REGULAR MEETING
BOARD OF ALDERMEN
(BY ZOOM VIDEO CONFERENCE)
RIVERSIDE, MISSOURI
Tuesday, April 21, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 21, 2020.
Mayor Rose called the regular meeting to order at 7:01 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill
Hammond, and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, Community Development Director Mike Duffy, City Planner Sarah
Wagner, Finance Director Nate Blum, Police Chief Chris Skinrood, City Engineer Travis Hoover,
Manager Amy Strough, Fire Chief Gordon Fowlston, Parks Manager Noel Challis Bennion,
Recreation Manager Lori Boji, and Police K-9 Officer Andrew Marr. Also present was City
Attorney Paul Campo.
PUBLIC COMMENT None.
PRESENTATION Mayor Rose announced the proclamation for ICC Building
Safety Month — May 2020.
PRESENTATION Mayor Rose read the proclamation for Public Service Recognition
Week—May 3-9, 2020 and thanked all employees for their high
quality services to our community every single day.
CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as
presented, second by Alderman Bowman.
Yes: Hammond, Bowman, Fuller, Thatcher, Cretsinger, and
LoPorto.
Motion carried 6-0.
MINUTES OF 04-07-20 Alderman Hammond moved to approve the minutes of the April
07, 2020 regular meeting, second by Alderman Bowman.
Yes: Hammond, Bowman, Fuller, Thatcher, Cretsinger, and
LoPorto.
Motion carried 6-0.
COURT REPORT Alderman Hammond moved to approve the March 2020 Court
Report, second by Alderman Bowman.
Yes: Hammond, Bowman, Fuller, Thatcher, Cretsinger, and
LoPorto.
Motion carried 6-0.

REGULAR AGENDA
RESOLUTION 2020-026 Alderman Thatcher moved to approve Resolution 2020-026
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending April 10th and April 17th in the amount of
$442,205.90, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, and Cretsinger.
No: None.
Abstain: Hammond and Bowman.
Motion carried 4-0-2
BILL NO. 2020-019 City Clerk Robin Kincaid gave first reading of Bill No. 2020-019.
Final Plat Brenner's Ridge Community Development Director Mike Duffy explained that
developers are taking two undeveloped lots into one to build a
house. This was heard by the Planning Commission and
recommended unanimously.
Alderman Thatcher moved to accept first reading and place Bill
No. 2020-019 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cretsinger, Fuller, Bowman, and
LoPorto.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-019 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cretsinger, Thatcher, Bowman, Hammond, LoPorto, and
Fuller.
Motion carried 6-0.
BILL NO. 2020-020 City Clerk Robin Kincaid gave first reading of Bill No. 2020-020.
Final Plat Replat Tract 23 Community Development Director Mike Duffy reported that one lot
is undeveloped and the other has a house on it. The smaller lot
with the house is being expanded to a one-acre lot, decreasing
the size of the undeveloped lot. This was heard by the Planning
Commission and recommended unanimously.
Alderman Thatcher moved to accept first reading and place Bill
No. 2020-020 on second and final reading, second by Alderman
Bowman.
Yes: Thatcher, Bowman, Hammond, Cretsinger, Fuller, and
LoPorto.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-020 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Bowman, LoPorto, Thatcher, and
Fuller.
Motion carried 6-0.
BILL NO. 2020-021 City Clerk Robin Kincaid gave first reading of Bill No. 2020-021.
Final Plat Replat Doorl-ink 1st Community Development Director Mike Duffy explained that this is
only adding an easement to the plat.
Alderman Thatcher moved to accept first reading and place Bill

No. 2020-021 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Hammond, Bowman, and
Fuller.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-021 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, LoPorto, Bowman, Fuller, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2020-027 Parks Manager Noel Challis Bennion reported that this change
CO 1 ABCreative, Inc. order is for some additional grading and concrete work.
Alderman LoPorto moved to approve Resolution 2020-027
approving change order 1 to the agreement with ABCreative, Inc.
for the,2019 EH Young Riverfront Park Improvements resulting in
a revised contract amount of$550,686.00, second by Alderman
Thatcher.
Yes: LoPorto, Thatcher, Cretsinger, Bowman, and Hammond.
No: Fuller
Motion carried 5-1.
RESOLUTION 2020-028 City Administrator Brian Koral reviewed the increase and options
Health, Dental &Vision Ins. for renewal for the 2020-2021 plan year. It is recommended by
staff to stay with Blue Cross and Blue Shield for Health Insurance
and include dental and vision insurance with them as well for cost
savings to the city.
Alderman Thatcher moved to approve Resolution 2020-028
designating an agent and selecting certain health, dental and
vision insurance benefits beginning July 1, 2020, second by
Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Fuller, and
Bowman.
Motion carried 6-0.
RESOLUTION 2020-029 City Administrator Brian Koral reviewed the bids received and
Midwest Public Risk Insurance explained the cost savings to bundle property, liability and
workers' compensation with one carrier and MPR was the lowest
and best proposal.
Alderman Cretsinger moved to approve Resolution 2020-029
accepting and approving a proposal from Midwest Public Risk to
provide workers' compensation, property, and liability coverage for
the policy year beginning July 1, 2020, second by Alderman
Thatcher.
Yes: Cretsinger, Thatcher, Hammond, Bowman, Fuller, and
LoPorto.
Motion carried 6-0.

