SPECIAL MEETING
BOARD OF ALDERMEN
(BY ZOOM VIDEO CONFERENCE)
RIVERSIDE, MISSOURI
Tuesday, May 26, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 26, 2020.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Sal LoPorto, Jill Hammond, Aaron Thatcher,
and Nathan Cretsinger.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, Finance Director Nate
Blum, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston,
HR Manager Amy Strough, City, Planner Sarah Wagner, Parks Manager Noel Challis Bennion,
and Recreation Manager Lori Boji. Also present was City Attorney Paul Campo.
RESOLUTION 2020-037 Community Development Director Mike Duffy explained the
Riverside Horizons CID changes that will be taking place regarding the CID process
in August and that we wish to get the CID approval prior to that
time. The resolution this evening is the first step to approving the
CID.
Alderman Hammond moved to approve Resolution 2020-037
authorizing the City Administrator to execute and file with the City
Clerk a petition to establish the Riverside Horizons Community
Improvement District, second by Alderman Thatcher.
Yes: Hammond, Thatcher, Bowman, Cretsinger, LoPorto, and
Fuller.
Motion carried 6-0.
BUDGET WORKSHOP City Administrator Brian Koral reviewed the PowerPoint
Fiscal Year 2020-2021 presentation and group discussion was held regarding the
2020-2021 Budget. Finance Director Nate Blum reviewed detailed
PowerPoint slides, including staff priorities, background, and
budget proposal for the coming year. Questions were asked by
Board and the 2020-2021 Budget will be on the agenda for
consideration at the next regular meeting if all comments and
revisions are addressed.

MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:30 p.m.,
second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Cretsinger, Fuller, and
Thatcher.
