HomeMy WebLinkAbout2004-11-02Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri November 2, 2004 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, November 2, 2004 at 7:30 p.m. Those in attendance were Mayor Burch, Aldermen Burris, Looker, Darata, Legaard, Super and Beard. Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Brent Miles, Planning, Zoning and Community Development Coordinator, John Jackson, City Engineer and John McClelland, City Attorney's office. Minutes, October 12, Alderman Looker moved to table the minutes of October 12, 2004, seconded 2004, tabled by Alderman Legaard, the vote was: Aye: Aldermen Looker, Darata, Super, Legaard, Beard and Burris. Motion carries. Minutes, October 19, Alderman Looker moved that the minutes of October 19, 2004 be approved, 2004, Approved seconded by Alderman Legaard, the vote was: Aye: Aldermen Looker, Darata, Super, Legaard, Beard and Burris. Motion carries. City Administrator David suggested the board start holding additional meetings on the weeks that comment are not a regular meeting date since there are many projects scheduled. Bids obtained for Bids that were obtained for the two salt/sand spreaders for Public Works were two sand spreaders from: Kranz of Kansas City- $4,917 Knapheide Tmck Equip- $5, 120 American Equipment- $3,954 Sand Spreaders for As this is a budgeted item, it was decided to purchase two salt/sand spreaders for Public Works Public Works from Kranz of Kansas City at a cost of $4,917 each. City Engineer John said Pam Cook from KCPL called and said Pam told him the spun Comment aluminum long light arms can only support 6' long light arms and the width of NW Gateway requires longer light arms and therefore steel poles. The city will Receive a credit for the difference of the cost of galvanized and spun aluminum. The poles are to be placed about 250' apart. Discussion for fence Fence placement at 3002 NW Florence will be installed by Public Works and Placement at 3002 NW set in concrete. Florence. Court Report for Aldennau Legaard moved to approve the court report for October, seconded October, Approved by Alderman Burris, the vote was: Aye: Aldermen Legaard, Burris, Darata, Beard, Super and Looker. Motion carries. Mins. 11/2/04 Curb & Gutter Repair The board decided to wait until spring to re-bid the curb and gutter repair Discussion for various locations within the city and unit prices will be included at that time for the work to be performed. Bill No. 2004-97 Alderman Beard moved to table Bill No. 2004-97 said Bill approving and Remove and replace authorizing the execution of a contract to remove and replace sections of sections of concrete concrete curb and gutter throughout the City of Riverside, seconded by curg & gutter through- Alderman Looker, the vote was: out the city tabled Aye: Aldermen Burris, Super, Dazata, Legaard, Beazd and Looker. Motion carries. Bill No. 2004-98 Alderman Legaazd moved to place Bill No. 2004-98 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Burris, the vote was: Aye: Aldermen, Bums, Super, Darata, Legaazd, Beard and Looker. Motion carries. Ordinance No. 2004-98 Alderman Beard moved to place Bill No. 2004-98 on its second reading, Approved and upon passage of same become Ordinance No. 2004-98, seconded by Alderman Burris, the vote was: Aye: Aldermen Beard, Burris, Legaard, Super Looker and Dazata. Motion carries. Bill No. 2004-99 Alderman Bums moved to place Bill No. 2004-99 on its first reading, said Ratifying the accep- Bill ratifying the acceptance of bids on $22,561,386.96, seconded by lance of bids on Alderman Looker, the vote was: $22,561,386.96 Aye: Aldermen Burris, Super, Darata, Legaard, Beazd and Looker. Motion carries. Ordinance No. 2004-99 Alderman Legaard moved to place Bill No. 2004-99 on its second reading, Approved and upon passage of same become Ordinance No. 2004-99, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Burris, Legaard, Super Looker and Darata. Motion carries. Bill No. 2004-100 Alderman Bums moved to place Bill No. 2004-100 on its first reading, Approv. and Author. the said Bill approving and authorizing the execution of a construction execution of a const. contract with DH Restoration, Inc. to apply sealant on the riverway contract with DH walk at the E.H. Young Riverfront Park in the City of Riverside Restoration, Inc. in an amount not to exceed $14,935, seconded by Alderman Darata, the the vote was: Aye: Aldermen Burris, Super, Darata, Legaazd, Beard and Looker. Motion carries. Mins. 11 /2/04 2 Ordinance No. 2004-100 Aldennan Looker moved to place Bill No. 2004-100 on its second reading, Approved and upon passage of same become Ordinance No. 2004-100, seconded by Alderman Burns, the vote was: Aye: Aldermen Beard, Bums, Legaard, Super Looker and Darata. Motion carries. Bill No. 2004-101 Alderman Super moved to place Bill No. 2004-101 on its first reading, Ratifying the appoint- said Bill ratifying the appointment of David Hurt as a member of the ment of David Hurt as a Planning and Zoning Commission to a first year term, expiring in member of the P&Z November 2008, seconded by Alderman Darata, the vote was: Commission Aye: Aldermen Beard, Super, Darata, Legaard, Looker and Burris. Motion carries. Ordinance No. 2004-101 Alderman Legaard moved to place Bill No. 2004-101 on its second reading, Approved and upon passage of same become Ordinance No. 2004-101, seconded by Alderman Dazata, the vote was: Aye: Aldermen Beard, Burris, Legaard, Super Looker and Darata. Motion carries. Bill No. 2004-102 Alderman Legaazd moved to place Bill No. 2004-102 on its first reading, Ratifying the appoint- said Bill ratifying the appointment of Julie Rule to the Park Board to a four ment of Julie Rule to yeaz term to be effective November 2, 2004, seconded by Alderman Super, the Park Board the vote was: Aye: Aldermen Super, Darata, Looker, Legaard, Burris and Beard. Motion carries. Ordinance No. 2004-102 Alderman Darata moved to place Bill No. 2004-102 on its second reading, Approved and upon passage of same become Ordinance No. 2004-102, seconded by Alderman Super, the vote was: Aye: Aldermen Beard, Burns, Legaard, Super Looker and Darata. Motion carves. Aldermen comments Alderman Legaard asked about the signs being taken at the park. Alderman Bums asked if the board would be receiving Public Safety reports as they had in the past. Alderman Beard asked if the three signs that were destroyed when conduit was laid on NW High Drive would be replaced. John Jackson said a bond is in place with the contractor and this will be investigated before all the work is completed.
