HomeMy WebLinkAbout2020-11-02 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Monday, November 2, 2020 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Monday, November 2, 2020. Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Nathan Cretsinger, Jill Hammond, Dawn Cockrell, and Sal LoPorto. Alderman Aaron Thatcher was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, and City Engineer Travis Hoover. Also present was City Attorney Paul Campo (by Zoom). MOTION TO ENTER INTO Alderman Bowman moved to enter into closed session CLOSED @ 6:31 P.M. pursuant to RSMo 610.021 (1) Legal Action and litigation, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Cockrell, Hammond, and LoPorto. Motion carried 5-0. MOTION TO ADJOURN Alderman Bowman moved at 7:02 p.m. to adjourn closed CLOSED @ 7:02 P.M. session with no action taken, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Hammond, Cockrell, and LoPorto. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Nathan Cretsinger, Al Bowman, Sal LoPorto, and Dawn Cockrell. Alderman Aaron Thatcher was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Nate Blum, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, and Capital Projects & Parks Noel Challis Bennion. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as presented, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman, Cockrell, and Cretsinger. Motion carried 5-0. MINUTES OF 10-20-20 Alderman Hammond moved to approve the minutes of the October 20, 2020 regular meeting, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman. Cockrell, and Cretsinger. Motion carried 5-0. RESOLUTION 2020-105 Alderman Hammond moved to approve Resolution 2020-105 Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021 weeks ending October 23" and October 30th in the amount of $589,461.52, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman, Cockrell, and Cretsinger. Motion carried 5-0. RESOLUTION 2020-106 Alderman Hammond moved to approve Resolution 2020-106 Fire Emergency Equipment authorizing the purchase of two Bullard QXT camera bundles from Heiman Fire Equipment Inc., in an amount not to exceed $9,298.00, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman, Cockrell, and Cretsinger. Motion carried 5-0. REGULAR AGENDA BILL NO. 2020-044 City Clerk Robin Kincaid gave first reading of Bill No. 2020-044. MARC HHW 2021 Agreement Alderman Cretsinger moved to accept first reading and place Bill No. 2020-044 on second and final reading, second by Alderman Bowman. Yes: Cretsinger, Bowman, LoPorto, Hammond, and Cockrell. Motion carried 5-0. Alderman Cretsinger moved to approve Bill 2020-044 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Hammond Bowman, and Cockrell. Motion carried 5-0. BILL NO. 2020-045 City Clerk Robin Kincaid gave first reading of Bill No. 2020-045. Fire New Hire Sapp Alderman Hammond moved to accept first reading and place Bill No. 2020-045 on second and final reading, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Cockrell, Bowman, and LoPorto. Motion carried 5-0. Alderman Cretsinger moved to approve Bill 2020-045 and enact said bill as ordinance, second by Alderman Bowman. Yes: Cretsinger, Bowman, Hammond, Cockrell, and LoPorto. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral explained that according to City Code the meetings on election days should be moved so those wishing to attend and wanting to vote, do not have to choose. We appreciate everyone being flexible and able to make it to this Monday evening meeting. A Covid-19 update by way of PowerPoint presentation was given. Our internal Covid Team will be meeting again this week, to revisit some safety measures for our city staff member's health, safety and all around safer environment. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy shared photos of the newly repainted water tower and that the project went well. ENGINEERING Parks Manager Noel Challis Bennion discussed entry signage for E.H. Young Park, a budgeted item this year and shared the Parks Board suggestion to issue a call for artists for the entry signage project. Following discussion, general consensus of the Board was given to issue the call for artist's approach for the signage at the entrance of E. H. Young Park. FINANCE Nothing to report. FIRE Nothing to report. Mayor Rose thanked Fire Chief Fowlston for the Fire Department's part in the Gatewoods parade, it was very nice. POLICE Nothing to report. Mayor Rose thanked Police Chief Skinrood for having two officers in patrol vehicles in the Gatewoods parade as too and it was very nice to see. PUBLIC WORKS Nothing to report. LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Rose remarked that it is unbelievable to be November 2nd already. It has been a 2020 year. Everything is going to look differently this year, it is a challenge yet enjoyable to step up and engage people. The Christmas event, Senior event, some of the other things planned, it is going to be different. We need to stay vigilant and continue to reinforce to our community and neighbors that they stay safe. Wear your mask, stay distanced, wash your hands and do our best to inform and protect our citizens. BOARD OF ALDERMEN Alderman Cockrell — Nothing to report. Alderman LoPorto — Nothing to report. Alderman Cretsinger— Thank you for the Covid updates, staff's diligent work and providing information regularly. Alderman Bowman — Nothing to report. Alderman Hammond — I want to thank Mayor Rose, Chief Skinrood and Chief Fowlston for their participation in the Gatewoods Halloween Parade. It was a lot of fun with about 18 families participating. Mayor Rose reminded everyone to vote tomorrow. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:31 p.m., second by Alderman Cockrell.
