Board of Aldermen of City of Riverside, Missouri
December 14, 2004
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, December 14, 2004 at 7:00 p.m.
Those in attendance were Mayor Burch, Aldermen Bums, Darata, Legaazd, Super and Beazd.
Alderman Looker arrived at 7:06:p.m.
Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Brent Miles,
Planning, Zoning and Community Development Coordinator, John Jackson, City Engineer, John
McClelland, Deborah Polk and Matt Kitzi, City Attorney's office.
Matt Webster, Matt Webster, Oppenheimer discussed the bond notes with the board.
Oppenheimer These notes aze fixed notes as long term, fifteen-year debt. Temporary
notes are no longer outstanding and will be replaced with bonds. There aze
three rating agencies, Standazd & Poor's was the chosen agency and these
bonds were assigned a triple BBB rating and the investment rate is a medium
rate. This is a structural bond issue for the market place. Mr. Webster presented
a summary of recent sales (interest rate) with a comparison of three other
entities. The $5,000,000 is based on the city's seriousness of bond pledging.
Resolution-Establishing Alderman Darata moved to approve a resolution establishing a General Fund
a General Fund Balance Balance for the City of Riverside, Missouri with the city adopting a policy
Approved of maintaining an unencumbered general fund balance of at least $5,000,000
at all times, seconded by Alderman Super, the vote was:
Aye: Aldermen Legaazd, Bums, Darata, Beazd, Super and Looker.
Motion carries.
Bill No. 2004-112 Alderman Dazata moved to place Bill No. 2004-112 on its first reading, said
Author. the issuance of the issuance and sale of $16,3000,000 City of Riverside, Missouri L-385
& sale of $16,300,000 Levee Redevelopment Plan Tax Increment Revenue Bonds (L-385 Levee
bonds...... Project) Series 2004 (the "Bonds") to Finance Certain Redevelopment Plan
and Redevelopment Project I Thereunder, Pay off the Temporary Notes, and
Pay the Costs of Issuance of the Bonds and Establish a Debt Service Reserve
Fund, for the General Welfare, Safety and benefit of the Citizens of the City of
Riverside, Missouri (the "City"; Authorizing and Directing the Officers of the
City to Execute and Deliver a Trust Indenture, tax Compliance Agreement
Continuing Disclosure Agreement, bond Purchase Contract, Preliminary Official
Statement and Final Official Statement for the bonds; and Authorizing and
Directing the taking of Other Actions and Approval and Execution of Other
Documents as Necessary or Desirable to Carry Out and Comply with the Intent
Hereof, seconded by Alderman Burris, the vote was:
Ordinance No. 2004-112 Alderman Bums moved to place Bill No. 2004-112 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-112, seconded
by Alderman Super, the vote was:
Aye: Aldermen Beard, Burris, Legaazd, Super Looker and Darata.

David Johnson, David Johnson, Maxus Properties and Johnny Chain Assistant Soccer Coach
Maxus speaks to the at William Jewel College spoke to the boazd about a concept of a Riverside
boazd Soccer Complex. Mr. Chain said this complex would draw people outside of the
Kansas City azea and Dr. Fisher at the Pazkhill South High School is interested
in the idea. Mr. Johnson presented six different requests to the City of
Riverside as listed: (1)Commit to the concept (2) Assemble the land and lease it
Long term to Soccer 501(c)(3) (3) Provide whatever funding the city finds
appropriate (4) Build first part of Pazkway to provide access (5) Finalize
wetlands mitigation for entire azea (6) Create drainage plan for entire azea.
Mr. Johnson said there aze drainage issues and feels the use as a park would be
the best use because of the drainage issue. Maxus is in the process of selling
Argosy some land in front of Star Medical. The master layout plan was
explained and Mr. Johnson said he felt this would be used continuously.
Pazkhill would have the first use and the Parkhill School and Pazkhill South
High School would only play non-varsity games at the complex.
Mr. Johnson is asking the city to think about the idea. Mayor Burch
said she needs to appoint a committee to study the idea and the board of
aldermen would like to study the idea, also. The figures presented include some
of the drainage issue $3,500,000 plus. It was stated actual figures need to be
obtained including all of drainage costs.
Damon Pursell Larry Blevins and Bill Woodside, Damon Pursell Construction was present to
Constmction Co. the Change Order Request to cover additional sub-grade costs and levee fill.

Change Order Request/ Alderman Beazd moved to approve Change Order #5 for Damon Pursell
Damon Purcell Const. Construction, the detention basin at the Red-X lot cost $8,100.73 and included
Approved is a $4,000 credit of modulaz blocks (2,100 s.f) making the total approximately
$4,200 and the total not to exceed $4,200, seconded by Alderman Burris, the
vote was:
Aye: Aldermen Bums, Super, Dazata, Legaard and Beard.
Abstain: Alderman Looker.
Motion carries.
Lary Tsevis Lany Tsevis, Larry's Nursery, 2501 NW Platte Road told the boazd he used
Lany's Nursery to have three entrances into the nursery and now only has 1 '/. and the east side
speaks to the boazd side is blocked off completely. The boazd suggested doing a simple egress and
ingress between Red-X and Larry's Nursery for the one needed entrance and the
curb to be shortened ten feet.
Motion for Closed Alderman Looker moved that the meeting go into closed session, pursuant to
Session at 8:25 p.m. RSMo 610.021(2) real estate issues, with the City Attorney, seconded by
Alderman Darata, and the vote was:
Aldermen Beazd, Dazata, Burris, Super, Looker and Legaazd.

Session at 8:40 p.m. Alderman Legaard, and the vote was:
Aye: Alderman Bums, Beard, Super, Darata, Looker and Legaard.
Motion carves.
Aldermen's comments Alderman Bums asked if lighting could be obtained on NW Valley Lane
and West Platte Road. John said he is trying to get the lights in place.
Striping will be done Thursday on West Platte and move the traffic to
the south lanes. When the road is completed, both lanes will be co eted.
