November 16, 2004
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, November 16, 2004 at 7:30 p.m.
Those in attendance were Mayor Burch, Aldermen Bums, Looker, Darata, Super and Beard.
Alderman Legaazd, absent.
Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Brent Miles,
Planning, Zoning and Community Development Coordinator, John Jackson, City Engineer ,Matt Kitziand
John McClelland, City Attorney's office.
Comments by Visitor Josh Campbell with Boy Scouts Troop #370 was present to observe
the meeting to earn his communications merit.
Argosy presentation Bill Browning ,PGAVand Jonathan Watson, Kaw Valley Engineering
on the parking lot were present to represent Argosy. It was stated the fast phase of the
northeast employee pazking lot will be 5" of asphalt and in the spring,
2" of asphalt. Argosy is seeking the Levee District and the city's
approval to complete these phases.
Annexation discussed Mike Pursell owns one-hundred thirty-two acres west of the city off of
Northwood Road. Part (twenty-two acres) is in Riverside (east). Mr.
Pursell is requesting the property he owns be annexed to and included
with the Corporate limits of the City of Riverside. David and John
Barth will be partners for planned residential housing (subdivision).
There would be approximately 300 homes built and price ranges from
$400-500,000. Mr. Pursell will deliver the proper paperwork to the
board in 2-3 weeks. It was asked if the city would do paving and curbs
on Northwood Road.
Alderman Super asked for a time line to be prepared on this matter.

Minutes, November 2, 2004 Alderman Dazata moved that the minutes of November 2, 2004 be
Approved approved, seconded by Alderman Looker, the vote was:

Change of Use Permit, Alderman Beard moved to approve a change of use permit for
Northstaz Bank, Approved Northstar Bank (intemet loan processing) 1829 NW Vivion Road,
seconded by Alderman Super, the vote was:
Aye: Aldermen Bums, Darata, Super, Beard and Looker.

Motion carries.
Argosy Parking structure Alderman Looker moved to approve the pazking structure (gazage)
(garage) Approved for Argosy, 777 NW Argosy Pky, contingent upon the Corps of
Engineers approval, seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, super, beard, Burris and Looker.

Motion carries.
Argosy temporary parking Alderman Looker moved to approve a building permit for a temporary
lot for Argosy, Approved pazking lot at 777 NW Argosy Pky. to place five inches of asphalt
(Phase n now and (Phase II) two inches in the spring, seconded by
Alderman Burris, the vote was:
Aye: Aldermen Dazata, Super, Beazd, Bums and Looker.

City Administrator comments David wishes the board to consider the contract for property belonging
to Bill Mann as the city needs to thing about delineation of wetlands on
city property and Argosy would like the city to consider Steve Parker to
perform this service.
Trash bids aze due on Friday, November 19, 2004.
NW Gateway bids will be going out soon for the middle part of NW
Gateway.
Proclamation Reading Interim Chief Archibald read the proclamation prepared for Public
Safety Officers Holland and Dougherty.
Shelving for Public Safety Alderman Super moved to approve purchasing shelving for Public
Approved Safety from Sam's at a cost of $2,080 and some of the Public Safety
employees will assemble the shelving, seconded by Alderman Darata,
the vote was:
Aye: Aldermen Super, Beard, Looker, Darata and Bums.

Bill No. 2004-103 Alderman Legaard moved to place Bill No. 2004-103 on its fast

Ordinance No. 2004-103 Alderman Looker moved to place Bill No. 2004-103 on its second
Approved reading, and upon passage of same become Ordinance No. 2004-103,
seconded by Alderman Dazata, the vote was:

Bill No. 2004-104 Alderman Darata moved to table Bill No. 2004-104, said Bill
Ratifying the acceptance ratifying the acceptance of bids until December 7, 2004, seconded
of bids, Tabled by Alderman Looker, the vote was:
Aye: Aldermen Looker, Super, Darata, Beazd and Burris.

Recess A brief recess was called at 8:25 p.m.
Reconvened The Mayor and Boazd answered to roll call at 8:40 p.m
Motion for Closed Alderman Darata moved that the meeting go into closed session,
Session pursuant to RSMo 610.021 (2) real estate issues, with the City
Attorney, seconded by Alderman Looker, and the vote was:
Aldermen Beard, Dazata, Bums, Super and Looker.

Motion carries.
Motion for Open Alderman Darata moved that the meeting go into open session,
Session seconded by Alderman Looker, and the vote was:

Bill No. 2004-105 Alderman Dazata moved to place Bill No. 2004-105 on its first reading,
Authorize the City to Rachel Bonikowski as a full-time military replacement officer in the
employ Kelly Bonikowski Department of Public Safety, that the salary for this position be set at
as a military replacement $32,025.00 annually with aone-yeaz work test period, full benefits, and
officer in P.S. a start date of November 17, 2004, seconded by Alderman Burris, the
vote was:

Ordinance No. 2004-105 Alderman Looker moved to place Bill No. 2004-105 on its second

said Bill authorizing the execution of sale of real estate interest
agreement for the purchase by the City of certain property rights related
to wetlands mitigation in the amount of $90,000,000, seconded by
Alderman Looker, the vote was:

Alderman comment Alderman Burns asked about the report on arrests that has not been in
the newspaper lately. This will be investigated.
Mayor's announcements Mayor Burch said the employees' Christmas party will be Sunday,
December 5, 2004 at 6:00 p.m. at the Community Center. Everyone
is asked to bring non-perishable items for donating.
The Senior Citizens' dinner will be Monday, December 6, 2004 at
noon at the Community Center.
Mayor Burch said she received a letter from the VandePopulier family,
but the city is not ready to make a final decision on this matter.
