HomeMy WebLinkAbout2003-02-18Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri February 18, 2003 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on February 18, 2003 at 6:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Legaard, Dazata, Beard and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, Chief Wylie Simpson, Michael Duffy, City Consultant, City Attorney, Steve Crystal, and Matt Kitzi, City Attorney's office. Hoefer-Wysocki Ken Henton, Hoefer Wysocki gave an update on the new Public Safety Update Building. The gray stone product has increased in price. There is textured paint on the stones. High performance low "e" glass, with a reflective coating. The interior has seating in the lobby. There is a display area, ceiling treatments, some carpet, a break room and the control room walls has acoustical panels. In accordance with the budget, the estimated cost in October 2000 was $5,000,962.00 in December 2002 $5,000,946.00 and at present, $5,000,961.00 with twenty bid alternates. The schedule for the design work is May 18`. Bid the job, June 151, then bring bids to the board for approval. In mid June, dirt should start to be moved. Completion should be 11-12 months. French drains are not included in the budget. Additional storm sewer pipes are needed and not included in the budget. The expanded lower level cost is $374,000 with 3,700 sq .ft and 10-11' ceilings. There is 500 sq. ft. of evidence storage, without the expansion. The sewer will be gravity flow. Recess A brief recess was called at 7:40 p.m. Reconvene The Mayor and all Boazd members answered to roll call. $25,000 add Alderman Darata moved to approve $25,000 for design of a basement add alternate for the new alternate, seconded by Alderman Beard, the vote was: P.S. Bldg. Approved Aye: Aldermen Bums, Flaws, Dazata, Legaard, Beard and Looker. Motion carries. Minn 2/18/03 Minutes, Jan.14, 2003 Alderman Flaws moved that the minutes of January 14, 2003 be Approved approved, seconded by Alderman Looker, the vote was: Aye: Aldermen, Flaws, Dazata, Bums, Legaard, Beard and Looker. Motion carries. Minutes, Jan.28, 2003 Alderman Beard moved that the minutes of January 28, 2003 be Approved approved, seconded by Alderman Flaws, the vote was: Aye: Aldermen, Flaws, Darata, Bums, Legaard, Beard and Looker. Motion carries. Minutes, Feb. 4, 2003 Alderman Flaws moved that the minutes of February 4, 2003 be Approved approved as corrected, seconded by Alderman Darata, the vote was: Aye: Alderren Flaws, Darata, Burns, Legaazd, Beard and Looker. Motion carnes. Public Hearing Mayor Burch opened the Public Hearing to consider a proposed amendment Opened at 8:00 p.m. to the City Code, Section 401.088 CPO District, Signage. There were no comments from the audience. Mike Duffy said the Planning Commission recommended approval. Public Hearing Mayor Burch closed the Public Hearing at 8:04 p.m Closed Building Pemvt for Alderman Legaard moved to approve a Building Pemvt for the Riverside Farm & Home Bldrs. Development Corporation and Farm & Home Builders, tenant finish with the Approved furnace and drain to be added, seconded by Alderman Looker, the vote was: Aye: Aldermen Legaard, Beard, Looker, Dazata, Flaws and Burris. Motion carries. Bill No. 2003-17 Alderman Looker moved to place Bill No. 2003-17 on its first reading, said Bill Amend. Title IV, Sects amending Title N, Sections 410.088 by adding a section concerning Special 410.088 by adding a Use Permits for Commercial Signs in the CPO District, seconded by Alderman Sect concerning Spec. Darata, the vote was: Use Pemtits for Comm. Signs In the CPO Dist Aye: Aldermen Looker, Dazata, Bums, Legaard, Beard and Flaws. Motion carries. Ordinance No. 2003-17 Alderman Beard moved to place Bill No. 2003-17 on its second reading Approved and upon passage of same, become Ordinance No. 2003-17 seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Dazata, Beard, Bums, Legaazd and Looker. Motion carnes. Mins. 2/18/03 Public Hearing Mayor Burch opened the Public Hearing to consider a request for a Special Use Opened Permit for apole-mounted sign at the Filger Car Wash, 2806 NW Vivion Road. Comments Mike said the Planning Commission recommended approval of the sign that would be 17' to the top. A 30" cover will be placed over the pole. "Signtronics" is making the sign out of lexan plastic with a changeable marquee' He also said the pole is back far enough for the planned Vivion Road improvements and will not interfere with the planned landscaping. Public Hearing Mayor Burch closed the Public Hearing at 8:24 p.m. Closed Special Use Permit, Alderman Darata moved to approve a Special Use Permit for the Filger Car Filger Car Wash Wash, 2806 NW Vivion Road, seconded by Alderman Looker, the vote was: Approved Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Looker. Motion