HomeMy WebLinkAbout1718 Granting Certain Emergency Powers to the Mayor and City Administrator BILL NO: 2020-017 ORDINANCE NO: AN ORDINANCE GRANTING CERTAIN EMERGENCY POWERS TO THE MAYOR AND THE CITY ADMINISTRATOR BE IT ORDAINED BY THE BOARD OF ALDERMEN FOR THE CITY OF RIVERSIDE, MISSOURI, as follows: SECTION 1 — JUSTIFICATION. In December 2019, medical professionals detected a novel coronavirus, now designated as "SARS-CoV-2," which causes a disease known as "coronavirus disease 2019"abbreviated and commonly known as "COVID-19." On January 30, 2020,the World Health Organization Director General declared an outbreak of COVID-19 as ,a Public Health Emergency of International Concern, advising countries to prepare for containment, detection, isolation and case management, contact tracing and prevention of onward spread of the disease. On March 11, 2020, the World Health Organization Director General characterized COVID-19 as a pandemic. On March 13, 2020,the President of the United States declared the COVID-19 outbreak a national emergency. On March 13, 2020, the Governor of the State of Missouri declared the COVID-19 outbreak a state emergency. SECTION 2 — FINDING OF BEST INTEREST OF THE CITY. In light of the justifications contained in Section 1, the passage of this ordinance is hereby found and determined to be in the best interest of the City, in order to provide for the public's health, safety, and welfare, and to ensure efficient and effective continuity of City government operations and delivery of City services. SECTION 3 — GRANT OF AUTHORITY. Notwithstanding any City ordinance, policy, or regulation to the contrary, the City Administrator and Mayor are each granted the authority to do any of the following actions as he or she may determine to be in the best interests of the City: A. Waive, modify, or suspend the operation of any City ordinance requirements regarding the issuance of any license or permit, including but not limited to business licenses, building permits, or fireworks permits; B. Waive, modify, or suspend the operation of any City ordinance requirements related to procedures for conducting City business, including but not limited to competitive bidding requirements; C. Enter into agreements on behalf of the City not to exceed twenty thousand dollars ($20,000.00), provided that a report of the goods or services contracted for, if the related expenditure is over $10,000, shall be transmitted to the Board of Aldermen and City Clerk by the end of the 2nd business day following execution of the agreement; D. Hire for any non-department director position vacancy. 1 SECTION 4 — EFFECTIVE DATE. This ordinance shall be in full force and effect from and after the date of its passage and approval and shall remain so until repealed by the Board of Aldermen in whole or in part.
