REGULAR MEETING
BOARD OF ALDERMEN
(BY ZOOM VIDEO CONFERENCE)
RIVERSIDE, MISSOURI
Tuesday, June 2, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 2, 2020.
Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill
Hammond, and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, City Planner Sarah Wagner, HR Manager Amy Strough, and
Police Chief Chris Skinrood. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed
CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, RSMo 610.021(9)
Preparation, including discussion of work product, on behalf of a
public governmental body or its representatives for negotiations
with employee groups, and RSMo 610.021(13) Individually
identifiable personnel records, performance ratings or records
pertaining to employee or applicant for employment, second by
Alderman Thatcher.
Yes: LoPorto, Thatcher, Bowman, Cretsinger, Fuller, and
Hammond.
Motion carried 6-0.
MOTION TO ADJOURN Alderman LoPorto moved at 6:55 p.m. to adjourn closed
CLOSED @ 6:55 P.M. session with action taken, second by Alderman Hammond.
Yes: LoPorto, Hammond, Thatcher, Fuller, Bowman, and
Cretsinger.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:00 p.m.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, Community Development Director Mike Duffy, City Planner Sarah
Wagner, Finance Director Nate Blum, Police Chief Chris Skinrood, City Engineer Travis Hoover,

Fire Chief Gordon Fowlston, HR Manager Amy Strough, and Parks Manager Noel Challis
Bennion. Also present was City Attorney Paul Campo.
PUBLIC COMMENT Rob Milner—5032 NW Flintridge Road, Riverside Mo 64150
addressed the Mayor and Board, asking if there are any specific
trainings being implemented for officers to avoid use of excessive
force as well as becoming aware of personal biases? Responses
were given by Mayor Rose, Chief of Police Skinrood, City
Administrator Koral and Board members. Education and diversity
ideas were discussed.
PROCLAMATION Mayor Rose read the proclamation announcing World Elder Abuse
Awareness Day—June 15, 2020.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
MINUTES OF 05-19-20 Alderman Bowman moved to approve the minutes of the May 19,
2020 regular meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
MINUTES OF 05-21-20 Alderman Bowman moved to approve the minutes of the May 21,
2020 special meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
MINUTES OF 05-26-20 Alderman Bowman moved to approve the minutes of the May 26,
2020 special meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
RESOLUTION 2020-039 Alderman Bowman moved to approve Resolution 2020-039
Annual Premium with MPR authorizing the purchase of Workers Compensation, Commercial
Property, Equipment, and Liability Insurance from Midwest Public
Risk of Missouri for an annual premium renewal in an amount not
to exceed $342,894.17, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.

REGULAR AGENDA
RESOLUTION 2020-038 Alderman LoPorto moved to approve Resolution 2020-038
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending May 22nd and May 2911 in the amount of
$568,069.00, second by Alderman Cretsinger.
Yes: LoPorto, Cretsinger, Fuller, Hammond, and Thatcher.
No: None.
Abstain: Bowman.
Motion carried 5-0-1.
RESOLUTION 2020-040 Alderman LoPorto moved to approve Resolution 2020-040
Adopt 2020-2021 Budget adopting the fiscal year 2020-2021 annual budget for the City of
Riverside, Missouri, second by Alderman Hammond.
Yes: LoPorto, Hammond, Bowman, Thatcher, Cretsinger, and
Fuller.
Motion carried 6-0.
RESOLUTION 2020-041 Finance Director Nate Blum stated this is for the auditing of
Auditing Services- RSM fiscal year 2019-2020 at$28,500.
Alderman Hammond moved to approve Resolution 2020-041
approving an engagement letter with RSM — McGladrey LLP for
external auditing services, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, LoPorto, Thatcher, and
Bowman.
Motion carried 6-0.
RESOLUTION 2020-042 Finance Director Nate Blum stated this is one-year renewal for
Banking with US Bank banking services.
Alderman LoPorto moved to approve Resolution 2020-042
approving an annual renewal for banking services with U.S. Bank,
National Association, second by Alderman Hammond.
Yes: LoPorto, Hammond, Fuller, Thatcher, Bowman, and
Cretsinger.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral commented that we received the
grant for the planning portion of the connection trail in the amount
of$10,000 from the Department of Health and Senior Services.
Good work by Noel Challis Bennion for going after that funding.
Tomorrow evening at 5 p.m. in E.H. Young Park the NRCC
will be hosting their"After Hours" to tour the new improved
amenities there. Thanks to Noel, Travis, Tom and his crew for all
the work they have done. Chief Fowlston and his crew as well, for
helping with the watering of seedlings in the park.
We have been called on several times by our partners in Kansas
City the last few weeks to cover the Northland and help with crowd
control downtown. Thanks to the Chief and his folks for their hard
work.

