REGULAR MEETING
BOARD OF ALDERMEN
(BY ZOOM VIDEO CONFERENCE)
RIVERSIDE, MISSOURI
Tuesday, May 5, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 5, 2020.
Mayor Rose called the regular meeting to order at 7:06 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill
Hammond, and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community
Development Director Mike Duffy. Also present were City Attorney Paul Campo and Special
Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Fuller, Cretsinger, and
Bowman.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:01 p.m. to adjourn closed
CLOSED @ 7:01 P.M. session with action taken, second by Alderman Hammond.
Yes: Thatcher, Hammond, Bowman, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:05 p.m.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, Community Development Director Mike Duffy, City Planner Sarah
Wagner, Finance Director Nate Blum, Police Chief Chris Skinrood, City Engineer Travis Hoover,
Fire Chief Gordon Fowlston, and Parks Manager Noel Challis Bennion. Also present was City
Attorney Paul Campo.
PUBLIC COMMENT None.

PROCLAMATION Mayor Rose read the proclamation announced the proclamation for
National Police Week— May 10-16, 2020 and thanked Chief
Skinrood and the Riverside Police Department.

Week— May 17-23, 2020 and thanked Public Works Director Tom
Wooddell and the Public Works Department.
CONSENT AGENDA Alderman Cretsinger moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Fuller, LoPorto, Bowman, and
Thatcher.
Motion carried 6-0.
MINUTES OF 04-21-20 Alderman Cretsinger moved to approve the minutes of the April
21, 2020 regular meeting, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Fuller, LoPorto, Bowman, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2020-031 Alderman Cretsinger moved to approve Resolution 2020-031
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending April 24th and May 1St in the amount of$156,361.64,
second by Alderman Hammond.
Yes: Cretsinger, Hammond, Fuller, LoPorto, Bowman, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2020-032 Alderman Cretsinger moved to approve Resolution 2020-032
Reappoint Guerra HBPA reappointing Jaime Guerra to the Board of Directors of the
Horizons Business Park Association, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Fuller, LoPorto, Bowman, and
Thatcher.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2020-022 City Clerk Robin Kincaid gave first reading of Bill No. 2020-022.
Final Plat Horizons West City Planner Sarah Wagner reported to the Board that this is a plat
from NorthPoint combining two lots into one.
Alderman LoPorto moved to accept first reading and place Bill
No. 2020-022 on second and final reading, second by Alderman
Bowman.
Yes: LoPorto, Bowman, Hammond, Thatcher, Fuller, and
Cretsinger.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-022 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Cretsinger, Bowman, Thatcher, Fuller, LoPorto, and
Hammond.
Motion carried 6-0.

BILL NO. 2020-023 City Clerk Robin Kincaid gave first reading of Bill No. 2020-023.
3950 NW Helena Road Final City Planner Sarah Wagner informed the Board that this final
Development Plan development plan was requested by NorthPoint to be placed on
the lot that was approved at the previous Bill No. 2020-022 that
was approved. Sarah also explained that the Planning &Zoning
Commission had approved this unanimously. Questions were
asked by Mayor and Board. Alderman Bowman shared
information from the Planning & Zoning meeting where they gave
approval. Two representatives from NorthPoint offered
information and will provide requested details prior to the next
meeting. Consensus of the Board was to postpone deliberation of
Bill 2020-023 until the next meeting after gathering further details
for consideration.
CITY ADMINISTRATOR City Administrator Brian Koral stated that this would probably be
our final ZOOM meeting, our next one would be in the Board
Chambers with the proper social distancing in place. Next Monday
we are having full staff reporting back at City Hall with enhanced
sanitizing and disinfecting still in place.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Parks Manager Noel Challis Bennion reviewed a grant opportunity
through the Department of Health and Human Services for
$10,000, providing an active transportation connection between
two points of interest within a city. Noel showed PowerPoint
slides of two options for the Board to review and explain which
option they would prefer. City Administrator explained that the
grant is to help pay for design work for a connection if approved.
Following discussion, general consensus of the Board was to
direct staff to move forward with the grant application focusing on
Option 1.
Noel reported that Saturday, May 23`d is a tentative opening date
at E.H. Young. The Park Board is having a meeting this week.to
discuss further.
FINANCE Finance Director Nate Blum commented that there would be a
proposed budget presentation in the near future.
FIRE Nothing to report
POLICE Chief Chris Skinrood gave a brief update on our officer assisting
with an attempted jumper and that all turned out well.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose commented that this has been a very crazy week. I
called businesses on Saturday and Sunday working through the
guidelines and the rollout for what it will take for our businesses to

open back up. We are all ready to get back to normal, I miss
seeing everyone. We have a lot going on in the City even with all
this going on. We need to keep moving forward and keep
communication open and providing updates.
BOARD OF ALDERMEN Alderman Hammond —We are going to have a dance party in our
neighborhood this Saturday and looking forward to that.
Alderman Thatcher— Nothing to report.
Alderman LoPorto — Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Cretsinger— I want to thank Brian for keeping the
updates and emails on COVID and incidents as they occur.
Alderman Fuller—Thank you to staff for all their hard work right
now and serving our community well, getting things done as they
need done.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:43 p.m.,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Cretsinger, Bowman, and
Fuller.
