HomeMy WebLinkAbout2004-10-05Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri October 5, 2004 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, October 5, 2004 at 7:30 p.m. Those in attendance were Mayor Burch, Aldermen Burns, Looker, Dazata, Legaard, Super and Beard. Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Tom Archibald, Brent Miles, Planning, Zoning and Community Development Coordinator, John McClelland and Matt Kitzi with the City Attorney's office. Marlene Nagel Marlene Nagel, Missouri Municipal League, 600 Broadway, Kansas City, Mo MML, speaks spoke to the board about the proposed resolution to participate in the Regional Multi-Jurisdictional Natural Hazard Mitigation Plan . Ms. Nagel said she was approached by SEMA to develop a plan to recover and prevent natural hazards and actions to reduce risks, floods, tornados and ice storms. The plan would be examined every five years for changes. Once the resolution is adopted, the city can apply to FEMA for grants. The grants are Administered through SEMA. Public Safety has two copies of the plan and this is a department wide plan. It takes four to five years to get all the information together. Chosen measures will be examined in the plan. Not the entire plan applies to all cities. The requirement is the city to presently be in the Federal Flood Insurance Program. Minutes, September 21, Alderman Legaazd moved that the minutes of September 21, 2004 be approved, 2004, Approved seconded by Alderman Looker, the vote was: Aye: Aldermen Looker, Darata, Super, Legaard, Beard and Burris. Motion carries. Building Pernvt Alderman Beazd moved to approve a building permit for Kim Caselman, Kim Caselman, 3405 NW Cerrito to replace a wood stove, seconded by Alderman Looker, 3405 NW Cerrito the vote was: Approved Aye: Aldermen Legaard, Dazata, Super, Beazd, Bums and Looker. Motion carries. Public Safety comment Interim Chief Archibald announced Officers Holland and Dougherty will receive the KMBC-TV/9 Metropolitan Chiefs and Sheriffs Awazd of Valor on November 10's at the Kansas City Downtown Marriot for placing Themselves in peril while rescuing a man who was attempting suicide on the Missouri River Bridge in Apri12004. Barney Pool, Alderman Darata moved to approve resident Marvin Pool, 348 NW Woodland Appointed to the to the Board of Zoning Adjustment, seconded by Alderman Super, the vote BZA, Approved was: Aye: Aldermen Looker, Burris, Dazata, Beard, Super and Legaazd. Motion carries. Frank Weatherford's Frank Weatherford. TranSystems spoke to the board about West Platte Road, Comments NW Valley Road and Frank said we re-seeding may need to be done in places on West Platte Road and the project should be completed soon. Work has started on the structures on NW Valley. Patti Banks Associates has TranSysterns contract now and is reviewing the contract. The Corps of Engineers has to approve the plans on the structure because they are in the critical area. Federal representatives have the I-635 Access Justification Traffic Report for review to approve. This should be done by October 31 S` A letter was received stating MoDot approved in writing $3 million for the Route 9 project. There will be a meeting with the railroad on October 14`" regarding the up and over, Schoenbeck under I-635 and financing of the bridge over there tracks and Patti Banks Assoc. will talk about the trail. Randy Pace, former Randy spoke to the board about his resignation given the board awhile back Reserve Officer saying he would like retract his resignation to return to the city and be a part of speaks Public Safety. He has been in law enforcement for forty-two years and with Riverside Public Safety for fifteen years. No action taken. Mayor Burch's Mayor Burch mentioned the driveway problem at 4928 NW High Drive. comments Marvin Layton spoke to the board about the driveway saying three years before High Drive was redone, Marvin redid his driveway. The street was dropped 14" and the city wanted to go back 15 feet into his driveway and the contractor said it would be done well and if not better than before. Mr. Layton said it began to crack after it was fixed. He has bid of $7,600 to tear up the driveway and to replace it. Mr. Layton has been speaking with the city's former code enforcement employees and they all agreed the driveway was not right. John McClelland, City Attorneys office would like to research the statutes of limitations on this matter. The matter will be discussed at the October 12`s meeting. Bruce Culley, CPA Bruce Culley, CPA for the city gave a brief summary of the audit for fiscal speaks year 2003-2004. He spoke of the comparison between the fund balance sheet between 2003 and 2004. He said out of the $16 million liability there was spent about $10 million on the levee project. Mr. Culley said the city is switching their accounting system to accrual accounting. The depreciation information is included in the audit. Mayor Burch met with the Vandepopulier family and they are requesting A small park with a plaque with all of the people's names that lived in that area or the road coming from the Interchange to say Riverside Horizons and the rest of the road to remain named Vandepopulier. Mayor Burch said Candy Smith, 4900 NW High Drive contacted her about the tree in her yard, the tree has died as a result of the work when NW High Drive was redone. The tree company's person who came out to look at it said the tree is rotten and needs to be removed. The two bids received were from Mr. Tree for $2,000 and Guaranteed Tree Service for $1,500. No action taken. This will be discussed at the October 12th meeting. Mins. 10/5/04 Bill No. 2004-90 Alderman Looker moved to place Bill No. 2004-90 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Darata, the vote was: Aye: Aldermen, Bums, Super, Darata, Legaazd, Beard and Looker. Motion carries. Ordinance No. 2004-90 Alderman Beard moved to place Bill No. 2004-90 on its second reading, Approved and upon passage of same become Ordinance No. 2004-90, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Burns, Legaard, Super Looker and Darata. Motion carries. Bill No. 2004-91 Alderman Dazata moved to place Bill No. 2004-91 on its first reading Author. the promotion said Bill authorizing the promotion of Captain Thomas E. Archibald of Thomas E. Archibald to the position of Interim Chief for the Department of Public Safety for to Interim Chief the City of Riverside, Missouri effective September 21, 2004 and the salary will be $67,989.48 annually, seconded by Alderman Burris, the vote was: Aye: Aldermen Looker, Super, Dazata, Legaard, Beazd and Bums. Motion carries. Cow Town Cycling Alderman Looker moved to approve the Cow Town Cycling Team using the Team at the E.H. Young E.H. Young Riverfront Pazk and shelter house on November 7s' from noon to Riverfront Park 3:00 p.m., seconded by Alderman Burris, the vote was: Aye: Aldermen Super, Dazata, Looker, Legaard, Bums and Beard. Motion carries. Aldermen comments Alderman Looker mentioned the driveways and tree matters on NW High Drive. Alderman Super said he liked the looks of the stone walls on the Broadway and Highway 169 area. Motion for Closed Session at 9:00 p.m. Motion for Open Session at 9:30 p.m Adjournment Alderman Super said Mrs. Linzay was satisfied with the way her property that was disturbed put back in place. Alderman Darata moved that the meeting go into closed session, pursuant to RSMo 610.021(2) real estate issues, with the City Attorney, seconded by Alderman Looker, and the vote was: Aldermen Beard, Darata, Bums, Super, Looker and Legaard.
