HomeMy WebLinkAbout2020-08-04 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 4, 2020 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside. Missouri. on Tuesday. August 4, 2020, Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Jill Hammond, Dawn Cockrell, Aaron Thatcher, and Al Bowman. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, HR Manager Amy Strough, Police Chief Chris Skinrood, Finance Director Nate Blum, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, and Parks Manager Noel Challis Bennion. City Attorney Paul Campo was also present. PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented second by Alderman Cretsinger. Yes: Bowman, Cretsinger., Cockrell. LoPorto, Hammond, and Thatcher. Motion carried 6-0. MINUTES OF 07-21-20 Alderman Bowman moved to approve the minutes of the July 21, 2020 meeting, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Cockrell, LoPorto, Hammond, and Thatcher. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2020-077 Alderman Bowman moved to approve Resolution 2020-077 Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 and 2020 - 2021, for weeks ending July and June 1211 in the amount of $661,544.05, second by Alderman Thatcher. Yes: Bowman, Thatcher, Cockrell, LoPorto, and Cretsinger. No: None Abstain: Hammond. Motion carried 5-0-1. 1 BILL NO. 2020-032 Alderman Thatcher moved to place Bill 2020-032 on second and Reappoint Municipal Judge final reading, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Cockrell, Cretsinger, and Hammond. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2020-032. Alderman Bowman moved to approve Bill 2020-032 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Thatcher, LoPorto, Hammond, and Cockrell. Motion carried 6-0. BILL NO. 2020-033 City Clerk Robin Kincaid gave first reading of Bill No. 2020-033. Amend Pros. Attorney Agrmnt Alderman Thatcher moved to accept first reading and place Bill No. 2020-033 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Cockrell, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. Alderman Bowman moved to approve Bill 2020-033 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Cockrell, LoPorto, Thatcher, and Hammond. Motion carried 6-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported to the Board a request for a car race in Horizons, showing a PowerPoint of the location. Details of the event were shared and discussed. Frank Biondo shared information with the Board of his knowledge of events much like the one being considered. Alderman Cretsinger moved to extend a conditional single use agreement with the specific dates and regulations to the Kansas City's Region Sports Car of America for a Rally Cross event, second by Alderman Thatcher. Yes: Cretsinger, Thatcher, LoPorto, Hammond, Cockrell, and Bowman. Motion carried 6-0. ENGINEERING Parks Manager Noel Challis Bennion discussed a servicing cost issue with the dog waste receptacle installed at E.H. Young Park. The above ground portion will be removed and returned for a refund and concrete lid will be placed over the in-ground portion and kept for use in the future when this method of disposal becomes more of a standard operation. FINANCE Nothing to report. FIRE Nothing to report. 2 POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover stated there is a meeting on Aug. 19th. MAYOR'S DISCUSSION Mayor Rose commented that it has been pretty quiet and we are faced with this school issue. Plans seem to be changing daily. BOARD OF ALDERMEN Alderman Bowman - Nothing to report. Alderman Cretsinger— I want to publicly thank Alderman Thatcher for his flexibility and understanding, while we were unaware of the latest information on COVID, your respect over our concerns at the last meeting. Alderman LoPorto — Echoed Alderman Cretsinger's comments as well. I wondered if Travis had discussed the rough street area with the paving company. Travis Hoover responded that they have agreed to fix the area. LoPorto also wondered if the tall grassy areas around Montebella were going to be addressed. Mike Duffy responded to this concern. Alderman Cockrell - I am looking forward to attending to the MML Elected Official's training next Thursday and Friday to gain lots of knowledge. Alderman Thatcher— I appreciate the apology, but I am glad to be back today. He shared his concerns with the upcoming school year, the numbers allowed to attend in person and those remotely along with the special needs, etc. There is so much to consider and so many concerns for all children. Alderman Hammond — Nothing to report. MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed CLOSED @ 7:33 P.M. session pursuant to RSMc, 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and 610.021(13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment. second by Alderman Thatcher. Yes: LoPorto, Thatcher, Cockrell, Bowman, Cretsinger, and Hammond. Motion carried 6-0. Everyone left the meeting except Acting City Administrator Mike Duffy, HR Manager Amy Strough, City Clerk Robin Kincaid, Police Chief Chris Skinrood, and City Attorney Paul Campo. MOTION TO ADJOURN Alderman Thatcher moved at 7:38 p.m. to adjourn closed CLOSED @ 7:38 P.M. session with action taken, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Cockrell, Cretsinger, and Bowman. Motion carried 6-0. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:38 p.m., second by Alderman Thatcher.
