AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF THE PROPOSAL FOR
ENGINEERING SERVICES BY TRANSYSTEMS CORPORATION FOR PHASES II
AND III OF THE I-635 AND VAN DE POPULIER INTERCHANGE DESIGN
WHEREAS, the City of Riverside, Missouri ("City") entered into an agreement with
Transystems Corporation ("Transystems"), dated March 17, 2003, for provision of engineering
and design services related to the I-635 and Van de Populier interchange (the "Agreement").
WHEREAS, the Agreement contemplates several phases of the design and engineering
process for the project in question, and phase I of such process has been completed.
WHEREAS, Transystems has presented a proposal for the extension of the proposed I-
635/Horizons Parkway existing I-635/US 69 Interchange modifying lane configurations for the
existing NB and SB US 69 ramps from the interchange to the US 69 Missouri River Bridge and
associated surveying and design/detailing for lane shift striping, signs and geotechnical work,
which components constitute phase II and phase III of the design services (the "Proposal").
WHEREAS, the City's Board of Aldermen has reviewed the Proposal and wishes to
approve the same.
NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside,
Missouri, as follows:
Section 1. The City of Riverside hereby accepts the Proposal by Transystems for Phase II and
Phase III engineering services pursuant to the Agreement entered into by the City and
Transystems on March 17, 2003, and such Proposal is attached hereto as Exhibit A.
Section 2. The Mayor is authorized to take such actions as are reasonably necessary to carry out
the intent of this Ordinance on behalf of the City.
Section 3. This Ordinance shall be in full force and effect from and after its passage and
approval.

Supplemental Work due to MoDOT AJR (Access Justification Renortl Comments
PROJECT LIMITS
The additional work consists of extending the proposed I-635 /Horizons Parkway exit and entrance
ramps to the existing I-635 / US 69 interchange, modify lane configurations for the existing NB and
SB US 69 ramps from the interchange to the US 69 Missouri River Bridge and associated surveying
and design/detalling for lane shift striping, signs and geotechnical work (see attached sketch).
SCOPE OF SERVICES
PRELIMINARY PLANS
TASKS 4000 - 4099: SURVEY ITEMS
4000 Coordinate and Management of the survey project.
4001 Coordinate and verification of the Horizontal control tied to NAD 1983, Missouri West Zone
Datum.
4002 Coordinate and verification of the Vertical control tied to NAVD 1988 Datum.
4003 Conduct topographical surveys to supplement the aerial mapping including but not limited to,
pavement profiles, shoulder profiles and storm drainage structures.
4004 Conduct and prepare base map drawing of planimetric features to supplement MJ Harden aerial
mapping and TranSystems existing mapping.
4005 Coordinate, establishment and set Baseline of survey alignment (Baseline of survey is the same
as existing Centerline of N.B. and S.B. U.S. 69).
4006 Conduct bridge survey to supplement TranSystems existing mapping including but not limited
to: low steel elevations, locations of columns and piers, abutments and existing deck elevations.
4007 Conduct lane striping survey to supplement aerial mapping and TranSystems existing mapping.
TASKS 4100 - 4299: ROADWAY ITEMS
4100 Coordinate preparation of final project base map with surveyors and establish layout of plan
sheets.
4101 Modify roadway typical sections for I-635. Review with MoDOT and City. Revise
MicroStation criteria files for both NB and SB I-635. Include additional typical sections for
required MoDOT "Alternate Pavement".
4102 Establish horizontal alignment for the NB and SB lanes of US 69 from the I-635 / US 69
interchange to the US 69 bridges.
4103 Establish vertical alignments for NB and SB lanes of US 69 near the I-635 / US 69 interchange.
4104 Design gore horizontal and vertical transition layouts (including superelevation transitions) at I-
635 / US 69 interchange (2).
4105 Prepare and submit Design Exception Sheet to MoDOT.

4106 Review hydraulic capacities for existing cross road pipes in the existing interchange area.
Determine if additional pipes are required due to increased paved areas.

4117 Submit preliminary plans and opinions of probable construction cost to the following entities:
(2 submittals -1 "preview" set, 1 "final" set)
• City of Riverside (3 copies of plans and probable construction costs).

