AN ORDINANCE AMENDING CERTAIN RULES AND REGULATIONS
FOR OPERATION OF THE RIVERSIDE COMMUNITY CENTER
WHEREAS, the City of Riverside operates a Community Center for use by Riverside
citizens and their guests (the "Community Center"); and
WHEREAS, at a meeting of the Riverside Board of Aldermen held on May 5, 1998 the
Aldermen, by Ordinance Number 98-46, did approve and adopt a specific fee schedule for, and a
policy with rules and regulations regarding the operation and use of (the "Policy"), the
Community Center; and
WHEREAS, the Riverside Board of Aldermen did amend the fee schedule and/or the
Policy on October 3, 2000 by Ordinance Number 2000-79; and
WHEREAS, the Riverside Boazd of Aldermen did amend the fee schedule and/or the
Policy on January 6, 2004 by Ordinance 2004-02; and
WHEREAS, the City and the Aldermen have determined that it is necessary and in the
City's best interest to promulgate certain amendments and additions to the Policy regarding use
of the Community Center; and
WHEREAS, the City desires to vest the City Administrator with the authority in the
future to amend the Policy, except in instances where the fees for use of the Community Center
are involved,
WHEREAS, the City desires to revise the fee schedule for providing Public Safety
Officers for events as described in Section 1.
NOW, THEREFORE, be it ordained by the Boazd of Aldermen of the City of Riverside,
Missouri, as follows:
Section 1. The fees for the use of Riverside Public Safety Officers shall be $35.00 per hour,
which is based upon the actual costs of providing such officers.
Section 2. All Ordinances and parts thereof conflicting herewith aze hereby repealed.
Section 3. If any section, subsection, subdivision, pazagraph, sentence, clause or phrase in this
Ordinance, or the application thereof to any circumstances, is for any reason held to be
unconstitutional or invalid or ineffective by any court of competent jurisdiction, such decision
shall not affect the validity or effectiveness of the remaining portions of this Ordinance.

Section 4. This ordinance shall take effect immediately.

Rental Policies & Fee Information
PURPOSE
^ The Riverside Community Center is designed to serve the residents of the City of
Riverside, and other non-residents as time allows, by providing public areas for use for
private parties, meetings, or other events, as well as activities open to the general public.
RESERVATIONS
^ Reservations to secure selected rooms/areas for the Community Center on specified dates
must be made with the City Clerk's office at City Hall. THE CITY RESERVES THE
RIGHT TO DENY ANY RENTAL.
^ Reservations will be made for City residents and non-residents on a first come, first
served basis with the understanding that City use has the first priority.
^ Advance reservations for a specified date will be accepted out to a maximum of six (6)
months advance booking.
^ Reservations aze not confirmed until the security deposit, the signed facility use
agreement and reservations of Public Safety Officer(s) have been received and accepted
by the City Clerk's office at City Hall. Tentative, non-confirmed reservation dates will
be held only for ten (10) days. If the security deposit, signed facility use agreement and
arrangement of Public Safety Officer(s) aze not received by the City within the ten (10)
day time period, the date will be released for other users. THERE WILL BE NO
EXCEPTIONS TO THIS POLICY.
^ Payment of the required rental fee and fee for the Public Safety Officer(s) service is
required twenty-one (21) days prior to the scheduled use date and must be made in the
City Clerk's office.
FACILITIES AVAILABLE FOR RENTAL
^ Meeting Rooms -Two rooms, each with a capacity of 70 people, maybe reserved, either
singly or in combination, with a separate rental fee for each room.
^ Multipurpose Area/Gymnasium -With stage, can utilize bleachers for athletic seating
or tables and chairs for banquet or meeting seating. Capacity is 400 persons.
^ Kitchen -Available for heating and serving meals only. Cooking or commercial meal
prepazation is not allowed.

