HomeMy WebLinkAbout2004-12-07Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri December 7, 2004 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, December 7, 2004 at 7:30 p.m. Those in attendance were Mayor Burch, Aldermen Burris, Looker, Legaazd, Super and Beard. Alderman Darata arrived later. Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Brent Miles, Planning, Zoning and Community Development Coordinator, John Jackson, City Engineer, Matt Kitzi and John McClelland, City Attorney's office. Minutes, November 16th Alderman Legaard moved to approve the minutes of November 16, 2004, approved seconded by Alderman Looker, the vote was: Aye: Aldermen Looker, Super, Legaard, Beard and Bums. Motion carries. Alderman Darata arrived at 7:33 p.m. Public Hearing Opened Mayor Burch opened the Public Hearing at 7:34 p.m. for consideration of petition requesting annexation to the City of Riverside, Missouri. Public Hearing Alderman Looker moved to continue the Public Hearing until January 4, 2005 continued until Jan. 4, seconded by Alderman Darata, the vote was: 2005 Aye: Aldermen Bums, Darata, Super, Legaard, Beard and Looker. Motion carries. Building Permit Alderman Beard moved to approve a building permit for Nich Associates for for Nich Associates, Northstaz Bank, tenant finish at 1829 NW Vivion Road, seconded by Alderman Northstaz Bank Looker, the vote was: Approved - Aye: Aldermen Legaazd, Darata, Super, Beazd, Burris and Looker. Motion carries. Riverside-Quindazo Representative, Ron Hanson, Bob DeGeorge & Associates were present to Bend Levee District discuss the second phase of structures for storage of "Stop Logs". "Stop Log Storage Alderman Legaard moved to approve a building permit for the Riverside Structures" Approved Quindazo Bend Levee District, second phase, "Stop Log Structures" at locations as follows and seconded by Alderman Darata, • Q0: S. Hgy 9/western city limits, neaz McCray Lumber • Q2: S. Hgy9/w. of Mattox Road, n. of DeConick Road • Q3A: E. of I-635, n. of Argosy Pky, s. of BNSF rr, near AS&W • R1A: N. of Hgy 9, w of Riverway Blvd, neaz PtnLogis and on ramp to w. Hgy 9 and the vote was: Mins. 12/'7/04 Motion carries. Building Permit Alderman Darata moved to approve a building permit for Chris Yazck,4937 NW Chris Yack, 4937 NW High Drive to replace a wood deck, seconded by Alderman Looker, the vote was: Approved Aye: Aldermen Super, Bums, Darata, Legaazd, Looker and Beard. Motion carries. Syntec Construction It was mentioned Syntec, Sal Termini has had one building permit extension building permit and it expires in January 2005. Mr. Termini wants a temporary occupancy permit. HVAC bidders Bidders for the HVAC service contract were: for 3 city buildings Superior Mechanical Service $14,806. annually Van Hoecke Contracting, Inc. 10,700. annually HVAC Service Contract Alderman Darata moved to approve the HVAC service contact with Van Hoecke with Van Hoecke, Contracting. (VHC) for a cost of $10,700 to service three of the city's buildings, Contracting seconded by Alderman Legaazd, the vote was: Approved Aye: Aldermen Beard, Looker, Bums, Darata, Super and Legaard. Motion carries. Change Order Request Alderman Beard would like to know the cost per cubic yard of dirt for fill for Damon Pursell on the levee. John will inquire. Constmction Gating N. drive Discussion for the gating at the north drive entry to St. Mathews church will entry to St. Matthews be discussed at the next meeting. Public Hearing Opened Mayor Burch opened the Public Hearing at 8:33 p.m. to consider a request for a Special Use Permit of outside storage at 3401 NW Vivion Road. Public Hearing Alderman Beazd moved to continue the Public Hearing until December 21, 2004 continued until seconded by Alderman Legaazd, the vote was: Dec. 21, 2004 Aye: Aldermen Darata, Super, Legaard, Beard, Burris and Looker. Motion carries. Interim Chief Archibald Interim Chief Archibald said the