plat was approved unanimously last week by the Planning Commission and is before you this evening for final approval. 2 Mayor Rose asked if there were any further comments and hearing none, she closed the public hearing at 7:22 p.m. BILL NO. 2020-002 City Clerk Robin Kincaid gave first reading of Bill No. 2020-002. Final Platt Alderman Cretsinger moved to accept first reading and place Bill No. 2020-002 on second and final reading, second by Alderman Bowman. Yes: Cretsinger, Bowman, LoPorto, Fuller, and Hammond. Motion carried 5-0. Alderman Bowman moved to approve Bill 2020-002 and enact said bill as ordinance, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Cretsinger, and Fuller. Motion carried 5-0. RESOLUTION 2020-005 Alderman LoPorto moved to approve Resolution 2020-005 Home Dock Cities Dues approving an invoice from the Missouri Home Dock Cities Association regarding dues for lobbyist and marketing services, second by Alderman Hammond. Yes: LoPorto, Hammond, Fuller, Cretsinger, and Bowman. Motion carried 5-0. RESOLUTION 2020-004 Alderman Cretsinger moved to approve Resolution 2020-004 Bill Pay authorizing the expenditure of funds for fiscal.year 2019-2020 weeks ending January 10th and January 17th in the amount of $330,339.23, second by Alderman Bowman. Yes: Cretsinger, Bowman, Fuller, and LoPorto. No: None. Abstain: Hammond. Motion carried 4-0-1. BILL NO. 2020-003 City Clerk Robin Kincaid gave first reading of Bill No. 2020-003. Evergy Utility Easement City Engineer Travis Hoover explained that Doorl-ink needs this easement to supply electricity to their building. Alderman Hammond moved to accept first reading and place Bill No. 2020-003 on second and final reading, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Fuller, Bowman, and LoPorto. Motion carried 5-0. Alderman Hammond moved to approve Bill 2020-003 and enact said bill as ordinance, second by Alderman Bowman. Yes: Hammond, Bowman, LoPorto, Fuller, and Cretsinger. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral told Mayor Rose and the Board that the April 7, 2020 Municipal General Election filings closed at 5:00 p.m. today. He also explained that staff is going out for bid for web design and development for the city and chamber of commerce together, to save on costs for both entities soon. The two pool vehicles for city hall have been on PurpleWave and the bidding ends tomorrow. We will be recouping some of the costs for the new vehicle that was purchased in December. 3 Lastly, Koral shared an email giving kudos to Police and Fire for their work in a trying time. He also shared that the work Riverside Public Works, Police, and Fire and MoDot did working together last Saturday, to make sure the funeral for a fallen firefighter from another area was laid to rest in Riverside, went smoothly and organized for the family during difficult weather conditions was greatly appreciated. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy shared discussions he had at a meeting today with Ed Linnebur of Northland Neighborhoods, Inc. An informative flyer was handed to the Aldermen for home repair informational sessions, for people to learn more about the qualifications for the repair grant. NNI will try to have a special session in late March at the community center for our Riverside residents specifically. ENGINEERING City Engineer Travis Hoover explained the cost for lease or own options through Evergy for one station that has two charging stations for E. H. Young Park. The leasing option makes at $2,400 a year would be most cost effective. Mayor Rose brought up the possibility of having a dog waste disposal system for the dog park and discussion was held. FINANCE Interim Finance Director Brian Koral handed out a summary of financial performance as of December 31, 2019 and reviewed them and included the City investments with the Board. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. Mayor Rose commented that the crew had done a great job through all the snow events. LEVEE BOARD City Engineer Travis Hoover reported the Corp of Engineers will be working on a relief well that will be located near the wall behind the Kitterman Building. Project is to begin in a few weeks. The next meeting is on February 19tH MAYOR'S DISCUSSION Mayor Rose announced that VI-Ts legislation is active again, I was going to go testify tomorrow in Jefferson City, but with the weather, I am unable to now. Tonight we approved the dues to Home Dock Cities Association to help our lobbyist to fight this issue. The Northland Regional Chamber has added this topic to their list of priorities, to oppose this issue as well. There was an article in the Landmark opposing VI-Ts this past week. Feb. 4-5 Mike and I will be in Jefferson City for NRCC Legislative Days and then Mike, Brian and I will be there February 11-12 for MML Legislative Conference. We have really had some crazy weather and I really appreciate Public Works putting in many hours managing the snow. 4 BOARD OF ALDERMEN Alderman Bowman — Nothing to report.
