HomeMy WebLinkAbout2006-124 - Professional Services Agreement with Bartleby Content, LC.< . .Z D- •• BYLL N0.2006-124 ORDINANCE NO 2006-124 AN ORDINANCE APPROVING THE FORM OF, AND AUTHORIZING THE MAYOR TO COMPLETE AND EXECUTE, AN AGREEMENT FOR PROFESSIONAL SERVICES BY AND BETWEEN THE CITY OF RIVERSIDE, MISSOURI AND BARTLEBY CONTENT, LC WHEREAS, Bartleby Content, LC ("BC") is a Missouri limited liability company in the business of providing professional services, including but not limited to organizational and staffing consulting services (the "Services"); and WHEREAS, the City of Riverside, Missouri (the "City") has determined that the City requires the Services related to staffing issues with the City, and that such Services are for a public purpose, and the City desires to retain BC to provide such Services; and WHEREAS, the City has negotiated with BC and the City and BC have reached an agreement (the "Agreement") concerning the provision of, and payment for, such Services. NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside, Missouri, as follows: Section 1. The City of Riverside shall enter into the Agreement, to be substantially in the form attached hereto as Exhibit A, with BC, whereby BC will provide Services specified in the Agreement, and as consideration for such Services the City shall pay f Dollars andbeNod Cents Agreement in a sum not to exceed Seven Thousand Nine Hundred Thirty ($7,930.00). Section 2. The Mayor and City Clerk are authorized and directed to execute the Agreement, execution of such document being conclusive proof of such approval. The Mayor, City Clerk and City Administrator are each authorized and directed to perform all acts and execute any other documents necessary or desirable to effectuate the intent of this Ordinance. Section 3. The sections, Paragraphs, clauses, and phrases of the Ordinance are severable and if any portion of the Ordinance is declared unlawful by the valid judgement, decree, or injunction order of a court of competent jurisdiction, such ruling shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of the Ordinance and all provisions of the Ordinance not specifically declared to be unlawful shall remain in full force and effect. Theaknoedge we gained`(h our preparationnof the Compensat {ions and Organi~tion Plan allows us to begin City of Riverside's current and anticipated Job Des~rp immediately on this project The process we propose requires: • Preparation of classification groupings using the job descriptions. • Acquisition and extensive review of the most ri~cent salary data prepared by area local governments. • Analysis of the positions and titles included in the local salary surveys and comparison to the City's positions (for example, im some cities, "Administrative Assistant" is a first line managerial position which requir~sa college degree; in other localities, it is a front-line administrative support positict-~~not requiring a degree and instead requiring office skills such as set word-per-minute(1NPM) typing skills). • Analysis of how jurisdictions across the country compensate Public Safety functions, whi h areenotfreflected~.m the Pay ranges adopted by most KansaskCitylarea goveanties ments. • Development of a compensation range for each classification. • Analysis of each existing and proposed position and recommendation for compensation of incumbents and recruiting for unfilled positions using the new Classification and Compensation Plan. ..r. ,.. .. 7 ,~, . _ T r I i .; , l Mr. Blackburn August 8, 2006 Page two Preparation of an implementation strategy, which will include analysis of existing compensation levels and timeframes for adjusting positions to the Classification and Compensation Plan. The implementation strategy will include cost estimates and two alternatives-Alternative A, implementation of all recommendations on a date certain (date to be selected with your input), and Alternative B; implementation of recommendations at two dates over the course of the City's `fiscal year duly 2006 June 200. We would caution that this Classification and Compensation Plan will not provide reviews of employee job performance. In fact, after implementation of the plan (during which all employees will be regarded as equal in work performance), the City should adopt a performance review system which will facilitate determination of annual compensation increases. Using the steps outlined above, we propose a project fee of $7,930. This is a 21 % discount from our regular rates. In addition, Bartleby Content does not charge hourly. rates for project meetings with the client's project leader. If the project scope changes, either based on our meeting or after project commencement, net additional hours would be charged at our local government rate ($75) with a "not-to-exceed" limit agreed to in advance and in writing by each of us. Bartleby Content will assign afl ownership rights to the results of the review to the City of Riverside for its use without restrictions, providing that payment is-made as agreed upon and outlined here. We will bill the City of Riverside for one half of the original project fee at the start of the project (payable within 10 business days). Forty percent (40%) will be billed upon submission by us of compensation recommendations for existing and proposed positions, with 10% billable upon submittal to you of the two alternative strategies for implementation of the Plan.
