Board of Aldermen of City of Riverside, Missouri
September 14, 2004
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, September 14, 2004 at 7:00 p.m.
Those in attendance were Mayor Betty Burch, Looker, Legaazd, Super, Darata, Burris and Beard.
Also present, David Blackburn, City Administrator, Brent Miles, Planning and Zoning Coordinator, John
Jackson, City Engineer and Matt Kitiz„ City Attorney's office.
Visitor's Present Several of the Vandepopulier family members were present with their requests
to ask what the city had decided to do about re-naming the street. Gus Jr. spoke
for the family and said the family would like to see a small pazk somewhere in
the Vandepopulier area with a plaque having words about the Belgian bottoms.
The board agreed for the Mayor to call and meet with some of the family
members to get an idea as to where this pazk azea should be placed. However, it
was mentioned, the design for the roads leading off of Vandepopulier has not
been completed in the Horizons area. The family would like to have the road
remain the same (Vandepopulier) from the 9 Highway entrance to Deconick
Road. Mayor Burch said she would take this request into consideration and the
matter will be brought back to the board soon.
Steve Rhodes, Steve Rhodes with Patti Banks Associates discussed a portion of the Line Creek
Patti Banks Assoc. Trail. It was decided that we needed to have more information on what the
Discussion railroad was going to do as to if there is enough space to go under the track.
Steve Rhodes said he would get back with the board of aldermen as soon as
possible on this matter.
Valley Road Discussion Nathaniel Hagendorn, Briarcliff Development and Bill Woodside, Pursell
Construction discussed the NW Valley Road Project and raising the storm and
sanitary sewer structures and the fill needed to be on both sides of Valley,
especially on the West side where there was a deep drainage ditch due to
construction. Mr. Hagendorn and Mr. Woodside will attend the next board of
aldermen meeting to see what can be accomplished on this project.
Public Safety Building Pat McCown with McCown Gordon was present to ask for approval of change
Discussion orders #38A,52,78,80,83 and 89 for the Public Safety Building. After a lengthy
discussion, it was decided to approve the change orders requested.
Change Orders for Alderman Legaazd moved to approve Change Orders #38A, 52,78,80,83 and 89
the new P.S. Bldg. in the amount of $29,943.00 that includes a credit of ($765.00) for the shields on
Approved the radiant heat in the fire bay, seconded by Alderman Dazata, the vote was:
Aye: Aldermen Beard, Looker, Darata, Burris, Legaard and Super.
Motion carries.

Public Safety roof Mitch Hoefer, Hoefer Wysocki discussed the roof problems with Randy Milburn
discussion Cornell Roofing, that the Public Safety building had experienced in the last few
months. John Jackson, City Engineer said the design is leak prone and is
eventually going to leak.
Mayors comments Mayor Burch asked the boazd if they wanted the same various organizations
that has provided services to the public as in the past to do so again this year and
the board said "yes."
An update was given to the boazd on the levee project.
Bill No. 2004-88 Alderman Darata moved to place Bill No. 2004-88 on its first reading, said
Approv. & confirming Bill approving and confirming the Mayor's appointment of members of the
the Mayor's appt. Riverside, Missouri Tax Increment Financing Commission, and the appoint-
ofinembers of the city's meats are, Ron Super and Charles Burns, term expires, September 17, 2007,
TIF Comm, Leland Finley, Brad Robertson, term expires, September 17, 2006 and
Bill Bright and Helen Crist, term expires, September 17, 2005, seconded by
Alderman Legaazd, the vote was:
Aye: Aldermen Legaard, Darata, Looker, Burris, Super and Beazd.
Motion carries.
Ordinance No. 2004-88 Alderman Legaazd moved to place Bill No. 2004-88 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-88, seconded by
Alderman Looker, the vote was:
Aye: Aldermen Super, Dazata, Legaazd, Beard, Looker and Burris.
Motion carries.
Adjournment By unanimous decision, the meeting adjourned at 9:00 p.m.
