HomeMy WebLinkAbout2006-165 - Services Agreement with Northland Healthcare Access ~ _ ~,; BILL N0.2006-165 ORDINANCE N0.2006-165 AN ORDINANCE AUTHORIZING THE CITY OF RIVERSIDE TO ENTER INTO A SERVICES AGREEMENT WITH AND PAY CERTAIN FUNDS TO NORTHLAND HEALTH CARE ACCESS WHEREAS, Northland Health Caze Access ("Service Provider") is anot-for-profit corporation providing services, including certain health, emergency and safety services ("Services"), to residents of the Kansas City region, including the City of Riverside (the "City"). WHEREAS, Service Provider desires to continue to provide such Services and requires funding to continue to provide the Services within the City. WHEREAS, the City finds that the provision of the Services is a public purpose and the City has the capability and desire to assist Service Provider in continuing to provide Services to the public within the City. WHEREAS, the City's Board of Aldermen believes that the City's best interests are promoted and aided by entering into an agreement with the Service Provider for the provision of the Services. WHEREAS, The City and the Service Provider have negotiated and agreed upon an agreement for the Service and payment for the same. NOW, THEREFORE, BE IT ORDAINED, by the Boazd of Aldermen of Riverside, Missouri, as follows: Section 1. The City finds that the provision of the Services contributes to the welfare of the City as well as the economic and social potential of the City and its residents, that the Services are important to the welfare of the City and that the provision of funds to assist in providing such Services are for a public purpose. Section 2. The City of Riverside shall pay to the Service Provider the sum of Twenty Five Thousand and 00/100 Dollars ($25,000.00) to assist it in continuing to provide services to the residents of the City and the City, pursuant to a Services Agreement, in substantially the form attached as Exhibit A, which is hereby approved. Section 3. The Mayor is authorized and directed to execute the Services Agreement with such changes as such officer shall approve, execution of such document being conclusive proof of such approval. The Mayor is authorized and directed to perform all acts and execute any other documents necessary or desirable to effectuate the intent of this Ordinance. Section 4. The sections, pazagraphs, clauses, and phrases of the Ordinance are severable and if any portion of the Ordinance is declazed unlawful by the valid judgment, decree, or injunction order of a court of competent jurisdiction, such ruling shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of the Ordinance and all provisions of the Ordinance not specifically declared to be unlawful shall remain in full force and effect. Rose r .- HEALTH CARE SERVICES AGREEMENT THIS SERVICES AGREEMENT entered into on this ~ day of ~X~~.L• 2006, by and between the CITY OF RIVERSIDE, MISSOURI, a Missouri municipality ("City"), and NORTHLAND HEALTH CARE ACCESS a Missouri non-profit corporation ("NHCA"). ' WHEREAS, NHCA is snot-for-profit organization that has contracted with several health care providers in the Kansas City area, including Children's Mercy Northland Clinic and the Platte County Health Department (collectively, the "Service Providers") to provide primary health care services to residents in the region, including the City. WHEREAS, the City has found that the provision of the Services (defined below) contributes to the welfare of the City as well as the economic and social potential of the City and its residents, that the Services are important to the welfare of the City and that the provision of funds to assist in providing such services are for a public purpose. WHEREAS, the City has the capability and desire to assist NHCA, through its Service Providers, in continuing to provide primary health care services to residents of the City. IN CONSIDERATION of the mutual covenants and agreements set forth herein, the parties agree to the following: NHCA, through its Service Providers and for the consideration described below, shall provide the Services (defined below) for the City and/or its residents for the entire year of 2006 pursuant to the terms of this Services Agreement. 2. As consideration for the provision of the Services (defined below), the City shall pay to NHCA the sum of $25,000.00. 3. The Services provided by NHCA, through its Service Providers, shall include activities designed for the purpose of aiding public health and safety to the residents of the City, including, but not limited to, assisting the poor, hungry and homeless residents of the City with primary health care, and providing emergency health assistance and relief to the residents of the City, in accordance with the policies and procedures of NHCA, through its Service Providers (the "Services"). y .~ , 4. NHCA will provide the City with a copy of NHCA's annual budget with a brief summary of the accounting controls used. Further, expenditure reports should be submitted on a monthly or quarterly basis and with the final expenditure report required within 90 days after the monies are spent.
