Public Comments - Members of the public may address exclusively the Mayor and members of the Board of Aldermen
during Public Comments ONLY. This Public Comments time is reserved for citizen comments regarding agenda and non-
agenda items However, any item not listed on the agenda will be taken under advisement Public comment on any agenda
item which has a Public Hearing should be reserved until the Public Hearing is opened and comments on such item will be
taken at that time. Each speaker is limited to 5 minutes.
LEGISLATIVE SESSION
1. CONSENT AGENDA
All matters listed under the Consent Agenda are considered to be routine by the Board of Aldermen and will be
enacted by one motion to approve the Consent Agenda as presented. There is no separate discussion of these
items. The Mayor or a member of the Board of Aldermen may request that any item be removed from the
Consent Agenda for discussion or explanation. If removed, it will be considered separately following approval of
the remaining items on the Consent Agenda No motion is required to remove an item from the Consent Agenda.

R-2020-108: A RESOLUTION APPOINTING ANDREW POTTER TO THE PARK BOARD

1. R-2020-107: A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS OUT OF
THE CITY TREASURY OF THE CITY OF RIVERSIDE FOR FISCAL YEAR 2020-2021
WEEKS ENDING NOVEMBER 6TH AND NOVEMBER 13TH IN THE AMOUNT OF
$343,246.98. Point of Contact: Finance Director Nate Blum.
2. Public Hearing: Public hearing to consider a request to amend the approved development
plan for the Planned Development "PD" Zoning District and for a preliminary/final
development plan and preliminary/final plat for the Skyline Townhomes. The property is
generally located on the north side of NW 5011 Terrace, west of Gateway Drive to the
northern City limits of Riverside, in the City of Riverside, Missouri.
A) First Reading: Bill No. 2020-046: AN ORDINANCE APPROVING THE
PRELIMINARY/FINAL PLAT FOR SKYLINE TOWNHOMES, A SUBDIVISION IN
THE CITY OF RIVERSIDE, PLATTE COUNTY, MISSOURI. Point of Contact:

B) First Reading: Bill No. 2020-047: AN ORDINANCE APPROVING A
PRELIMINARY/FINAL DEVELOPMENT PLAN FOR LAND LOCATED ON THE
NORTH SIDE OF NW 50TH TERRACE, WEST OF GATEWAY DRIVE TO THE
NORTHERN CITY LIMITS IN RIVERSIDE, MISSOURI, IN ACCORDANCE WITH
THE UNIFIED DEVELOPMENT ORDINANCE OF THE CITY OF RIVERSIDE.

C) First Reading: Bill No. 2020-048: AN ORDINANCE AUTHORIZING AND
ADOPTING AN AMENDMENT TO THE PLANNED DEVELOPMENT DISTRICT
ADOPTED BY ORDINANCES 2007-105, 2006-113, 2006-65, 2006-55, 2005-132,
2005-53, 2004-84, 2004-09, 2002-68, 2001-83, 2001-75, AND 2000-46 SUCH
AMENDMENT TO APPLY TO PROPERTY GENERALLY DESCRIBED AS LAND
LOCATED ON THE NORTH SIDE OF NW 50TH TERRACE, WEST OF GATEWAY
DRIVE TO THE NORTHERN CITY LIMITS AND SHALL BE KNOWN AS THE
SKYLINE TOWNHOMES PLANNED DEVELOPMENT DISTRICT. Point of

D) First Reading: Bill No. 2020-049: AN ORDINANCE AUTHORIZING THE CITY TO
EXECUTE A PRE-DEVELOPMENT AGREEMENT WITH SKYLINE
TOWNHOMES, LLC AND TAKE CERTAIN OTHER ACTIONS IN CONNECTION

3. Public Hearing: Public hearing to consider a request to rezone property from C-1
"Commercial" to PD "Planned Development." The property is generally located on the south
side of NW Platte Road east of NW Riverway Blvd., north of Missouri Highway 9 and west
of Briarcliff Professional Plaza, in the City of Riverside. Missouri.
A) First Reading: Bill No. 2020-050: AN ORDINANCE AUTHORIZING AND
GRANTING A REZONING OF PROPERTY GENERALLY DESCRIBED AS THE
SOUTH SIDE OF NW PLATTE ROAD, EAST OF NW RIVERWAY BLVD., NORTH
OF MISSOURI HIGHWAY 9 AND WEST OF BRIARCLIFF PROFESSIONAL
PLAZA FROM "C-1 COMMERCIAL" TO "PD-PLANNED DEVELOPMENT
DISTRICT" IN ACCORDANCE WITH THE PROVISIONS OF THE UNIFIED
DEVELOPMENT ORDINANCE FOR THE CITY OF RIVERSIDE, MISSOURI AND
APPROVING PLANNED DISTRICT DEVELOPMENT STANDARDS IN

B) First Reading: Bill No. 2020-051: AN ORDINANCE APPROVING A FINAL
DEVELOPMENT PLAN FOR LAND GENERALLY LOCATED ON THE SOUTH
SIDE OF NW PLATTE ROAD, EAST OF NW RIVERWAY BLVD., NORTH OF
MISSOURI HIGHWAY 9 AND WEST OF BRIARCLIFF PROFESSIONAL PLAZA,
RIVERSIDE, MISSOURI, IN ACCORDANCE WITH THE UNIFIED DEVELOPMENT

4. First Reading: Bill No. 2020-052: AN ORDINANCE APPROVING AN APPLICATION FOR
THE CITY'S BLIGHT REMOVAL AND REINVESTMENT PROGRAM FOR PROPERTY
LOCATED AT 4443 NW GATEWAY AVE., AND MAKING A FINDING OF BLIGHTED
