HomeMy WebLinkAbout2020-08-18 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 18, 2020 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 18, 2020. Mayor Kathy Rose called the meeting to order at 7:00 p.m. Those in attendance were Aldermen Nathan Cretsinger, Jill Hammond, Sal LoPorto, Al Bowman, Aaron Thatcher, and Dawn Cockrell. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Public Works Director Tom Wooddell, HR Manager Amy Strough, Finance Director Nate Blum, and Police Chief Chris Skinrood. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: Thatcher, Hammond, Cockrell, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. MINUTES OF 08-04-20 Alderman Thatcher moved to approve the minutes of the August 4, 2020 regular meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Cockrell, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. MINUTES OF 08-11-20 Alderman Thatcher moved to approve the minutes of the August 11, 2020 special meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Cockrell, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. COURT REPORT Alderman Thatcher moved to approve the Court Report for July 2020, second by Alderman Hammond, Yes: Thatcher, Hammond, Cockrell, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. 1 REGULAR AGENDA RESOLUTION 2020-078 Alderman Thatcher moved to approve Resolution 2020-078 Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 and 2020-2021 weeks ending August 7th and August 14th in the amount of $335,959.42, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Cockrell, and LoPorto. No: None. Abstain: Bowman and Hammond. Motion carried 4-0-2. BILL NO. 2020-035 City Clerk Robin Kincaid gave first reading of Bill No. 2020-035. Amend Code on Helmet Law Police Chief Skinrood explained this is a change to City Code to align with State of Missouri Legislative Changes taking effect August 28, 2020. Alderman Thatcher moved to accept first reading and place Bill No. 2020-035 on second and final reading, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Cockrell, Hammond, and Cretsinger. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2020-035 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Bowman, Cockrell, Thatcher, and Hammond. Motion carried 6-0. BILL NO. 2020-036 City Clerk Robin Kincaid gave first reading of Bill No. 2020-036. Amend Prosecutor Salary City Administrator Koral explained the miscalculation to the Prosecuting Attorney salary that was stated in Ordinance 1734 at the previous meeting and the need for correction. Alderman Thatcher moved to accept first reading and place Bill No. 2020-036 on second and final reading, second by Alderman LoPorto. Yes: Thatcher LoPorto, Hammond, Cretsinger, Cockrell, and Bowman. Motion carried 6-0. Alderman LoPorto moved to approve Bill 2020-036 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, Hammond, Bowman, Cockrell, and Thatcher. Motion carried 6-0. Liquor License Approval Alderman Cretsinger moved to approve the picnic not-for-profit Carved Event— 10.17.20 liquor license contingent upon State of Missouri approval for the Riverside Chamber of Commerce, Managing Agent April Roberson for the Carved Event on October 17, 2020, second by Alderman Hammond. Yes: Cretsinger, Hammond, Thatcher, Bowman, Cockrell, and LoPorto. Motion carried 6-0. 2 Liquor License Approval Mayor Rose asked if this store has had a license previously? City Smokes 4 Less Package Clerk explained MO Smokes/ Smokes 4 Less request and answered questions from the Board. Following a brief discussion, Alderman Thatcher moved to approve the liquor license for package liquor sales and Sunday sales at Smokes 4 Less contingent upon State of Missouri approval, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Cockrell, Hammond, and Bowman. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral reviewed an update for Platte County COVID cases. He also explained a few recent positives among our Riverside employees. Koral then explained that the review for the IT position will begin soon, we received a good number of applicants. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy briefed the Board regarding Spec X that is the final building on the East side, site work has begun for Spec XI, and that river levels are lowering so we hope to get the necessary sewer work done in Horizons. ENGINEERING City Engineer Travis Hoover stated that staff has talked with DoorLink and we are shooting for September to begin the sewer work. We are working with the Parks Board on the Treemont round-a-bout near Argosy, with art work envisioned, Argosy Casino will be involved in the process and there will be a request for qualifications for the art work. Hoover explained the work Phillips Paving has done to correct some rough spots in their pavement project. FINANCE Finance Director Nate Blum reported on the July 2020 revenues and expenditures through PowerPoint slides. He also explained fund balances following one month into the fiscal year and answered questions from the Board. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Mayor Rose asked Public Works Director Tom Wooddell if the recycle bins were taken away and was information put out to the residents stating that the reason they are being taken away? It needs to be put on social media that it was because of misuse and abuse of the free service. LEVEE BOARD City Engineer Hoover responded that their meeting is tomorrow. J MAYOR'S DISCUSSION Mayor Rose discussed the concern that residents need to be responsible and lock their vehicles to deter thefts. We are experiencing issues with the homeless in E.H. Young Park and in the Indian Hills area and we need to be sure to direct them to available services for possible assistance. Police Chief Skinrood asked the Board to please get word out to their neighbors, the importance of locking their vehicles and closing garage doors. Mayor Rose reminded the Aldermen that the MML Conference will be virtual this year and each should consider registering. There was a NRCC "Survivor" membership drive last week, our team worked hard, extended our team goal and we made a difference along with having a lot of fun. BOARD OF ALDERMEN Alderman Hammond — The Riverway fountains are beautiful, thank you for getting those working. Alderman Bowman — Nothing to report. Alderman Cretsinger— I like seeing the fountain going as well. Alderman LoPorto — Nothing to report. Alderman Cockrell — Nothing to report. Alderman Thatcher— I wondered if staff could do a code check on trash cans, etc. in the neighborhood, I am receiving complaints. City Administrator Koral announced that the agreement is being worked on to try to keep the pool open through September, at least on the weekends. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:44 p.m., second by Alderman Hammond. Yes: Bowman, Hammond, Cretsinger, Thatcher, LoPorto, and Cockrell. Motion carried 6-0.
