HomeMy WebLinkAbout2020-06-16 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, June 16, 2020 6:45 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, June 16, 2020. Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Jill Hammond, Mike Fuller, Aaron Thatcher, and Al Bowman. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy Strough, Police Chief Chris Skinrood, and Finance Director Nate Blum. City Attorney Paul Campo was also present. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and 610.021(13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Bowman. Yes: Thatcher, Bowman, Fuller, Cretsinger, Hammond, and LoPorto. Motion carried 6-0. MOTION TO ADJOURN Alderman Cretsinger moved at 7:04 p.m. to adjourn closed CLOSED @ 7:04 P.M. session with no action taken, second by Alderman Thatcher. Yes: Cretsinger, Thatcher, LoPorto, Bowman, Fuller, and Hammond. Motion carried 6-0. Mayor Rose called the Regular Session Meeting to order at 7:04 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller, Aaron Thatcher, Nathan Cretsinger, and Jill Hammond. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, and City Planner Sarah Wagner. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance. I i i 1 PUBLIC COMMENT None. BILL NO. 2020-025 City Clerk Robin Kincaid gave first reading of Bill No. 2020-025. 2020 Election Certification Alderman Thatcher moved to accept first reading and place Bill No. 2020-025 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, Bowman, and LoPorto. No: Fuller Motion carried 5-1. Alderman Thatcher moved to approve Bill 2020-025 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Hammond, and Cretsinger. No: Fuller. Motion carried 5-1. Mayor Rose thanked Alderman Fuller for his service, being such a strong advocate for the parks and trails, and because of those things we have really made a difference in this community. City Clerk Robin Kincaid administered the oath to Mayor Kathleen L. Rose. MOTION FOR BREAK Alderman Thatcher moved to take a short break at 7:13 p.m. for refreshments and congratulations, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Hammond, Bowman, Cockrell, and LoPorto. Motion carried 6-0. MOTION TO RECONVENE Alderman Hammond moved to reconvene at 7:26 p.m., second by Alderman LoPorto. Yes: Hammond, LoPorto, Cockrell, Cretsinger, Bowman, and Thatcher. Motion carried 6-0. PRESIDENT PRO TEM Alderman Thatcher moved to appoint Alderman Sal LoPorto to serve as President Pro Tem for a one-year term, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Cockrell, Cretsinger, and LoPorto. MINUTES OF 06-02-20 Alderman Cretsinger moved to approve the minutes of the June 2, 2020 meeting, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Hammond, Thatcher, Cockrell, and Bowman. Motion carried 6-0. COURT REPORT Alderman Cretsinger moved to approve the court report for the month of May 2020, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Hammond, Thatcher, Cockrell, and Bowman. Motion carried 6-0. RESOLUTION 2020-044 Alderman Cretsinger moved to approve Resolution 2020-044 Payment of Accrued Comp authorizing payment of accrued compensatory time balances for exempt staff members of the city of Riverside, Missouri, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Hammond, Thatcher, Cockrell, and Bowman. Motion carried 6-0. RESOLUTION 2020-045 Alderman Cretsinger moved to approve Resolution 2020-045 Incentive& Retention Policy approving the City of Riverside recruitment incentive and retention program policy, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Hammond, Thatcher, Cockrell, and Bowman. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2020-043 Alderman Cretsinger moved to approve Resolution 2020-043 Bill Pay authorizing the expenditure of funds for fiscal year 2020- 2021, for weeks ending June 51 and June 121"in the amount of $607,523.91, second by Alderman Hammond. Yes: Cretsinger, Hammond, Cockrell, LoPorto, and Thatcher. No: None Abstain: Bowman. Motion carried 5-0-1. BILL NO. 2020-026 City Engineer Travis Hoover explained to the Board that this bill is Houston Excavating Agrmnt the annual update for fill dirt for the coming year. Alderman Thatcher moved to place Bill 2020-026 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Cretsinger, LoPorto, and Cockrell. 