Minutes of Regulaz Meeting of
Board of Aldermen of City of Riverside, Missouri
February 4, 2003
A regular meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on February 4, 2003 at 6:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Legaazd, Dazata, Beazd
and Flaws.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson,
City Engineer, Chief Wylie Simpson, Michael Duffy, City Consultant, City Attorney, Steve Crystal, and
Matt ICitzi, City Attorney's office.
Motion for Closed Alderman Darata moved that the meeting go into closed session,
Session pursuant to RSMo 610.021(1) for discussion of Legal Issues, RSMo
610.021(2) Real Estate and 610.021(3) Personnel Issues with the City
Attorney, seconded by Alderman Beard, and the vote was:
Aye: Alderman Beazd, Darata, Bums, Flaws, Looker and Legaazd.
Motion Carries.
Motion for Open Alderman Flaws moved that the meeting go into open session at
Session 7: 30 p.m., seconded by Alderman Legaard, and the vote was:
Aye: Alderman Burris, Looker, Darata, Legaazd, Beazd and Flaws.
Motion Carnes.

Minutes, January 7, 2003 Alderman Flaws moved that the minutes of January 7, 2003 be
Approved approved, seconded by Alderman Beazd, the vote was:
Aye: Aldermen, Flaws, Darata, Legaazd, Beard and Looker.
Abstain: Alderman Bums.
Motion carries.
Minutes, January 21, 2003 Alderman Legaazd moved that the minutes of January 21, 2003 be
Approved approved, seconded by Alderman Dazata, the vote was:
Aye: Aldermen Legaazd, Beard, Looker, Dazata, Flaws and Burris.
Motion carries.
Building Permit and minor .David Pavlich, Aylett Survey, 201 NW 76's St, Gladstone spoke
subdivision discussion to the boazd about the request for approval of a minor subdivision
and building permit at 4935 NW Hillside for Todd Lee, contractor,
5400 NW Merrimac, Riverside, Mo.

Mr. Lee said there is no drainage easement across the lots.
There is a swale in the back to take the water away. John Jackson, City
Engineer said there might need to be swales in the front. The board
wants to see a plat showing the drainage easements for the swales.
Alderman Beard said the house on the plat is close to the drainage
ditch. Mr. Lee said this house would be in another location.
Building Pernut Alderman Looker moved to table the Building Permit and approval of
for 4935 NW Hillside the minor subdivision because the drainage easement needs to be

Alderman Darata, the vote was:

Building Permits for All building permits listed below approved for Syntec Construction,
Syntec Construction Chris Roberts, 8029 N. Everton, Kansas City, Mo to start construction
in March. The price of the homes range from $173,495 to $229,650
and aze to be built in one yeaz. City Engineer, John Jackson will be
doing inspections on all of the homes.

5014 NW Merrimac at 5014 NW Merrimac and the home to be built is the The Northporte II,
Approved seconded by Alderman Beazd, the vote was:
Aye: Aldermen Flaws, Beard, Legaard, Dazata, Bums and Looker.

Building Permit for Alderman Looker moved to approve a building permit for the location
5016 NW Merrimac at 5016 NW Merrimac and the home to be built is the The Havenwood,
Approved seconded by Alderman Burris, the vote was:

5011 NW Strathbury location at 5011 NW Strathbury and the home to be built is the
Approved Dunkirk II, seconded by Alderman I, the vote was:

Building Permit for Alderman Burris moved to approve a building permit for the location
5017 NW Strathbury at 5017 NW Strathbury and the home to be built is The Jonesville,
Approved seconded by Alderman Looker, the vote was:
Aye: Aldermen Flaws, Beazd, Legaard, Darata, Burris and Looker.

Frank Weatherford, Frank Weatherford, TranSystems reported to the boazd on the I-635
TranSystems update Interchange and Vandepopulier project. The permanent scope of
on I-635 & Vandepopulier services (tasks) for Phase I will be reviewed by City Administrator,
David Blackburn and City Engineer, John Jackson and the proposed fee
will be by TranSystems. This information will be shared with
Kessinger/ Hunter and Continental Consulting Engineers. The fees will
be presented to the boazd in about two weeks.
Frank said they talked with Representative Sam Graves regarding
2003 for Federal Highway Demonstration funds for the Interchange
project.
Senator Bonds staff was presented with the information also. They are
leading the effort to write the highway program and looking for more
regional projects. The information needed to be in this week for the
2003 Federal program, so that was good.

NW Gateway (upper halfl Frank said the roadway plans would be turned in soon. The overhead

plans, then submit them to Kansas City Power & Light Co. for their
review. It has not been decided to bid this separate or include in the
roadway package.

to assemble construction package for the sand gap footing structure on
NW Gateway south of the Line Creek Bridge with the change order
amount of $8,955, seconded by Alderman Beazd, the vote was:
Aye: Aldermen Legaazd, Beazd, Looker, Darata, Flaws and Bums.
Motion carries.
Mayor Burch removed herself from the discussion of the Public
Works Facility Storage Renovation Project (bids) due to a conflict
of interest.
The bids received were:
Universal Construction $282,000.00
Howell Construction 275,775.00
Bruner Contracting 270,000.00
Taylor Kelly LLC 249,840.00
Bob DeGeorge Assoc 240,000.00
W.M.I. Construction 225,472.00
W.M.I. Construction Alderman Burris moved to approve W.M.I. Construction for the Public
to complete the P.W. Works Facility Storage Renovation Project, seconded by Alderman
Facility Storage Renovation Flaws, the vote was,

Motion carries.
Permit for Storm Water John presented the boazd with a complete permit application for storm
Discharge discussed water discharge and the measures that the City is committing to for
the fast five years of the program. Anyone who has over one acre of
land will be required to complete a Storm Drain, Soil Erosion and Land
Disturbance Permit from the state. An ordinance will be prepared for
the next regulaz meeting.
Municipal Court Report Alderman Legaard moved to approve the Municipal Court Report for
for December, Approved December, seconded by Alderman Darata, the vote was:
Aye: Aldermen Darata, Burns, Flaws, Legaazd, Beazd and Looker.
Motion cazries.
Bill No. 2003-11 Alderman Beazd moved to place Bill No. 2003-11 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Flaws, the vote was:

Ordinance No. 2003-11 Alderman Flaws moved to place Bill No. 2003-11 on its second reading
Approved and upon passage of same, become Ordinance No. 2003-11 seconded by
Alderman Beazd, the vote was:
Aye: Aldermen Flaws, Darata, Beazd, Burris, Legaazd and Looker.
Motion carries.
Aldermen Comments Alderman Legaazd said she heard the Renner-Brenner Pazk was closed
during the Levee construction. John said the upper portion of the Pazk
is not closed to the Public at this time, but we are not taking reserva-
vations.
