Board of Aldermen of City of Riverside, Missouri
December 21, 2004
A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, December 21, 2004 at 7:30 p.m.
Those in attendance were Mayor Burch, Aldermen Burris, Looker, Legaard, Dazata, Super and
Beard.
Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Brent Miles,
Planning, Zoning and Community Development Coordinator and Matt Kitzi, City Attorney's office.
Minutes, December 7, Alderman Darata moved to approve the minutes of December 7, 2004
2004, Approved seconded by Alderman Burris, the vote was:
Aye: Aldermen Looker, Darata, Super, Legaard Beazd and Bums.
Motion carries.
Public Hearing Opened Mayor Burch opened the Public Hearing at 7:32 p.m. that was continued
From the December 7, 2004 meting to consider a request for a Special Use
Permit for Outside Storage at 3401 NW Vivion Road
The request is for night storage tanker trailer trucks. The company (BWR
Express) has nine owner/operators. There will be a maximum of two to three
trucks at one time on the premises. The trucks have Industrial Petroleum
products. The pazking surface is crush run rock.
Public Hearing Mayor Burch closed the Public Hearing 7:45 p.m.

Special Use Permit Alderman Beard moved to approve a Special Use Permit for BWR Express
for BWR Express 3401 NW Vivion Road to park work related trucks outside of their building in

Change of Use Permit Alderman Looker moved to approve a Change of Use Permit for BWR Express
For BWR Express 3401 NW Vivion Road, seconded by Alderman Dazata, the vote was:
Aye: Aldermen Legaard, Darata, Super, Beard, Burris and Looker.

Public Safety Interim Captain Tom Archibald told the board Color Inc.'s cost to paint all new
Chiefs comments four jail cell doors is Four Hundred Sixty Doilars. The cost of the doors is
$8,940 plus $460 to paint, totaling $9,400.
New jail cell doors Alderman Darata moved to approve purchasing and installing new jail cell doors
Approved from the Bratton Corporation for $8,940.00 and the paint for the doors is $460
from Color, Inc., seconded by Alderman Burris, the vote was:

Mann property dis- Brent reported Mr. Mann couldn't close on the property by the end of the year,

Mitigation/wetlands Steve Parker, Adaptive Ecosystems, Inc. proposes to perform several tasks
discussion to assist the city in planning and Corps of Engineers compliance issues related to
the development of Riverside properties (mitigation planning). The proposed
tasks are:
Task 1: City of Riverside Goals: Coordination with the city to
determine goals.
Task 2: City properties Development Impacts: Complete a Wetland
determination for all city properties.
Task 3: Corps of Engineers Permitting: Coordination with the Corps of
Engineers to develop a programmatic permit/determine mitigation
requirements.
Task 4: Compensatory Mitigation Planning: Conceptual Mitigation
Plan for Horseshoe Lake acquisition.
Task 5: Administrative Services: Progress reports/billings and
coordination with the City.
Task 6: Mann Acquisition; Additional Scope item: Assist with the
acquisition of the Mann property.
Six Thousand Five Hundred dollars has been added to perform the
boundary survey, topography and legal description.
Alderman Beard stated there is an existing survey from Argosy.
Clarification, (a breakdown) is needed as listed: (1) Boundary,
topography and the location of the wetlands.
Mayor Burch's comments Mayor Burch said David Johnson, Maxus wants to visit the board
again. The Mayor said she would like to speak with the school and
Argosy officials. Easements would be needed from the property David
Johnson owns. The school said they were planning a bond issue in the
near future. Mayor Burch said a committee needs to be appointed to
include a couple of the city's board members.
West Platte Bridge Discussion A workshop session will be set on Thursday, January 6th at 7:00 p.m.
to discuss the West Platte Bridge.

Bill No. 2004-109 Alderman Looker moved to place Bill No. 2004-109 on its first reading, said

Bill No. 2004-113 Alderman Beard moved to place Bill No. 2004-113 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Burris, the vote was:
Aye: Aldermen, Burris, Super, Darata, Legaard, Beazd and Looker.
Motion carries.

Aldermen Discussion Alderman Darata asked about the interviews for the Department of Public
Safety (Chief] position. Mayor Burch said they were down to the final seven
interviews to be held on January 7~ and 8"'. Five of the people are local and two
from out of state.
Alderman Dazata asked how many applications were received for this position,
David said he didn't know for sure.
