Minutes of Regular Meeting of
Board of Aldermen of City of Riverside, Missouri
March 4, 2003
A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on March 4, 2003 at 6:15 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Beard and Flaws.
Alderman Legaazd was absent.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson,
City Engineer, Michael Duffy, City Consultant, John McClelland, Matt Kitzi and Ben Prell, City
Attorney's office.
Presentation by Phil Gibbs Phil Gibbs and Dave Lutz, Continental Engineering said to build
Continental Eng.. Presentation a pump station would cost of $2.5 million. One thousand six hundred
ninety four acres is the total property for water to flow on in the
business pazk azea. When the river is at the maximum level, the
anticipated seepage amount of 75 cu feet per second will set in on the
property and two pumps would take caze of the seepage.
Building Permit Discussion Bill Hall stated an exit would be placed on the backside downstairs.

Building Permit for Alderman Beazd moved to approve a building permit for Hall
Hall Missouri, 2461 NW Missouri, 2461 NW Tullison Road to remodel, seconded by Alderman
Tullison, Approved Flaws, the vote was:
Aldermen Burris, Flaws, Darata, Beard and Looker.

Discussion for proposed
Chiropractic office at 2700 W.
Platte
By unanimous decision, the boazd approved the Southern Staz Central
Gas Pipeline right-of--way and easement agreement. An Ordinance
will be prepazed for the next regulaz meeting.
There will be 500 square feet of office space for a Chiropractic office
at 2700 W. Platte. The lot is to be used for twenty parking spaces.
John will need to see the ADA space before final approval of the
building permit.
Change of Use Permit Alderman Burris moved to approve a Change of Use Permit at 2700 W.
for Jay Sportsman, 2700 Platte Road, for a Chiropractic office for Jay Sportsman, 4003 NW
W. Platte Rd, Approved Pawnee Drive, seconded by Alderman Looker, the vote was:
Aye: Aldermen Flaws, Darata, Beazd ,Looker and Bums.
Absent: Alderman Legaard.
Motion carries.
Public Hearing Opened Mayor Burch opened the Public Hearing at 7:26 p.m. to consider a
request for a Special Use Permit in the flood hazazd azea for Red-X,
2401 W. Platte Rd, building additions.

Larry Shiner, General Manager of Red-X and Robert Andrew,
Architectural Engineer for M.A.C. Corporation presented the boazd of
aldermen with revised drawings and the flood emergency action plan
for the Riverside Red X.
Public Hearing Closed Mayor Burch closed the Public Hearing at 7:28 p.m.
Recess A brief recess was called at 7:50 p.m.
Reconvene The Mayor and all Board members answered to roll call at 8:00 p.m.
Special Use Permit Discussion John cited Chapter 455, certain sections of the City code regazding
requirements for the car wash. The building will consist of concrete
and masonry and brick veneer on all sides. John showed the boazd an
example. The roof will be red metal and the fuel islands- BP. The
ceiling height in the equipment room is to be 12' high. The main
switchgeaz will be mounted on the wall at the ceiling horizontally in a
4' cabinet. A walkway will be built to this cabinet

provided a flood emergency action plan for the Riverside Red X Store.

The Planning Commission agenda report with staff recommendations
are made a part of these minutes.

Sign Permit request discussion
Alderman Beazd moved to approve a Building Permit for Red-X, 2401
W. Platte Rd, to build a caz wash, a new receiving dock addition and
fuel islands, seconded by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Dazata, Beazd, Looker and Burns.
Absent: Alderman Legaazd.
Motion carries.
Mayor Burch placed a phone call to Joe Bednar, Armstrong, Teasdale
regarding the name for the Riverside Development. The suggestion
was "Riverside Horizons."
John said the work would be performed around the sign. The sign will
be outside the right-of--way on NW Gateway and will be inside the
construction easement.

Sign Permit for Ramsey Alderman Beard moved to approve issuing a sign permit for
Motors, Mastertech, three signs at Ramsey Motors, Mastertech, 4325/4327 NW Gateway,
4325/27 NW Gateway seconded by Alderman Flaws, the vote was:
Approved
Aye: Aldermen Flaws, Darata, Beazd, Looker and Bums.
Absent: Alderman Legaazd.