carries. Concrete test panels Alderman Flaws moved to approve concrete test panels color change for the Approved levee walls, seconded by Alderman Beard, the vote was: Aye: Aldermen Burris, Legaard, Flaws, Darata, Beard and Looker. Motion carries. Resolution for the Alderman Beard moved to approve a resolution for the NPDES Phase II NPDES Permit application, "Final Storm Water Permit Application" and to submit it in the Approved form as stated, seconded by Alderman Looker, the vote was: Aye: Aldermen Flaws, Bums, Darata, Beard, Legaard and Looker. Motion carries. Discussion on Cross John said Missouri American Water Co. performed upgrading to the water line Section on upper NW Gateway and wants the city to do preliminary staking. They have been told they must wait until the city builds the street. E.S.I.'s value engineering study was due yesterday for the up and over to be delayed until Friday. Bill No. 2003-12 Alderman Darata moved to place Bill No. 2003-12 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Beard, the vote was: Aye: Aldermen Burris, Flaws, Darata, Beard, Legaard and Looker. Motion carries. Ordinance No. 2003-12 Alderman Beard moved to place Bill No. 2003-12 on its second reading Approved and upon passage of same, become Ordinance No. 2003-12 seconded by Alderman Looker, the vote was: Mins. 2/18/03 Aye: Aldermen Flaws, Darata, Beazd, Burris, Legaard and Looker. Motion carries. Bill No. 2003-13 Alderman Flaws moved to place Bill No. 2003-13 on its first reading, said Bill Ratifying the Accep- ratifying the acceptance of bids on $27,641,833.21, seconded by Alderman tance of bids on Burris, the vote was: $27,641,833.21 Aye: Aldermen Legaazd, Beard, Looker, Darata, Flaws and Bums. Motion carries. Mayor Burch removed herself for the consideration of Bill No. 2003-14. Bill No. 2003-14 Alderman Flaws moved to place Bill No. 2003-14 on its fast reading, said Bill Approving acon- approving and authorizing the execution of a construction contract with W.M.I. struction contract Construction, Inc. for the Public Works storage renovation project in the City with W.M.I., of Riverside, Missouri, seconded by Alderman Looker, the vote was: Approved Aye: Aldermen Flaws, Dazata, Burns, Legaazd, Beard and Looker. Motion carries. Ordinance No. 2003-14 Alderman Looker moved to place Bill No. 2003-14 on its second reading Approved and upon passage of same, become Ordinance No. 2003-14 seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Burris, Legaard and Looker. Motion carries. Bill No. 2003-15 Alderman Beazd moved to place Bill No. 2003-15 on its fust reading, said Bill Authorizing the City authorizing the City of Riverside, Missouri, to employ Jennifer L. McBrayer to employ Jennifer L. as a full time Public Safety Dispatcher in the Department of Public Safety, McBrayer as a Dis- setting the salary for this position at $27,820.00 annually with cone-year test patcher in P.S. period and start date February 12, 2003,seconded by Alderman Darata, the vote Approved was: Aye: Aldermen Looker, Darata, Beard, Burris, Legaazd and Flaws. Motion carries. Ordinance No. 2003-15 Approved Bill No. 2003-16 Alderman Flaws moved to place Bill No. 2003-15 on its second reading and upon passage of same, become Ordinance No. 2003-15 seconded by Alderman Looker, the vote was: Aye: Alderren Flaws, Dazata, Beazd, Burris, Legaazd and Looker. Motion carries. No action taken. Mins. 2/18/03 t .. ~ Jaimi Sandusky Alderman Beazd moved to approve hiring Jaimi Sandusky as a full time hired as a full time Public Safety Officer (military replacement), seconded by Alderman Bums, the P.S. Officer vote was: Approved Aye: Aldermen Dazata, Beazd, Bums, Legaazd, Flaws and Looker. Motion carries. Anthony Dougherty Alderman Beard moved to approve hiring Anthony Dougherty as a full fime hired as a full time Public Safety Officer, seconded by Alderman Burris, the vote was: P.S. Officer, Approved Aye: Aldermen Darata, Beard, Flaws, Burris, Legaard and Looker. Motion carries. Resolution read from Mayor Burch read the resolution from the City of Houston Lake commending the City of Houston the City of Riverside for their assistance for fire protection. Lake Motion for Closed Alderman Darata moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Beard, and the vote was: Aye: Alderman Beard, Darata, Burns, Flaws, Looker and Legaard. Motion Carries. Motion for Open Alderman Flaws moved that the meeting go into open session, seconded by Session Alderman Legaard, and the vote was: Aye: Alderman Burris, Looker, Darata, Legaazd, Beard and Flaws. Motion Carries. The development Cathy Hoskins with Corporate Communications Group suggested the area South of 9 Hgy. name of the development area on the South side of 9 Highway be called is to be called "The "The Landing at Riverside ".
