HomeMy WebLinkAbout2020-02-18 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 18, 2020 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, February 18,2020. Mayor Rose called the regular meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, and Jill Hammond. Alderman Aaron Thatcher was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy Strough, Community Development Director Mike Duffy, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, and City Engineer Travis Hoover. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose asked Sal's daughter, Alena LoPorto to help lead the pledge of allegiance. PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the proclamation for the 2020 Shen Yun Performing Arts, Barbara Gay with the Fulan Dafa Association of Kansas City, Missouri was present to accept the proclamation. CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as presented, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cretsinger, Bowman, and Fuller. Motion carried 5-0. MINUTES OF 02-04-20 Alderman Hammond moved to approve the minutes of the February 4, 2020 regular meeting, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cretsinger, Bowman, and Fuller. Motion carried 5-0. COURT REPORT Alderman Hammond moved to approve the January 2020 Court Report, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cretsinger, Bowman, and Fuller. Motion carried 5-0. 1 REGULAR AGENDA RESOLUTION 2020-014 Alderman LoPorto moved to approve Resolution 2020-014 Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 weeks ending February 7th and February 14th in the amount of $414,460.44, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, Bowman, and Fuller. No: None. Abstain: Hammond. Motion carried 4-0-1. BILL NO.2020-005 City Clerk Robin Kincaid gave first reading of Bill No. 2020-005. Chapter 100- Horizons X Community Development Director Mike Duffy shared details of this bill and that the site plan was approved in July 2019 and the land sale was approved with the Amended and Restated MDA in December 2019. David Martin and Sarah Smith with Gilmore and Bell were present to answer any questions. Alderman Hammond moved to accept first reading and place Bill No. 2020-005 on second and final reading, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cretsinger, Fuller, and Bowman. Motion carried 5-0. Alderman Cretsinger moved to approve Bill 2020-005 and enact said bill as ordinance, second by Alderman Hammond. Yes: Cretsinger, Hammond, Bowman, Fuller, and LoPorto. Motion carried 5-0. RESOLUTION 2020-015 City Engineer Travis Hoover explained that this resolution is to Street Maint. 2020-Asphalt approve the project manual for street maintenance asphalt bids. The Board approved the concrete project manual previously and those bids will be read this Thursday and upon approval this evening, this will be going out very soon. Alderman LoPorto moved.to approve Resolution 2020-015 approving the project manual for the 2020 Street Maintenance - Asphalt, second by Alderman Hammond. Yes: LoPorto, Hammond, Bowman, Fuller, and Cretsinger. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral explained that the Tourism Commission has met and approved the support of the area Riverside Chamber in the amount of$81,000, which uses that funding for community events, growing our business community, etc., that helps with tourism in our city. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy shared a PowerPoint presentation on Wayfinding. There were examples of types of signage along with estimated costs and possible approaches for new along with existing wayfinding. Discussion by staff and board was held. 2 ENGINEERING Nothing to report. FINANCE City Administrator Brian Koral shared a few PowerPoint slides of the fund balances as of January 31, 2020. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover reported the Corp of Engineers will be working on a relief well soon that will be located near the wall behind the Kitterman Building. Meeting will be held tomorrow. MAYOR'S DISCUSSION Mayor Rose reported the MML Legislative Conference last week in Jefferson City with good discussions, the Home Dock Cities met with their lobbyist as a group to strategize a plan with the VLT issues, the Missouri Mayors United met, and a meeting with Governor Parsons had low attendance because it began snowing, but overall it was a great trip. It looks as though we are making some headway on the levee trail for a Riverside/Parkville connection and may see an agreement sometime within the next year. I met the KC Northland Run Club Sunday morning up at Gatewoods 3. There were about 12 people present and they raved about the trails in Riverside. There were comments regarding signage along the trail would be helpful. I encourage all of you to go over to the Community Center and view the artwork provided by the Walden Middle School. It is amazing to see these children's pieces. BOARD OF ALDERMEN Alderman Fuller—With Spring just around the corner, there are still concerns with the trail entrance off Woodland and wondered if staff could take a look at it and clear as well as possible again. There is a crosswalk with a flashing light there, but it is still a safety concern. Alderman Bowman — Nothing to report. Alderman Hammond — Nothing to report. Alderman Cretsinger—There is a safety concern in front of the fountain in Montebella. Those using the sidewalk need to use with caution. Alderman LoPorto— I was in Overland Park the other day, I ran into someone that asked if I live in Riverside and he mentioned that they drive to Riverside just for Eagle Animal Hospital. 3 MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 8:02 p.m., second by Alderman Hammond.