shelving for storage of records was purchased on Speaks sale at Sam's for $59.00 a section. The shelving has been assembled and all records filed. Jail cell door discussion Chief Archibald mentioned the jail cell door that has been damaged and needs to be replaced. To replace the jail door, place sliding deadbolts at top and bottom of existing type of door and upgrade to 14 gauge metal, rehinge and paint the door, the cost will be $3,690. It was suggested a price be obtained to holding cell doors with regular jail doors. Mins. 12/17/04 Court Report for Alderman Legaard moved to approve the Court Report for November, seconded November, Approved by Alderman Darata, the vote was: Aye: Aldermen Legaard, Bums, Dazata, Beazd, Super and Looker. Motion carries. Bill No. 2004-104 Alderman Bums moved to approve Bill No. 2004-104, said Bill ratifying the Ratifying the accep- acceptance of bids on $14,086,583.40, seconded by Alderman Looker, the tance of bids vote was: Aye: Aldermen Bums, Super, Darata, Legaard, Beazd and Looker. Motion carries. Ordinance No. 2004-104 Aldem~an Darata moved to place Bill No. 2004-104 on its second reading, Approved and upon passage of same become Ordinance No. 2004-104, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Bums, Legaard, Super Looker and Darata. Motion carries. Bill No. 2004-108 Alderman Darata moved to place Bili No. 2004-108 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Burris, the vote was: Aye: Aldermen, Burns, Super, Dazata, Legaard, Beazd and Looker. Motion carries. Ordinance No. 2004-108 Alderman Super moved to place Bill No. 2004-108 on its second reading, Approved and upon passage of same become Ordinance No. 2004-108, seconded by Aldermw Darata, the vote was: Aye: Aldermen Beard, Bums, Legaazd, Super Looker and Darata. Motion carries. Bi112004-109 Alderman Darata moved to table Bi112004-109, said Bill authorizing the Contract with Deffen- Mayor to enter into a contract with Deffenbaugh Industries, Inc. to provide baugh Inds. tabled residential solid waste collection and curb recyling to the City of Riverside, because the contract is pending, seconded by Alderman Beard, the vote was: Aye; Aldermen Looker, Super, Darata, Legaard, Beard and Burris. Motion carries. Ordinance No. 2004-110 Alderman Darata moved to place Bill No. 2004-108 on its second reading, Approved and upon passage of same become Ordinance No. 2004-108, seconded by Alderman Burris, the vote was: Aye: Aldermen Beard, Burris, Legaard, Super Looker and Darata. Motion carries. Bill No. 2004-111 Alderman Legaazd moved to place Bill No. 2004-111 on its first reading, said Bill Approv. the form of, approving the form of, and authorizing the Mayor to complete and execute, an author. the Mayor to agreement by and between the City of Riverside, Missouri and Patek and Assoc. execute an agreement Associates, LLC, regazding consulting services in the amount of (not to exceed) with Patek & Assoc. $36,000.00, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Super, Dazata, Legaard, Looker and Bums. Motion carries. Ordinance No. 2004-111 Alderman Looker moved to place Bill No. 2004-111 on its second reading, Approved and upon passage of same become Ordinance No. 2004-111, seconded by Alderman Dazata, the vote was: Aye: Aldermen Beard, Burris, Legaard, Super Looker and Darata. Motion caries. Recess A brief recess was called at 8:35 p.m. Reconvene The Mayor and all Board members answered to roll call. Motion for Closed Alderman Dazata moved that the meeting go into closed session, pursuant to Session at 8:44 p.m. RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Looker, and the vote was: Aye: Alderman Beard, Darata, Burris, Super, Looker and Legaard. Motion Carries. Motion for Open Alderman Legaard moved that the meeting go into open session at Session seconded by Alderman Darata, and the vote was: Aye: Alderman Bun•is, Looker, Darata, Legaard, Beard and Super.