GENERAL POLICIES
^ Use of the Center shall be subject to availability and/or non-interference with City
functions. All City functions and/or uses shall take precedence.
^ Use of the Community Center may be denied based upon past performance of Renter(s)
and/or rentals for similaz purposes.
^ No one under twenty-one (21) years of age may rent any portion of the Community
Center. THERE CAN BE NO EXCEPTIONS TO THIS POLICY.
^ The Multipurpose Area/Gymnasium or Meeting rooms aze not available for use on the
following days: Christmas Eve, Christmas Day, Thanksgiving, New Yeazs Day and
Easter Sunday. NO HOLIDAYS.
^ The Multipurpose Area/Gymnasium may be reserved for use between the hours of 9:30
A.M. and 1:00 A.M. In all cases, the Community Center will close promptly at 1:00
A.M.
^ The Meeting Rooms may be reserved for use between the hours of 8:00 A.M. and 1:00
A.M.
^ The use time periods indicated on the facility use agreement must be strictly adhered to
and all activity including set-up and clean up.
^ NO KEYS ARE GIVEN OUT. A City employee and/or Public Safety Officer will
unlock and lock doors, and turn lights on and off.
The Community Center staff will set the thermostats for heating and cooling to meet normal
requirements.
^ IN NO INSTANCE SHALL THE CONSUMPTION OF ALCOHOLIC
BEVERAGES BE PERMITTED ON THE PREMISES UNLESS AN
AGREEMENT PERMITTING SAME HAS BEEN COMPLETED BETWEEN
THE CITY AND THE RENTER (S).
^ The City of Riverside facilities aze SMOKE-FREE and NO SMOKING is permitted in
the Community Center.
• NO GUM ALLOWED.
^ The Renter(s) is responsible for the proper conduct of all persons present during the use
of the facility. The Renter(s) must be personally present at the facility at all times during
the use of the facility.

^ The Renter(s) shall ensure that the Community Center is cleaned in its entirety and left in
the same or better state as when first entered, before vacating the facility. A walk
through inspection will be conducted by a City employee at the conclusion of the use of
the facility within twenty-four (24) hours. Any additional cleaning or repairs required
will be deducted from the security deposit, and any remaining amount will be chazged to
the Renter(s).
^ Rental of meeting rooms or multipurpose azea/gymnasium shall not include set-up or
takedown of tables and chairs or emptying of trash by City Staff. The Renter(s) is solely
responsible for these activities.
^ Renter(s) shall provide all cleaning supplies and trash bags.
^ No dance wax or substitutes aze to be used on the floor.
^ Items may be taped, pinned, or attached in any manner to the walls, doorframes,
woodwork, etc., provided no damage will be done.
^ Only birdseed may be used outside the building.
• ABSOLUTELY NO CONFETTI OR GLITTER ALLOWED.
SECURITY DEPOSIT
^ For each facility use agreement, the Renter(s) will be required to submit a refundable
security deposit made payable to the City of Riverside at the City Clerk's office prior to a
firm reservation date being placed on the calendaz. The fee will be deposited in the
City's bank account and refunded with a City check, after the function has concluded
(provided the condition of the Community Center is in the same order before it was
rented).
o Multipurpose Area/Gymnasium
Resident - $400.00, Non-Resident - $1,000.00
o Meeting Rooms (Each Room)
Resident - $50.00, Non-Resident - $250.00
o Kitchen (Only when renting meeting room or multipurpose area/gymnasium)
Resident - No Deposit, Non-Resident - $300.00
o Public Address System
Resident or Non-Resident $10.00

RENTAL RATES
o Multipurpose Area/Gymnasium
Resident - $200.00, Non-Resident - $500.00, Commercial - $650.00
o Meeting Rooms (Each Room)
Resident - $30.00, Nan-Resident - $45.00, Commercial - $65.00
o Kitchen (Only when renting meeting room or multipurpose area)
Resident - $25.00, Non-Resident - $45.00, Commercial - $45.00
o Public Address System
Resident or Non-Resident $25.00
PUBLIC SAFETY

^ The Renter(s) is responsible for the conduct of all persons present during the use of the
facility, and must be personally present at all times during such use.
^ The Renter(s) is also responsible for making sure the Public Safety Officer(s) have been
scheduled for the reservation date and must collaborate with the City Officials to ensure
the Public Safety Officer(s) will be appointed for the reservation date. The reservation is
not confirmed until Public Safety Officer(s) have been scheduled for the reservation date.
^ These charges must be paid along with the rental fee, twenty-one (21) days before the
event.
Attendance less than 50 and no Alcoholic beverages
No officer required.
Attendance less than 50 and Alcoholic beverages or attendance of 50-150
One Officer -$35.00/hr.
Attendance over 150 and Alcoholic beverages or attendance of 150-250
Two Officers-$70.00/hr.
Attendance over 250 and Alcoholic beverages or attendance of 250-350
Three Officers-$105.00/hr.
These charges must be paid at the time the rental fee is paid.
CANCELLATION POLICY
^ Individuals or groups requesting cancellation of reservations for any part of the
Community Center rental space must do so at least thirty (30) days prior to the scheduled
use date. Notice of cancellation shall be made in person or in writing to the City Clerk's
office by the Renter(s). If the cancellation request is received less than thirty (30) days
prior to the scheduled use date, or if Renter(s) fails to use the facility on the scheduled

use date, the Renter(s) will forfeit a portion of the required security deposit in an amount
equal to the rental fee for the scheduled use of the facility.
^ Exceptions to this policy maybe made on a case-by-case basis in the event of very severe
weather or unusual emergency.
