HomeMy WebLinkAbout2020-06-15 Special Meeting Minutes MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Monday, June 15, 2020 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Monday, June 15, 2020. Mayor Kathy Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Alderman Al Bowman, Nathan Cretsinger, Sal LoPorto, Aaron Thatcher, and Jill Hammond. Alderman Fuller was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, City Planner Sarah Wagner, and Community Development Director Mike Duffy. PUBLIC HEARING Mayor Rose opened the public hearing at 6:00 p.m. to determine Riverside Horizons CID if the Riverside Horizons Community Improvement District will be formed. The hearing is being held pursuant to the requirements of Section 67.1431 of the Revised Statutes of Missouri, as amended. Community Development Director Mike Duffy explained that this is 197 acres of City owned property being proposed to be put into the CID. The City is the owner of all the property. We submitted the petition ourselves and verified by the City Clerk. If adopted this Bill 2020-024 names the board members and the initial meeting of the CID Board will meet tomorrow afternoon where they will take several actions to organize themselves and move ahead with the election of the one cent sales tax for the district. There may be property expanded in the CID in the future. There are legislative changes to the formation of a CID in August, which is why this is being formed prior to that effective date. Mayor Rose asked for any further comments and hearing none she closed the public hearing at 6:05 p.m. BILL NO. 2020-024 City Clerk Robin Kincaid gave first reading of Bill No. Riverside Horizons CID 2020-024. Alderman Thatcher moved to accept first reading and place Bill No. 2020-024 on second and final reading, second by Alderman Hammond. Yes: LoPorto, Hammond, Cretsinger, Bowman, and LoPorto. Motion carried 5-0. Alderman Thatcher moved to approve Bill 2020--024 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Hammond, Bowman, and LoPorto.