4118 Lead, coordinate, and plan the one combined review meeting, write and distribute meeting
minutes. (Field Check)
4119 Incorporate City and MoDOT comments into plan set.
4120 Coordinate plan development with existing utilities. Send preliminary plans to utilities for
review and information. Update plans with new utility items.
4121 Site visits.
4122 Project administration including coordination with subconsultants, other meetings with City,

PAVEMENT MARKINGS: These services include the design of pavement markings within the
project limits. MoDOT standazd specifications will be utilized.
4400 Request and review as-built drawings for existing pavement markings in the project area.
4401 Field review the project azea. Confirm general completeness of as-built drawings.
4402 Prepaze base plans (1"=50') to illustrate pavement markings.
4403 Develop conceptual layout of pavement mazkings. The layout would be primarily descriptive
of the design intent.
4404 Submit conceptual layout to the City and MoDOT for review, attend one review meeting.
4405 Prepaze preliminary plans consistent with the practices of MoDOT. Plan sheets for pavement
mazking will include:
• Plan (Layout) Sheets
• Quantities Sheets (no quantities on sheets for preliminary plans)
4406 Submit preliminary plans, attend one review meeting.
SIGNING
Guide Signing: These services include the design of guide signs along I-63 5 associated with the ramp
extensions. This task also includes the potential replacement of two sign trusses on southbound I-635.
The numbers of additional signs and structures assumed to be part of this supplement include:
Total Guide Signs - 10
Truss Structure Mounted - 8 (all on new or existing structures)
Cantilever Structure Mounted- 2 (all on new or existing structures)
Conventional Signing: These services include the design of conventional signs along I-635 associated
with the ramp extensions. A conventional sign is generally considered one that can be found in the
MUTCD and Highway Sign Manual-and is typically ground mounted with standazd posts. Examples
include stop signs, speed limit signs, and lane use control signs. These signs will be designed to
MoDOT specifications. The number of signs assumed to be included in this project include:
Total Signs - 10
It is assumed that no special mounting methods will be necessary.
4407 Request and review as-built drawings for existing guide signs in the project azea or applicable
to the project design.
4408 Field review the project area. Confirm completeness of as-built drawings.
4409 Prepare base plans (1"=50') to illustrate sign and sign structure locations.
4410 Prepare guide sign layout detail sheets consistent with the applicable DOT practices.

4412 Submit conceptual layout for DOT review, attend two meetings to review concept.
4413 Prepare preliminary plans consistent with the practices of the DOTS. Plan sheets for signs will
include:
• Plan (Sign/Structure Location) Sheets (Guide Signs)
• Sign Legend Detail Sheets (Guide Signs)
• Plan Layout Sheets (Conventional Signs)
• Sign Cross-sections
• Quantities Sheets
• Standard Detail Sheets
4414 Submit preliminary plans (no quantities will be prepared at this stage), attend one review
meeting.
INTELLIGENT TRANSPORTATION SYSTEMS (ITS): These services include developing a
concept layout of SCOUT components along the segment of I-635 affected by the ramp extensions.
The layout will conform to the principles established for the Phase II and Phase III work. Construction
plans will only include the necessary conduits and pull boxes to support this concept layout (no wiring,
controllers, structures or other electronic components).
4415 Develop conceptual layout of proposed ITS components.
4416 Submit to MoDOT for review, attend one review meeting.
4417 Field locate proposed ITS equipment per guidelines provided by SCOUT, including system
detectors, video cameras and ramp metering detectors. It is assumed that a bucket truck and
traffic control will be provided by MoDOT for camera sighting, as necessary.
4418 Update concept plan and submit to MoDOT for final review
4419 Prepare base plans (1"=50') to illustrate ITS facilities.
4420 Prepare preliminary plans consistent with the practices of MoDOT. Plan sheets for ITS will
include:
• Plan (Layout) Sheets
• Quantity Sheet (no quantities on sheets for preliminary plans)
• Special detail sheets
4421 Submit preliminary plans, attend one review meeting.
WORK ZONE TRAFFIC CONTROL: These services include developing a concept, preliminary
and final plans. The concept phase will include identifying construction sequencing, the primary
phases of construction, and the general strategy for handling traffic. The preliminary plan services
include refinement of the general construction sequencing. The final plan services included the
development of detailed traffic control plans.
It is assumed that:
• traffic will be carried through construction on I-635 and US 69
no detours will be required
there will be one main phase of construction which will be incorporated into the work
sequence for the Horizons Parkway interchange

• only one lane of traffic will be maintained in both directions during the one main phase of
construction
• advance warning information will be developed for I-635 about a mile in advance of the
work area
• no temporary traffic signals will be required on this section of the project
• no crossovers will be needed on the freeway, and
• no temporary pavement will be required.
4422 Develop concept plan identifying construction sequencing and the general strategy for handling
traffic.
4423 Submit to City and MoDOT for review. Attend one review meeting.
4424 Participate in one working session with project team members.
4425 Prepare base plan (1"=100') for illustrating an overview of the traffic-handling plan during
construction.
4426 Prepare preliminary maintenance of traffic plans.
4427 Submit preliminary plans, attend one review meeting.
TASKS 4500 - 4599: ENVIRONMENTAL ITEMS -None

this supplement. Also attend City/MoDOT coordination meetings relevant to this supplement.
4703 Conduct internal project management to coordinate efforts of Design Team's disciplines to
maintain schedule.

