BOARD OF ALDERMEN

RIVERSIDE, MISSOURI
Tuesday, April 7, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 7, 2020.
Mayor Rose called the regular meeting to order at 7:06 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill
Hammond, and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, Community Development Director Mike Duffy, City Planner Sarah
Wagner, Finance Director Nate Blum, Police Chief Chris Skinrood, Emergency Management
Director Jeff Taylor, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Parks Manager
Noel Challis Bennion, and Recreation Manager Lori Boji. Also present was City Attorney Paul
Campo.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Cretsinger, and
Bowman.
Motion carried 6-0.
MINUTES OF 03-17-20 Alderman Thatcher moved to approve the minutes of the March
17, 2020 regular meeting, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Cretsinger, and
Bowman.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2020-013 City Clerk Robin Kincaid gave first reading of Bill No. 2020-013.
CO 4—Beemer Construction City Engineer Travis Hoover informed the Board that this is the
final change order for the water main work along Mattox Road and
391h Street.
Alderman Thatcher moved to accept first reading and place Bill
No. 2020-013 on second and final reading, second by Alderman
Cretsinger.
Yes: Thatcher, Cretsinger, Fuller, LoPorto, Hammond, and
Bowman.
Motion carried 6-0.
Alderman LoPorto moved to approve Bill 2020-013 and enact

said bill as ordinance, second by Alderman Thatcher.
Yes: LoPorto, Thatcher, Cretsinger, Bowman, Fuller, and
Hammond.
Motion carried 6-0.
RESOLUTION 2020-022 Alderman Thatcher moved to approve Resolution 2020-022
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending March 20th, March 27th and April 31d in the amount of
$963,435.72, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Bowman, Hammond, Fuller, and
LoPorto.
Motion carried 6-0.
BILL NO.202M14 City Clerk Robin Kincaid gave first reading of Bill No. 2020-014.
CO 2—Hoy Excavating City Engineer Travis Hoover informed the Board that this change
order is in regards to the sanitary sewer along 39th street.
Alderman Thatcher moved to accept first reading and place Bill
No. 2020-014 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-014 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Fuller, LoPorto, Bowman, and
Thatcher.
Motion carried 6-0.
BILL NO.2020-015 City Clerk Robin Kincaid gave first reading of Bill No. 2020-015.
MoDot Adopt-A-Highway City Engineer Travis Hoover informed the Board that this a
maintenance, mowing and caretaking in the public right-of-way
with the Missouri Highway and Transportation Commission.
Alderman LoPorto moved to accept first reading and place Bill
No. 2020-015 on second and final reading, second by Alderman
Thatcher.
Yes: LoPorto, Thatcher, Bowman, Hammond, Fuller, and
Cretsinger.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-015 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Bowman, Fuller, Thatcher, and
LoPorto.
Motion carried 6-0.
BILL NO.2020-016 City Clerk Robin Kincaid gave first reading of Bill No. 2020-016.
Suspend Tourism Tax City Administrator Brian Koral reported that this bill suspends
remittance of tourism tax until June 15, 2020 due to the current
situation with COVID-19,
Alderman Thatcher moved to accept first reading and place Bill
No. 2020-016 on second and final reading, second by Alderman
LoPorto.

Yes: Thatcher, LoPorto, Hammond, Fuller, Cretsinger, and
Bowman.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-016 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Thatcher, Bowman, Fuller, and
LoPorto.
Motion carried 6-0.
BILL NO. 2020-017 City Clerk Robin Kincaid gave first reading of Bill No. 2020-017.
Granting Emergency Powers City Administrator Koral stated that an ordinance much like this
was passed at the previous meeting relating to the operation of
city hall and city staff. This ordinance allows the Mayor and
myself to waive certain provisions of city ordinances specifically
related to licensing and permitting along with some acquisitioning
of goods and hiring, etc.
Alderman Thatcher moved to accept first reading and place Bill
No. 2020-017 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and
LoPorto.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-017 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Hammond, Bowman, Fuller and
Thatcher.
Motion carried 6-0.
BILL NO.2020-018 City Clerk Robin Kincaid gave first reading of Bill No. 2020-018.
Code Legislative Amendments City Administrator Koral and City Attorney Paul Campo explained
that this is an adoption of the updates resulting from the legislative
changes to State Statutes in 2019.
Alderman LoPorto moved to accept first reading and place Bill
No. 2020-018 on second and final reading, second by Alderman
Thatcher.
Yes: LoPorto, Thatcher, Fuller, Hammond, Bowman, and
Cretsinger.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2020-018 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
RESOLUTION 2020-023 City Engineer Travis Hoover explained that there were four
Award Asphalt Bid- Phillips bidders and the lowest and best was Phillips Paving Co. They
received the bid last year on the Gatewoods area last year.
Reports were given by Aldermen Thatcher and Hammond that
work was very good.
Alderman LoPorto moved to approve Resolution 2020- 023

