REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 3, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 3, 2020.
Mayor Rose called the regular meeting to order at 6:32 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill
Hammond, and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, City Planner Sarah Wagner, and Finance Director Nate Blum.
Also present were City Attorney Paul Campo and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:32 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Hammond, Cretsinger, and
Bowman.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:02 p.m. to adjourn closed
CLOSED @ 7:02 P.M. session with action taken, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, Fuller, Hammond, LoPorto, and
Thatcher.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Jill Hammond,
Sal LoPorto, Al Bowman, Aaron Thatcher, and Mike Fuller.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Public
Works Director Tom Wooddell, Finance Director Nate Blum, and Capital Projects & Parks Noel
Challis Bennion. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and
Hammond.
Motion carried 6-0.
MINUTES OF 02-18-20 Alderman Thatcher moved to approve the minutes of the February
18, 2020 regular meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and
Hammond.
Motion carried 6-0.
RESOLUTION 2020-016 Alderman Thatcher moved to approve Resolution 2020-016
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending February 21St and February 28th in the amount of
$379,667.59, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and
Hammond.
Motion carried 6-0.
RESOLUTION 2020-017 Alderman Thatcher moved to approve Resolution 2020-017
Approve Stormwater Grant App approving and endorsing application to the Platte County
Commission for funding under the Platte County Stormwater
Grant Program, funded by the county-wide dedicated parks and
recreation and stormwater half-cent sales tax, second by
Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and
Hammond.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2020-006 City Clerk Robin Kincaid gave first reading of Bill No. 2020-004.
MRT Trail Agreement Capital Projects & Parks Manager Noel Challis Bennion informed
the Board that this agreement is for the Missouri Riverfront Trail
and our area is behind the Tank Farm, all parties have been
waiting on permits from the railroad and it seems those are finally
coming through so Platte County, Parkville and we are ready to
move forward with this agreement. It is mainly regarding the
maintenance on the section of the trail that is in our city limits and
our responsibility.
Alderman Thatcher moved to accept first reading and place Bill
No. 2020-006 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, LoPorto, and
Cretsinger.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-006 and enact

said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Bowman, Fuller, LoPorto, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2020-018 City Engineer Travis Hoover explained the bids received for
2020 Street Maint. -Concrete concrete and that Phoenix Concrete was the lowest and best bid.
Work will begin tomorrow if approved this evening.
Alderman Thatcher moved to approve Resolution 2020 - 018
awarding the bid for construction of the 2020 street maintenance-
concrete and approving the agreement with Phoenix Concrete,
LLC for such project, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and
Cretsinger.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral gave an update regarding the
KCMO sewer billing concerns for our residents. He then shared
an Upstream Story about the importance of hydration and that the
city has installed filling stations with our water fountains.
Employees have been encouraged to use refillable water bottles
and cups provided by the Employee Betterment Committee. The
program has been going for a few months with 1,832 bottles
saved to date.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Parks Manager Noel Challis Bennion held a discussion and
reviewed a PowerPoint presentation regarding Smoke Free Parks
and trails. She reviewed options that the Parks Board has
discussed and approaches to implementation. The Board and staff
held discussion. Park Board members Stacy Goss-Hughes and
Elaine Warren spoke in support of making the parks and trails
smoke free.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston reviewed the history of the Houston
Lake and Northmoor fire protection service contracts. He then
presented the rates recommended for the new contracts based on
the call for each city, which will increase for Northmoor fee and
decreasing costs for Houston Lake. The contracts are for three
year periods. Following discussion, Fowlston said that these
contracts will be on the agenda in the near future.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Travis reported that there will be a meeting on March 25th.

MAYOR'S DISCUSSION Mayor Rose stated that she went to Clay County Economic
Development State of the Cities last Friday, it was a very
interesting event. Nine cities in Clay County reported activities
within their cities. The Northland is a very vibrant area and I am
very proud to be a part of that. Alderman Hammond and I
attended the Kansas City Mayors Prayer Breakfast with Dustin
Colquitt at the Keynote Speaker. It was a very good morning.
The time change is next week, we have the Easter Egg Hunt in
April, and hopefully in May we will have the E.H. Young grand
opening. Mike Duffy and I will be attending a KCADC event next
week, they will be touring around our city. The City of
Independence has asked me to meet with them toward the end of
March and be involved in their strategy for industrial development,
to share the successes that we have had here in Riverside.
The Professional Studies program has asked me to be involved in
a quick interview process with the students in that program on
April 1 It.
BOARD OF ALDERMEN Alderman Cretsinger— I will be posting the information regarding
Montebella regarding the concrete work tomorrow for our
neighborhood.
Alderman Hammond — I want to thank Mayor Rose and Chief
Skinrood for attending our Gatewoods community meeting last
week. I appreciate the time they spent with us, it was a great
meeting. Thanks to Mike and Brian for your continued diligence
on the sewer billing issues.
Alderman Bowman — Nothing to report.
Alderman Fuller— I heard from a new neighbor that is very
concerned about the trail inlet off Woodland.
Alderman Thatcher—1 continue to see many people on the
Jumping Branch Trail and receive a lot of great feedback. I want
to say thank you to the Board for the support of completing that
trail.
Alderman LoPorto—The Pickle Ball Courts are getting a lot of
buzz; it is looking much like a complex that is really nice. I will be
attending the Platte County EDC luncheon on Friday.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:57 p.m.,