CONDITIONS FOR SUPPLEMENT
The following is a list of conditions that were the basis for this proposal:
General:
1. All Conditions for Phase II and Phase III work (Ordinance No. 2004-19 signed on February 24,
2004) are still in effect.
2. The project limits will be as per discussions held with MoDOT and the City on January 21,
2005.
Survey:
1. No new lt/W or parcel descriptions (other than those required for Phase II and Phase III work)
will be required.
Structural:
1. No retaining walls or modifications to the existing SB US 69 bridge over NB I-635 will be
required.
Traffic:
1. No lighting will be required for any guide signs.
2. No guide signs or sign structures along I-635/Route 9 will be modified for the existing I-635/LTS
69 North/Route 9 interchange.
3. All available as-built drawings and other information will be delivered to TranSystems within
two (2) weeks of approval of this supplement.

Supplemental Work Due to MoDOT AJR (Access Justification Report) Comments
Dear Mr. Blackburn:
Attached to this letter is our proposal for the additional work that will be required by the Federal
Highway Administration prior to approval of the I-635 /Horizons Parkway interchange (See
January 7, 2005 letter to you from Mark Fisher - MoDOT). This can be a supplement agreement
to our original contract which was executed on February 24, 2004.
Our services include the extension of the proposed I-635 /Horizons Parkway exit and entrance
ramps to the existing I-635 / US 69 interchange, modifying lane configurations for the existing
NB and SB US 69 ramps from the interchange to the US 69 Missouri River Bridge and
associated surveying and design/detailing for lane shift striping, signs and geotechnical work.
This is supplemental work will include approximately:
° The addition of 3/41ane miles of interstate and ramp modifications;
° Existing bridge survey and protection (guardrail);
° New interstate guide signs and related geotechnical investigation.
Note that this supplement also includes $6000 for additional soil borings that maybe required by
MoDOT on Route 9 due to the extent of the additional fill that is currently indicated on the
Preliminary Plans. Note that these borings will not be authorized unless required/requested by
MoDOT.

We are pleased to submit our supplemental proposal for the referenced project. Our
understanding of the proposed addition work and our proposed scope of services are described
herein. Our estimated fee for this additional work is attached. If we have misunderstood any
aspect of the proposed project, please advise us at once so we can evaluate the scope of
services we have proposed.
PROJECT INFORMATION
We understand the additional work involves extending the on- and off-ramps at I-635 and
Horizons Parkway interchange to the existing I-635 and US-169 interchange. The SB I-635
pavement will be widened on both sides of the existing pavement. For the NB I-635 pavement,
the on-ramp at Horizons parkway will be extended. In addition, two new cantilever signs will
likely be installed and two existing truss signs will be relocated.
In reviewing the plans provided to us, we anticipate that MoDOT may also require additional
borings along the widened Route 9 portion of the project. We have included a budgetary
amount for these additional borings, if required.
PROPOSED SCOPE OF WORK
Extended On and Off-Ramps/Widening I-6351New Signs
To provide additional subsurface information along the extended on- and off-ramps, we have
considered up to 8 borings would be required in these areas. We anticipate these borings will
be advanced to depths of 10 to 15 feet.

To provide subsurface information for the new and relocated traffic signs, we will perform
approximately.4 to 6 borings at these locations. We anticipate these borings will be advanced to
depths ranging from 20 to 40 feet, depending on the structural loads and the location of the site.

Based on this information, we will provide our geotechnical recommendations for the design of
foundations for these signs.
Route 9 Pavement
If required by MoDOT, we will perform borings at approximate 200 foot intervals along the
proposed roadway alignment on Route 9. We estimate that as many as 20 to 25 borings could
be needed. We will drill these borings to depths of 10 feet.
Other Considerations
We will contact local utility companies by calling 1-800-Dig-Safe (Kansas). It normally requires
48 hours to have utilities located and we often have been required to meet with utility
companies on site to show them where we plan to drill.
Terracon personnel will locate borings approximately by measuring distances from available site
features using a cloth tape or calibrated wheel or by pacing and estimating right angles. We
understand TranSystems will determine actual locations and elevations after the borings have
been completed.
This proposal has been prepared in accordance with generally accepted geotechnical engineering
practices. We understand this proposal letter and fee estimate schedule will be attached to a
contract between TranSystems and Terracon. We look forward to working with you on this
