AN ORDINANCE RELATED TO THE PREVENTION OF THE INTRODUCTION OF
CONTAGIOUS DISEASES IN THE CITY
WHEREAS,the existence and spread of the COVID-19 has resulted in the declaration of
a worldwide pandemic; and
WHEREAS, it is imperative to take steps to protect the health and safety of residents,
visitors, officials and employees of the City of Riverside;
WHEREAS, it is appropriate and necessary to take quick action to reduce the possibility
of exposure to COVID-19 and to reduce the spread of COVID-19; and
WHEREAS, countless governmental entities and private businesses have implemented
numerous immediate actions and modifications to their normal course of business; and
WHEREAS, the COVID-19 virus spreads between people who are in close contact with
one another through respiratory droplets produced when an infected person coughs or sneezes; and
WHEREAS, a large gathering of individuals without necessary mitigation for the spread
of infection may pose a risk of the spread of infectious disease; and
WHEREAS, Section 79.480, RSMo provides "The board of aldermen may make
regulations and pass ordinances for the prevention of the introduction of contagious diseases in the
city,and for the abatement of the same,and may make quarantine laws and enforce the same within
five miles of the city."; and
WHEREAS,the Board of Aldermen desires to delegate authority to the City Administrator
to implement measures necessary to,prevent the introduction of contagious diseases in the City
and facilitate any action necessary or convenience to address the COVID-19 pandemic.
NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI AS FOLLOWS:
SECTION 1 —CITY FACILITY ACCESS. That the Board of Aldermen hereby authorizes the
City Administrator and City staff to require all persons, including elected officials, staff, and
visitors, to submit to a temperature check as a condition to enter any City facility. Access will be
denied to any person with a body temperate 100.4 degrees or more.
SECTION 2 —CITY FACILITY CLOSURE AND STAFFING. That the Board of Aldermen
hereby authorizes the City Administrator to i) close any City facility, and/or ii) to temporarily
adjust City employee work schedules, which in his opinion, are necessary for the prevention of
introduction(or mitigation)of COVID-19 in the City,provided however,that public safety staffing
levels are to be maintained, to the extent practical, at adequate levels, and provided further, that
the public safety lobby area, to the extent practical, is to remain open (subject to temperature
checks).
SECTION 3 —GRANT OF FURTHER AUTHORITY. That the Mayor and the City
Administrator are hereby authorized to take any and all actions as may be deemed necessary or
convenient for the prevention of the introduction of contagious diseases in the city.
SECTION 4—EFFECTIVE DATE. That this Ordinance shall be in full force and effect from
and after its passage and approval.
BE IT REMEMBERED that the above was read two times by heading only, PASSED AND
APPROVED by a majority of the Board of Aldermen and APPROVED by the Mayor of the City
of Riverside this 17th day of March 2020.
