REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 4, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 4, 2020.
Mayor Rose called the regular meeting to order at 6:31 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill
Hammond, and Aaron Thatcher (by FaceTime).
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, City Planner Sarah Wagner, and Finance Director Nate Blum.
Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Bowman.
Yes: LoPorto, Bowman, Fuller, Hammond, Cretsinger, and
Thatcher.
Motion carried 6-0.
MOTION TO ADJOURN Alderman LoPorto moved at 6:59 p.m. to adjourn closed
CLOSED @ 6:59 P.M. session with action taken, second by Alderman Hammond.
Yes: LoPorto, Hammond, Bowman, Fuller, Thatcher, and
Cretsinger.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Jill Hammond,
Sal LoPorto, Al Bowman, and Mike Fuller.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, Police Captain Gary McMullin, Fire Chief
Gordon Fowlston, City Planner Sarah Wagner, and Finance Director Nate Blum. Also present
was City Attorney Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION The proclamation was postponed to the next regular meeting.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
MINUTES OF 01-21-20 Alderman Bowman moved to approve the minutes of the January
21, 2020 regular meeting, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
MINUTES OF 01-28-20 Alderman Bowman moved to approve the minutes of the January
28, 2020 workshop, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
RESOLUTION 2020-008 Alderman Bowman moved to approve Resolution 2020-008
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending January 2411 and January 31stin the amount of
$690,093.57, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
RESOLUTION 2020-009 Alderman Bowman moved to approve Resolution 2020-009
Reappoint Craig - BZA reappointing Chris Craig to the Board of Zoning Adjustment,
second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
RESOLUTION 2020-010 Alderman Bowman moved to approve Resolution 2020-010
Appoint Morehead to P&Z appointing Barrett Morehead to the Planning and Zoning
Commission, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
RESOLUTION 2020-011 Alderman Bowman moved to approve Resolution 2020-011
Perm. Drainage Easement accepting a permanent Drainage Easement from Gate Woods
Community Homes Association, Inc., second by Alderman
Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.

RESOLUTION 2020-012 Alderman Bowman moved to approve Resolution 2020-012
Right of Entry with Levee approving a Right of Entry with the Riverside-Quindaro Bend
Levee District and the U.S. Army Corps of Engineer, second by
Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
REGULAR AGENDA
BILL NO.2020-004 City Clerk Robin Kincaid gave first reading of Bill No. 2020-004.
CO 3 Beemer Construction City Engineer Travis Hoover informed the Board that this change
order is to cover the incurred costs of moving a waterline from one
side of the street to the other.
Alderman Cretsinger moved to accept first reading and place Bill
No. 2020-004 on second and final reading, second by Alderman .
Hammond.
Yes: Cretsinger, Hammond, LoPorto, Fuller, and Bowman.
Motion carried 5-0.
Alderman Cretsinger moved to approve Bill 2020-004 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Cretsinger, Bowman, LoPorto, Fuller, and Hammond.
Motion carried 5-0.
RESOLUTION 2020-013 City Engineer Travis Hoover explained that prices are better when
2020 Street Maint.—Concrete bid out separately and informed the Board the areas for concrete
work to be replaced. An asphalt bid will be coming forward for the
next phase of street maintenance.
Alderman LoPorto moved to approve Resolution 2020 - 013
approving the Project Manual for the 2020 Street Maintenance -
Concrete, second by Alderman Hammond.
Yes: LoPorto, Hammond, Fuller, Bowman, and Cretsinger.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral showed a pictures to further explain
the location of the drainage easement in Gatewoods that was
passed earlier in the meeting and the Right of Entry access near
the Kitterman building for Levee improvements.
Koral then shared an upstream story where a family sent a card of
thanks to Detective Brandon Wilcox for his kind and
compassionate approach when notifying a family of the death of a
loved one.
There will be a Chiefs Parade watch party in the chambers
tomorrow at 11:30 a.m., the Board is invited to attend.
Mayor Rose asked if there was any further discussion on the pet
waste station? Koral researched it and put information in his
weekly report and obtained a quote, to go ahead and add to the
project. Taking direction from the Board, they were comfortable
with it and will be part of the final change order.

COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reminded the Board
of the wayfinding presentation that will be coming at the next
meeting. Duffy then answered a question regarding the old Hawg
Jaw building.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston reported that Emergency
Management Director Jeff Taylor will be working with the Kansas
City Emergency Management team tomorrow during the Chiefs
Parade.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Travis reported that there will be a meeting on February 19tH
MAYOR'S DISCUSSION Mayor Rose reported that Mike Duffy and she went to Jefferson
City yesterday for the NRCC Legislative Days. The Chamber had
adopted several issues to focus on and this year they included
VLTs as well. It was encouraging that they could report that 750
businesses and 1250 members with the chamber were against the
Video Lottery Terminals. Mike and I met with the lobbyist that
Home Dock Cities has hired to work on strategies as we will be
meeting together with all Home Dock Cities during the MML
Legislative Conference next week.
BOARD OF ALDERMEN Alderman LoPorto— Nothing to report except that it was nice to
see everyone in the neighborhood pulling together and enjoying
the Super Bowl.
Alderman Fuller— Happy for the Chiefs!
Alderman Bowman — Nothing to report.
Alderman Hammond —So happy for the Chiefs and I did see on
the City Facebook page that the YMCA is closed for the parade.
Alderman Cretsinger— I saw on Facebook, maybe should be on
our website— No celebratory discharging of fireworks or firearms.
MOTION TO ADJOURN Alderma,n'LQPorto moved to adjourn the meeting at 7:26 p.m.,
second.6 Alderman Bowman.
