Board of Aldermen of City of Riverside, Missouri
April 1, 2003
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on April 1, 2003 at 6:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Darata, Beard and Flaws.
Alderman Legaard was absent.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson,
City Engineer, Michael Duffy, City Consultant, Matt Kitzi and Ben Prell, City Attorney's office.
Presentation by David Westbrooke, Kathryn Haskins, Mary Rosenberg and Jana Akers were
Corporate Communi- present to offer a presentation to the board to develop a communications
cations Group plan the city. Mr. Westbrooke spoke of the Corporate Woods Development in
association with the city's proposed development. The plan is to help protect
the city's development, investment, character heritage and values.
Mr. Westbrooke cited four plan objectives:
• Define and create messages that will attract businesses to

• Engage Riverside's business community and nearby
businesses in the enterprise of economic development
• Crete a unity of voice among businesses, government and
civic entities
• Explode the myths about Riverside, replacing them with broad
public understanding of the city's current progress and bold
vision
He spoke of target audiences: Riverside residents, business community, new
businesses, metropolitan and local key influencers, residents of surrounding
communities, local and national media. Positioning Riverside, Riverside will
offer the opportunity to be "in on the beginning." An advertising theme line,
"Riverside. Build on it " Activities to support the tactic is to:
• Create newsletter
Special letter from Mayor Burch
• Calling campaign
• Produce special events
• Banners and signage
• New Businesses Sales Cycle Tool Kit
Beautification Program
The time line development will be a three to five year effort.
All of the Aldermen commented on a "wonderful job" done on the presentation
and plan for the city.
Mazketing and Public Alderman Looker moved to approve additional mazketing and public relations
Relations services services for Corporate Communications Group, Inc. for ninety days for a cost of

Recess A brief recess was called at 7:35 p.m.
Reconvened The Mayor and board answered to roll call.
Presentation by Pat Pat McGowan, McGowan and Gordon gave an update on the new Public Safety
McGowan, McGowan Building. Pat said they are still within the budget, $5,961,000, even with
Gordon adding the 700 squaze feet. As to the schedule, 75-85% is complete. The bids
should be ready to go out by the first week of May, with a three to four week bid
period and hopefully, break ground by June.
Recess A brief recess was called at 7:55 p.m.
Reconvened The Mayor and Board of Aldermen answered to roll call.
New Public Safety Bldg. Alderman Beard moved to approve the basement alternate as base bid for

Public Hearing Opened Mayor Burch opened the Public Hearing to consider approval for covers
to be placed on trash bins at Knappco-4304 NW Mattox Road.
Comments John Jackson explained the steel trash bin covers for construction aze part of the
Federal Clean Water Act that is administered by the US EPA/Mo. DNR and aze
Mandated by those institutions. The property is in the flood plan and subject to
Chapter 455: Article V, Section 150 (D) of the city code.
Public Hearing Closed Mayor Burch closed the Public Hearing.
Special Use Permit Alderman Legaazd moved to approve the Special Use Permit for Knappco, 4304
for 4304 NW Mattox NW Mattox Road to construct steel trash bin covers over the trash bins ,

Building Permit Alderman Legaazd moved to approve a Building Permit for Knappco, 4304 NW

Shawnee Mission Tree Alderman Darata moved to approve Shawnee Mission Tree Service, 8250 Cole
Service to perform tree Parkway, Shawnee Mission, Ks 66227 to remove trees at 917 NW Valley Ln

City Engineer John said the E.H. Young Park would be closed for 4-5 days due to a 3" sewer
line explosion so all can be cleaned up including the contaminated material. This
line was previously "capped off." John is investigating inserting a 2-2 %z line in
that 3" line and then there will be no overflow. This connects with the Argosy
line and there needs to be a pump station.
Linda Wattenbazger Alderman Darata moved to approve Linda Wattenbazger as a Reserve
Reserve Dispatcher, Dispatcher in the Department of Public Safety, effective April 16th, at $11.00
Dept. of P.S. per hour, seconded by Alderman Looker, the vote was:

Municipal Court Report Alderman Beazd moved to approve the Municipal Court Report for Mazch,

Bill No. 2003-29 Alderman Darata moved to place Bill No. 2003-29 on its first reading said

Gate Woods Dev. LLC
Jim Trimble's comments Jim said in the minutes of March 11 s, the plat was approved on the area
Adjacent to NW Gateway zoned C-1. Sales are pending on two commercial
Tracts between 50'~ and 51 ~` Street. He said the proposed moratorium would not
allow any building on these tracts for the next three months. He believes
this is depriving Gate Woods LLC of the use of their land and is costing them
money.
Jim asked if the Change of Use for Tumblecheer and the site plan proposal
would be stopped by this proposed ordinance. Mayor Burch said "no",
this bill will be tabled.