COMMUNITY DEVELOPMENT Community Development Director Mike Duffy answered Alderman
Fuller's inquiry regarding the Briarcliff TIF payment. There will be
a penalty if a building is not started or built by December 31, 2020
the City will receive $125,000 annually until $750,000 amount is
received.
ENGINEERING City Engineer Travis Hoover reported that the next projects for the
street maintenance program will be additional curb work in
Montebella. We will add the round-a-bouts and island to raise the
level of the asphalt. Then the reconstruction of the Line Creek
Trail will begin in late June.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston commented that Chief Taylor has
been helping work the Kansas City Emergency Operations Center
on the weekends and learning a great deal. You will see the Fire
Department out working on sprucing up the fire hydrants. Thanks
to Tom at Public Works for loaning us one of their UN's to get
around in to work on the hydrants and MAW has provided the
sprayer and the paint to fix all of them.
POLICE Chief Chris Skinrood gave a brief update on the events of the last
few weeks. Gladstone, Liberty, North Kansas City and Riverside
have been handling all service calls north of the river. We have
several members down helping with crowd control down around
the plaza. North Kansas City and we are covering the night shift
from North Oak and west of there. Mayor Rose asked to tell all
his people to be safe.
PUBLIC WORKS Public Works Director Tom Wooddell reported that they have been
really busy getting the pool ready for opening on Saturday, June
6th. We are behind on mowing due to the weather and holiday.
Waterfall Park is down and we are in the process of getting that up
and going within a few days. Mayor Rose thanked the department
for all their regular duties and extra work on getting the park ready
for opening too.
LEVEE BOARD City Engineer Travis Hoover stated that the Levee Board is in their
annual budget process as well. Projects coming up this year will
be some relief wells behind the levee walls that will be located
behind the Public Works building and Eaton Chemical.
MAYOR'S DISCUSSION Mayor Rose commented that she reached out to Mayor Lucas of
.Kansas City, Missouri and offered her support. All the Northland
Mayors are very supportive of him and we hope to move this
forward together and that this bad element of this, won't last much
longer. I talked to Harold at the Argosy, they opened on Monday
and they were super pleased. They have some restaurants open
with limited menus. They are so happy to be open again.

Election day was today, it was very different, especially to be in
June. Voter turnout was very low.
BOARD OF ALDERMEN Alderman LoPorto— I have been getting good feedback on EH
Young Park, and it isn't even open yet.
Alderman Thatcher— Everything going on, has been hard to
watch, hard to understand and comprehend. In the midst of that, I
don't want to diminish how some feel, but I do want to express my
support for those very good police men and women that are out
there and now trying to walk a very straight line. There is a
toughness to be on either.side right now. I supportour team that
is down there right now.
Alderman Bowman — I echo Aaron's remarks.
Alderman Fuller— Nothing to report.
Alderman Cretsinger— I too echo Aaron's comments, he said it
very well.
Alderman Hammond — I want to say thanks to the staff on the
thorough job on the budget. I also want to say thank you to Chris
and all the police here in Riverside. The training that is done is so
vitally important. Thank you for listening and being so kind to my
neighbor Mr. Milner. It has been fun to watch his leadership over
the last few weeks. We want all to_feel safe, no matter who they
are. I hope we can continue to have these conversations and I
am very willing to help with diversity committees, trainings,just
whatever is needed. Thank you to everyone and I hope we will
soon begin to heal as a country.

second by Alderman Cretsinger.
