HomeMy WebLinkAbout2020-07-01 Special Meeting Minutes MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Wednesday, July 1, 2020 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Wednesday, July 1, 2020. Mayor Kathy Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Alderman Al Bowman, Nathan Cretsinger, Sal LoPorto, Jill Hammond, and Dawn Cockrell. Alderman Aaron Thatcher was absent. Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid, and Emergency Management Director Jeff Taylor. PUBLIC HEARING Mayor Rose opened the public hearing at 6:02 p.m. to determine Riverside Red X CID if the Riverside Horizons Community Improvement District will be formed. The hearing is being held pursuant to the requirements of Section 67.1431.3 of the Revised Statutes of Missouri. Community Development Director Mike Duffy introduced Attorney Aaron March. Mr. March explained that Zeke Young is the sole owner of the property being considered for the CID this evening. He briefed the Board on the possibilities for the development within the CID area. He introduced Richie Benninghoven with Briarcliff Development that will be working with Red X on development and Pat Sterrett with Sterrett Urban, LLC authored the Blight Study. All the technical work was done properly and according to Missouri State Statutes. He thanked City staff for their work and help and the Board of Aldermen for holding the special meeting for this consideration. Mr. March answered questions of the Board. Mayor Rose asked for any further comments and hearing none she closed the public hearing at 6:08 p.m. BILL NO. 2020-028 City Clerk Robin Kincaid gave first reading of Bill No. Riverside Red X CID 2020-028. Alderman Hammond moved to accept first reading and place Bill No. 2020-028 on second and final reading, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cretsinger, Bowman, and Cockrell. Motion carried 5-0. Alderman Cretsinger moved to approve Bill 2020-028 and enact said bill as ordinance, second by Alderman Hammond. Yes: Cretsinger, Hammond, Cockrell, Bowman, and LoPorto. Motion carried 5-0. 1 PPE DISCUSSION Community Development Director Mike Duffy stated that there has been a request for discussion of a possible mandate to wearing masks. Points were given regarding concerns pro and con for the mandate. Comments of all Board were shared and discussed. Emergency Management Director Taylor gave a briefing of statistics for the Platte County and Metro areas, also sharing information from weekly or daily meetings he attends with area emergency managers and health departments. He also gave the website: preparemetrokc.org as a good and accurate source of updated information. Further discussion will be held at the regular meeting on Tuesday, July th. MOTION TO ADJOURN Alderman LoPorto moved to adjourn the meeting at 6:44 p.m., second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, Hammond, Bowman, and Cockrell.
