REGULAR MEETING
BOARD OF ALDERMEN
(BY ZOOM VIDEO CONFERENCE)
RIVERSIDE, MISSOURI
Tuesday, May 19, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 19, 2020.
Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill
Hammond, and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, Community Development Director Mike Duffy, City Planner Sarah
Wagner, Finance Director Nate Blum, Police Chief Chris Skinrood, City Engineer Travis Hoover,
Fire Chief Gordon Fowlston, and Parks Manager Noel Challis Bennion. Also present was City
Attorney Paul Campo.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
MINUTES OF 05-05-20 Alderman Thatcher moved to approve the minutes of the May 5,
2020 regular meeting, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
COURT REPORT Alderman Thatcher moved to approve the April 2020 Court
Report, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
RESOLUTION 2020-034 Alderman Thatcher moved to approve Resolution 2020-034
Pickleball Service Agreement approving a services agreement with John Moorhead related to
Pickleball instruction, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.

REGULAR AGENDA
RESOLUTION 2020-033 Alderman Thatcher moved to approve Resolution 2020-033
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending May 8th and May 15th in the amount of$376,466.70,
second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Bowman, Fuller, and LoPorto.
No: None.
Abstain: Hammond.
Motion carried 5-0-1
BILL NO. 2020-023 City Clerk Robin Kincaid gave first reading of Bill No. 2020-023.
Final Development Plan Mayor Rose thanked staff and NorthPoint for all the information
provided since the previous meeting. Discussion was held
regarding the placement of the building or a landscape buffer of
some sort at the South property line. John Thomas from
NorthPoint shared information on placing of building. City Attorney
Campo briefed the Board on order of procedures for ordinances
and process if there are minor changes to be made. Following
discussions Alderman Thatcher moved to postpone the vote of Bill
No. 2020-023 until Thursday, May 21St Special Meeting, second
by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Hammond, Cretsinger, and
Fuller.
Motion carried 6-0.
RESOLUTION 2020-035 Police Chief Skinrood explained that a patrol vehicle was parked
Purchase 2021 Explorer on the shoulder of 1-635 and was rear-ended and totaled and this
resolution is requesting to purchase a replacement vehicle. We
will be receiving $21,664 from insurance for the wrecked vehicle.
Alderman Thatcher moved to approve Resolution 2020-035
authorizing the purchase of a 2021 Ford Explorer for the Police
Department through Shawnee Mission Ford off the Mid America
Regional Council Government bid for fleet pricing in an amount
not to exceed $47,500, second by Alderman Thatcher.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Fuller, and
Bowman.
Motion carried 6-0.
RESOLUTION 2020-036 Police Chief Skinrood explained that the portable department's
Police Equipment Surplus mobile radios have been replaced and we now have old
equipment that needs disposed of with only one company nation-
wide that deals with used equipment. We have an offer from them
in the amount of$8,000.
Alderman Cretsinger moved to approve Resolution 2020-036
declaring certain police equipment to be surplus and authorizing
its disposal, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Fuller, Bowman, Hammond, and
Thatcher.
Motion carried 6-0.

CITY ADMINISTRATOR City Administrator Brian Koral shared the Upstream from Ordinary
story about the Riverside Fire Department C-Shift Crew when on
duty, their response to a heart attack call in our city. Following
their regular duties there, they stayed and finished mowing the
yard for the family that the patient had started prior to the attack.
Great job to the Fire Department! Mayor Rose thanked the Fire
Department as well.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Parks Manager Noel Challis Bennion reviewed park progress, that
the park will be ready for opening this weekend except the dog
park area that needs seeding work.
FINANCE Finance Director Nate Blum reviewed a PowerPoint presentation
of City finances as of April 30, 2020 which is 83% of our fiscal
year.
FIRE Fire Chief Gordon Fowlston gave a COVID19 update with 7
positive cases in the City of Riverside. The nursing home now
has 15 cases, 4 employees that have been quarantined and 11
are patients along with quarantined processes being followed.
Our crews are in full PPE when working with the nursing home.
POLICE Police Chief Chris Skinrood reported that the Park Hill South
Senior Parade is scheduled for Thursday May 21st and the Police
Department is going to help facilitate.
PUBLIC WORKS Public Works Director Tom Wooddell reported that they are back
to regular duties, regular schedule and operations are running
smooth.
LEVEE BOARD Travis reported that there will be a meeting on May 20th and they
are working on their budget.
MAYOR'S DISCUSSION Mayor Rose reported that all the Home Dock Cities Mayors sent
letters to Governor Parson to urge opening casinos sooner, with a
good plan for doing so, but we don't think that went very far.
We received information from Missouri American Water on water
pressure, looping and raising the water tower. City Engineer
Hoover said that this is only in concept ideas now and there will be
negotiations on these concepts, it is very early discussion stage
now.
Legislatively, the legislature closed last Friday, they passed a 160-
page omnibus bill and will definitely be something we need to look
at. Mayor Rose was on Channel 41 news at 6 p.m. this evening.
They were asking how things were going in Riverside. She
reported that Red X had stayed open and were doing very well.
The Corner Cafe remained open through the shut-down for pick-
up and have opened their inside seating back up, doing about
50% business at this point.

I will let Alderman Hammond report on a very exciting and
touching event that was held in Gatewoods for their seniors.
BOARD OF ALDERMEN Alderman Hammond —The Gatewoods neighborhood had 18
houses contribute for 6 seniors that live in the neighborhood.
There was a total of$600 collected and each senior graduate
received $100 in gift cards for their favorite stores. Four
neighbors shopped on their own and others made cookies, got
balloons, etc. and all this was put together then delivered to each
senior. Each Senior was very appreciative. I also want to thank
the City staff for all you are doing!
Alderman Bowman — Nothing to report.
Alderman Fuller—Are the casinos in Kansas opening sooner?
City Administrator Koral responded that it is not known that they
plan to open sooner.
Alderman Thatcher— Nothing to report.
Alderman LoPorto— Stated that their water pressure in Montebella
is bad in their neighborhood. Staff will reach out to MAW on this
issue.
Alderman Cretsinger— I want to thank Mike Duffy, Travis Hoover,
and Brian Koral for helping with miscellaneous issues that come
up from neighbors and staff is always willingly helping and
answering. Also, all the planning and handling of the COVID19
issues, are we as a City planned and ready, if something more
comes. Mayor Rose responded that we are using the County
plan, so we are all on the same page. We do need to stage for
the next occurrence and prepared with supplies, etc. Fire Chief
Fowlston stated that Emergency Management Director Jeff Taylor
and Gordy are working on preparations for sufficient supplies.

second by Alderman Hammond.