awarding the bid for construction of the 2020 Street Maintenance
—Asphalt and approving the agreement between the City and
Phillips Paving Co., Inc. for construction of such Project, second
by Alderman Cretsinger.
Yes: LoPorto, Cretsinger, Fuller, Bowman, Hammond, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2020-024 Parks Manager Noel Challis Bennion reported that this change
CO 2 Gunter Construction order of a few increases and decreases for a sum total of increase
amount of$4,500, which is mainly contributed to engineering
changes.
Alderman Thatcher moved to approve Resolution 2020- 024
approving change order 2 to the agreement with Gunter
Construction Company for the 2019 E.H. Young Riverfront Park
Improvements resulting in a revised contract amount of
$2,270,215.31, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Bowman, LoPorto, and Hammond.
No: Fuller
Motion carried 5-1.
RESOLUTION 2020-025 City Administrator Koral commented that the Argosy leases land
Gaming Forbearance Agmnt from the city and with the ordered closure from the Gaming
Commission, they are asking for additional time to make their
quarterly lease payment to be received by June 15th rather than
April 15th, which is still within our fiscal year.
Alderman Hammond moved to approve Resolution 2020- 025
approving a forbearance agreement with the Missouri Gaming
Company, LLC, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Thatcher, LoPorto, and
Bowman.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral thanked the Board for their flexibility
and working with this format for the meeting this evening. I
believe it has been successful in accomplishing the work that
needed to be done. I am very proud of our staff team from
department heads on through to our front line crew who are
providing.outstanding service in very trying times.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy noted that his
department continues to get development applications,
construction is continuing. We will be having a Planning
Commission meeting this week for plats and a Board of Zoning
Adjustments on April 22"d
ENGINEERING Parks Manager Noel Challis Bennion reviewed the discussion
previously regarding Smoke Free Parks and trails. She then

reviewed the pickleball service provider agreement to give lessons
and encourage participation at the pickleball courts. Noel
discussed several details and answered questions of the Board.
This will come to the Board in the form of a resolution for action at
the next regular meeting.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston, things have been slow in our
department, which is a good thing. Chief Taylor has been working
very hard on the Emergency Management side of things.
POLICE Alderman LoPorto and Alderman Cretsinger asked about issues in
Phase III of the Montebella subdivision. Chief Skinrood
responded to their questions. Mayor Rose wanted to report that
Whitney from the Kansas City Hair Company in Riverside was
very appreciative of the drive-by checks from the Police
Department.
PUBLIC WORKS Public Works Director Tom Wooddell reported that they are
mowing between rains and working on equipment in the shop.
LEVEE BOARD Travis reported that there will be a meeting on April 22"d
MAYOR'S DISCUSSION Mayor Rose remarked that this meeting went very well this
evening and thank you to Brian for getting it all set. It was
wonderful to see everyone's faces tonight and she misses
everyone. This is definitely going to be the new norm; it is going
to be an exciting time moving forward. The election was
supposed to have been today, but this the way it has to be for
now. I am an advocate for everyone staying home and being
safe. We are going to get through this together. Jeff Taylor thank
you so much for coordinating everything. The communication has
been wonderful. Because of every single one of our staff, we
continue to deliver a high quality of service and I am so proud of
each and every one of you.
BOARD OF ALDERMEN Alderman Fuller— Nothing to report.
Alderman Thatcher— I echo all of the Mayor's comments.
Alderman LoPorto—We had a birthday in the neighborhood, an
officer was in the area and helped, which was greatly appreciated.
Alderman Cretsinger—A special thank you to Brian and Travis, I
have bothered them excessively with issues from residents and
they continue to patiently answer.
Alderman Bowman—Thank Brian for helping me to get the phone
and audio working for this meeting.

Alderman Hammond—Thank you to staff for all their hard work
right now and serving our community well.
Mayor Rose explained an opportunity to go with the Kansas City
Chamber Leadership trip September 2020 to Utah. It is of course
in limbo right now. I have'received a $1,000 scholarship and
would like the Board to approve the $2,300 expenditure if they
follow through with the Leadership Exchange.
Alderman Hammond moved to support sending Mayor Rose to the
KC Chamber Leadership Exchange in September 2020 at the
expense of$2,300, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Bowman, LoPorto, and Thatcher.
No: Fuller.
Motion carried 5-1.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 8:01 p.m.,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and
Hammond.