3 Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2020-026. Alderman Hammond moved to approve Bill 2020-026 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Cockrell, Bowman, LoPorto, and Cretsinger. Motion carried 6-0. BILL NO. 2020-027 City Clerk Robin Kincaid gave first reading of Bill No. 2020-027. Local 42 Side Letter Agrmnt City Administrator Brian Koral stated that this agreement with the Fire Union memorializes the changes made this year and he gave a brief overview each. Alderman Hammond moved to accept first reading and place Bill No. 2020-027 on second and final reading, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, LoPorto, Cockrell, Bowman, and Thatcher. Motion carried 6-0. Alderman Thatcher moved to approve Bill 2020-027 and enact said bill as ordinance, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Cretsinger, Cockrell, and Bowman. Motion carried 6-0. Liquor License Approval Alderman Cretsinger moved to approve the picnic not-for-profit Loud & Local Event-08.22.20 liquor license contingent upon State of Missouri approval for the Riverside Chamber of Commerce, Managing Agent April Roberson for the Loud & Local Event on August 22, 2020, second by Alderman Thatcher. Yes: Cretsinger, Thatcher, Hammond, LoPorto, Bowman, and Cockrell. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral congratulated those that were elected. He announced that there will be an E-Recycling and Shredding Event on Saturday. Pictures where then shared from the water issue last night at the apartments and the City stepped in and helped out. Public Works, Police, Fire and a few City Hall staff pitched in to help residents through a tough situation. Water was back on just before 10 p.m. Mayor Rose explained that the apartment owner was so impressed with the City's help, he wrote a check to the city which is being donated to the FPAL fund. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported to the Board that the CID application was approved at last night's meeting and today the CID Board members met for organization and passed ten operational resolutions. Election of officers was as follows: Alderman Bowman - chair, Frank Biondo -vice chair, Alderman Hammond -Treasurer, Tom Wooddell - Secretary, and Travis Hoover- Director- We are getting all the appropriate 4 documents filed in the proper authorities so the collection of sales tax will begin at the proper time. We appreciate the Board of Alderman's time and the new CID Board's time so all this could be accomplished. Also, we have been responding to some concerns from DoorLink manufacturing at 39'" & Mattox. We hope this project will be complete in 30 days if the weather holds. ENGINEERING Nothing to report. FINANCE Finance Director Nate Blum reviewed a PowerPoint presentation with funds balances 92% of the way through the year. FIRE Fire Chief Gordon Fowlston reported that the tents are up and fireworks will go on sale as of Friday night at midnight. Tents are being inspected this week by Fire Marshal Payne and Inspector Craig Slaughter. June 261" is the first day to light the fireworks. The State of Missouri Health and Human Services have taken over the COVID monitoring of nursing homes and they have retested the patients and employees at ours up the hill with 19 patients and 5 employees testing positive. All cases are A symptomatic, they will be retested in a few weeks. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover stated there is a meeting tomorrow. MAYOR'S DISCUSSION Mayor Rose commented that this is the last scheduled meeting of the fiscal year and it has been a year to remember. I am really proud of all our staff, how we have handled all of this, been able to accomplish so much for our residents and thank you for all you have done. I look forward to the new year and that we continue to do great things moving forward. BOARD OF ALDERMEN Alderman Bowman— Nothing to report. Alderman Hammond — Nothing to report. Alderman Thatcher— Congratulations to the newly elected and re- elected officials. I echo what Mayor Rose said that everyone has been working hard through all this the last few months, we are all in this together so let's keep going. Alderman Cockrell - I am thankful to be here, I have enjoyed meeting all of you and look forward to doing great things. I am excited, thank you. 5 j i 4 a Alderman LoPorto—Travis has done a wonderful job. A neighbor has had some difficult and unfortunate issues and Travis responded and dealt with it, which is probably not common in most cities. Also, our family has been to the park about three times a week since the barriers were down. The investment there has shown the level of interaction the park has generated for various ages is very impressive. It impressed me that the contractors were present for the ribbon cutting. The trail connecting the park from one end of the city to the other, it seems all the plans are coming to fruition, there is more to do, but it has been amazing. Alderman Cretsinger— Brian's presentation about the reaction to the water issue at the apartments yesterday, it is one thing to be reactionary and one thing to be proactive. Because of our size of city together with a very engaged staff and big hearts, it truly shows by example how we treat people and care.