Change Order for McGowan Alderman Looker moved to approve a Change Order for McGowan
Gordon, Approved Gordon in the amount of $83,057 for added management cost,
seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, Beard, Looker, Burris and Flaws.
Absent: Alderman Legaard.
Motion carries.
Municipal Court Report Alderman Beard moved to approve the Municipal Court Report
for February Approved for February, seconded by Alderman Darata, the vote was:
Aye: Aldermen Beazd, Looker, Bums, Flaws and Darata.
Absent: Alderman Legaazd.
Motion carries.
Resolution for MARC Alderman Flaws moved to approve the resolution for the appointment
Representatives, Approved of a representative to the Marc Solid Waste Management District's
Management Council, seconded by Alderman Darata, the vote was:
Aye: Aldermen Looker, Burris, Flaws, Dazata and Beard.
Absent: Alderman Legaazd.
Motion carries.
Bill No. 2003-21 Alderman Beazd moved to place Bill No. 2003-21 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Flaws, the vote was:
Ayer Aldermen Burris, Flaws, Darata, Beard, and Looker.
Absent: Alderman Legaard

Ordinance No. 2003-21 Alderman Flaws moved to place Bill No. 2003-21 on its second reading
Approved and upon passage of same, become Ordinance No. 2003-21 seconded by
Alderman Looker, the vote was:

Council Services, seconded by Alderman Darata, the vote was:

Ordinance No. 2003-22 Alderman Burris moved to place Bill No. 2003-22 on its second reading

Bill No. 2003-23 Alderman Beazd moved to table Bill No. 2003-23, a bill approving
Approving amendments to the amendments to the NW Gateway Grant & Loan Agreement, seconded

Bill No. 2003-24 Alderman Burris moved to place Bill No. 2003-24 on its first reading,
An Agreement for Engineering said Bill authorizing the Mayor to execute an agreement for
Services with TranSystems engineering services with TranSystems Corporation for the I-635 and
Corp for the I-635 & Vande- Vandepopulier Interchange, seconded by Alderman Looker the vote
populier Interchange was:

Abstain: Alderman Beazd.

Gate Woods Development Revised plans were submitted. The traverse required by Ordinance was
Final Res. & Comm. Addition, not included in the drawing. The surveyor will put the traverse on the
Discussion plans and they will be re-submitted to the boazd of aldermen. The two
items needed on the plans is the traverse, two lots No.l and 2, C-1, ,zoned
Commercial, and Lot No. 3, Zoned R-1. These lots need to be placed on
the plat. The subdivision plat is to be filed.
Bill No. 2003-25 Alderman Flaws moved to table Bill No. 2003-25, said Bill accepting
Gate Woods Dev. Final the recommendations of the Planning and Zoning commission of the
Res & Comm. addition City of Riverside, Missouri and approving the Final Residential and
plat, Tabled Commercial addition plat submitted by Gate Woods Development,
LLC, seconded by Alderman Beazd, the vote was:
Aye: Aldermen Flaws, Dazata, Burris, Looker and Beard.
Absent: Alderman Legaazd.
Motion carries.
Alderman Looker's comment Alderman Looker said "thanks" for removal of the tree.

RE: Staff Recommendation
~~ ~ Riverside Red X Expansion:
Code Chapter 455: Flood Hazard Prevention, Article V. Provision for Flood Hazard Reduction,
Paragraph D:
The project design has been revised to reduce the flood hazards to electrical and mechanical
equipment by elevating the electrical main switchgear above the 100 year flood level
Equipment that cannot be elevated above the flood plain is designed with provisions to allow for
quick disconnect of electrical and piping connections so the equipment can be removed to temporary
storage in the event of approaching flooding conditions.
The Mechanical Room is designed to allow flood waters to flow into the enclosed area to equalize the
hydrostatic flood pressure.
Code Chapter 437, Section 437.050: Standards-Safety Precaution, Paragraph 3. Drainage
The property is shown to generally slope to the front or north side of the property at W. Platte Rd.
The Owner has agreed to install storm drainage inlets along in curb line along the north side of the
property once the City' engineering consultant has completed the storm drainage design for W. Platte
Rd. and the street construction is proceeding.

/`1' Du~ ~ The Owner is proposing to build non-load bearing interior wall partitions for offices on the balcony
~ s~ of the existing building. The first floor restroom meets ADA requirements and the second floor is not
open to the public.

Memorandum: Staff Recommendation
The proposed commercial minor subdivision is recommended for approval with the following
revisions to be submitted and completed on the Plat before the Commission meeting for review:
1) Insert the Book & Page numbers as needed and insert the Document number in the Legal
Description on the Plat.
2) Add the scale to the Plat
3) Identify the adjacent parcels and/or ownership on the north and east sides of the subdivision on
the Plat.
4) Show building setback lines on Lots #1 & #3 on the Plat.
5) Supply a written and signed statement explaining how the sub-divider proposes to provide for
the treatment and disposal of sanitary wastes and to provide a water supply to the split lots.