RESOLUTION 2020-030 Police Chief Skinrood said this is the next step needed for Lynk
America's Top Dog and K-9 Officer Marr to possibly selected for the "America's Top
Dog" television show.
Alderman Bowman moved to approve Resolution 2020-030
approving the Police Department K-9 and its Handler's
participation in "America's Top Dog" television show production,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Cretsinger, LoPorto, Fuller, and
Hammond.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared the Upstream from Ordinary
story about the Easter Bunny on the Riverside Fire truck along
with a few pictures and Facebook posts of the happy responses
from parents and children.
He then reported that The Beyond the Bell Program has $1200
remaining in their funds since school was no longer in session due
to the Covid 19 and the school would like to use those funds for a
social of some sort in the fall after school resumes. Following
discussion of the Board they gave general consensus in favor of
the school wishes. They would like to still come to the Board with
a presentation when we begin having meetings in the Alderman
Chambers again.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported that work,
inspections, codes are being done, and we are issuing permits for
development.
ENGINEERING City Engineer Travis Hoover addressed a sanitary sewer issue on
Mattox Road and 39th Street options and costs were discussed.
Board directed staff to use the most cost effective plan.
FINANCE Finance Director Nate Blum reviewed a PowerPoint presentation
of City finances as of March 31, 2020 which is 75% of our fiscal
year.
FIRE Fire Chief Gordon Fowlston, things are going well and staying
safe.
POLICE Police Chief Chris Skinrood was contacted today by ParK Hill
South School District regarding an internet graduation program of
sorts on May 11, where the seniors would honk their car horn
when their name is called. There was a concern about the noise
this may create, I assured them it would be ok.
PUBLIC WORKS Public Works Director Tom Wooddell reported that they are
maintaining what they can with their split shifts and everyone is
healthy. We are keeping up with regular daily maintenance.

LEVEE BOARD Travis reported that there will be a meeting on April 22"d
MAYOR'S DISCUSSION Mayor Rose remarked that she has been reaching out to local
businesses. There was a meeting this evening with the Platte
County Health Department that she missed of course for this
meeting, but it is important to gather information for possible re-
opening. Many businesses in Horizons have been able to stay
open. There are a lot of unknowns, but we have got to get things
going, keeping everyone safe, but getting people working again to
save businesses. We are reaching out to April with the Riverside
Chamber tomorrow, she has been fielding questions from the local
businesses that are wondering about our game plan.
I am staying very active with the Northland Regional Chamber. I
also want to give a big "shout out" to April and her hard work for
the Riverside Chamber, providing so much information for
Riverside and our businesses.
BOARD OF ALDERMEN Alderman Hammond — I had a neighbor reach out and say that our
Building Inspector Craig Slaughter has been wonderful to work
with and that any city would be lucky to have him on their team. I
also want to thank all staff for helping the city to continue to run
during this difficult time and of course, everyone loved the Easter
Bunny coming through the neighborhood.
Alderman Bowman — Nothing to report.
Alderman LoPorto—The Easter Bunny was great! He asked if
there was any further information on the Phase III dumping?
Community Development Director Duffy responded that the
investigation is almost complete and plan to get some barriers in
place to prevent this from happening.
Alderman Fuller— I want to thank Mike and Brian for coming out
and taking a walk, trying to look at alternatives to the trail entrance
with the Barth brothers that is unofficial at this time. Trying to
make it better for everyone. He also asked questions regarding
the old Hawg Jaw location and Mike Duffy gave a brief response.
Alderman Cretsinger—Thank you for the information on the
dumping. Again, I thank Travis Hoover for answering so many
questions for our residents on the curbing work. I also want to
thank Brian and the team that worked on the insurances for the
coming year, that is very tedious work and it has resulted in cost
savings for the City. Noel, I appreciate your efforts in keeping
costs for the park outside of approvals minimal,just want to go on
record that we have approved a lot for the improvements already,
there are always unexpected costs, but I appreciate your hard
work trying to keep the project in or just over budget.
Alderman Thatcher—The Easter Bunny was great, got a lot of
feedback on that, but I am also getting a lot of feedback on the

pictures that are being posted of the park progress. Folks are
super excited about the time things open back up and will be able
to get out and experience that park. Social media posts are
fueling that excitement.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 8:05 p.m.,
second by Alderman Thatcher.

Hammond.
