HomeMy WebLinkAbout2003-04-15. ~ ,t Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri April 15, 2003 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on April 15, 2003 at 6:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Bun•is, Looker, Legaard, Beard and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, Michael Duffy, City Consultant, John McClelland, Matt Kitzi and Ben Prell, City Attorney's office. Minutes, April 1, 2003 Alderman Flaws moved that the minutes of April 1, 2003 be Approved approved, seconded by Alderman Burris, the vote was: Aye: Aldermen Legaard, Beard, Looker, Dazata, Flaws and Bums. Motion carries. Don Alexander, Allison, Don Alexander, Allison Alexander, 3403 NW Vivion Rd, spoke Alexander speaks regarding the request for Tumblecheer's site plan review. He stated there would be changes to the gable on the roof. The east side of the building is to look like the entrance as much as possible. The color is a gray EFIS coated metal panel and a synthetic stucco look. Mike Duffy speaks Mike Duffy, City Consultant said the Planning and Zoning regazding Tumblecheer Commission did evaluate the site plan and approve the Change of Use and recommends approval of the site plan. John Jackson speaks John Jackson, City Engineer said the storm run-off calculations were regazding Tumblecheer stamped by the engineer. The size of the inlet had been doubled. He said if the inlet at the southwest corner of the lot became plugged, there was a 20' difference in elevation and the drainage ditch could handle the drainage. Change of Use Permit Alderman Beazd moved to approve a Change of Use Permit and site & Site plan for Tumble- Plan for the location at the southwest quadrant of Gateway Drive and cheer at the SW quadrant NW Sls` Street for Tumblecheer owners, Mel and Julie Davis, seconded of Gateway & S IS` St, by Alderman Burris, the vote was: Approved Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Looker. Motion carries. Lawnmower Bids received Ed Trader, Pazks and Recreation received the following bids for two models of the Grasshopper lawnmower, the 325-61 and the 327A-61: Model 325-61 Mode1327A61 • Wiseman Lawn Equipment $6,600 $6,899 • Blue Valley Tractor & Supply 7,999 7,450 • Fries Lawn & Leisure 7,797 6,899 Minn 4/15/03 Lawnmower purchase Alderman Burris moved to approve the bid from Fries Lawn and Approved Leisure, 15375 Prairie View Rd, Platte City, Mo 64079 in the amount of $6,899 (if this model is available and if not the Mode1325-61 for $6,600, seconded by Alderman Looker, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Looker. Motion carries. Visitor from Boy Scouts Mayor Burch recognized Chris Brame from Troop 314 that was present to observe the meeting. Swearing in Ceremony for Louise Rusick, City Clerk swore in the newly elected officials, Newly elected officials Alderman Charles Burris, Ward I, Alderman Ray Beazd, Wazd II, and Alderman Pamela J Darata, Ward III. Bill No. 2003-45 Alderman Flaws moved to place Bill No. 2003-45 on its fast reading, Ratifying the certification of said Bill ratifying the certification of the election held on April 8, 2003, the election held on Apri18'" seconded by Alderman Darata, the vote was: Alderman Ward I Charles Burris 53 Write-In Votes 3 Alderman Ward II Ray Beard 32 Write-In Votes 2 Alderman Ward III Pamela J Darata 54 Gary McMichael 33 Write-In Votes 1 Aye: Aldermen Darata, Legaard, Beazd, Looker, Butris and Flaws. Motion carries. Ordinance No. 2003-45 Alderman Legaard moved to place Bill No. 2003-45 on its second Approved reading, and upon passage of same become Ordinance No. 2003-45, seconded by Alderman Burris, the vote was: Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Looker. Motion carries. Bill No. 2003-38 Alderman Flaws moved to place Bill No. 2003-38 on its fast reading, Placing a temporary moratorium placing a temporary moratorium on the submission and consideration on the submission & consider- of rezoning applications and building permits and other development ation of rezoning apps. & building applications within areas designated as commercial zoning districts permits & other development until May 30, 2003; or (ii) the adoption of the new zoning regulations apps. within areas designated as and restrictions, and/or the new zoning designation, seconded by commercial zoning districts Alderman Darata, the vote was: within areas designated as comm- ercial zoning districts Aye: Aldermen Looker, Darata, Bums, Legaard, Beard and Flaws. Mins. 4/15/03 Motion carries .. -y Ordinance No. 2003-38 Alderman Legaazd moved to place Bill No. 2003-38 on its second Approved reading, and upon passage of same become Ordinance No. 2003-38, seconded by Alderman Looker, the vote was: Aye: Aldermen Flaws, Dazata, Burris, Legaazd, Beard and Looker. Motion carries. Discussion of the proposed Dean Henricksen, John Brown & Company, 2499 NW Tullison Rd, Ordinance regazding the asked if the moratorium would affect any existing buildings that are moratorium in the commercial vacant and it was stated by Matt Kitzi, City Attorney's office, the district change of tenants is okay. Alderman Looker asked if a Change of Use application would affect remodeling and rehabilitation and it was stated this does affect everything zoned C-1. Bill No. 2003-44 Alderman Darata moved to place Bill No. 2003-44 on its first reading, Ratifying the appointment of said Bill ratifying the appointment of Evelyn Poe as a member of the Evelyn Poe as a member of Planning and Zoning Commission and setting the term for four years the Planning & Zoning Comm. expiring in May 2007, seconded by Alderman Bums, the vote was: Aye: Aldermen Darata, Bums, Legaazd, Beazd, Looker and Flaws. Motion carves. Ordinance No. 2003-44 Alderman Burns moved to place Bill No. 2003-44 on its second Approved reading, and upon passage of same become Ordinance No. 2003-44 seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Dazata, Burns, Legaard, Beard and Looker. Motion carries. Aldermen comments Alderman Darata asked when the dumpsters would be ready for spring cleanup and Mayor Burch said on Friday at the Union Hall. Alderman Burris asked if there is remodeling going on at the Skyline Inn. John said he would look into the matter. Motion for Alderman Legaazd moved that the meeting go into closed session, Closed Session pursuant to RSMo 610.021 (2) Real Estate with the City Attorney's assistant, seconded by Alderman Beard, the vote was: Aye: Aldermen Dazata, Legaard, Burris, Beazd, Flaws and Looker. Motion carries. Mins. 4/15/03 Motion for Open Alderman Flaws moved that the meeting go into open session, Open Session seconded by Alderman Darata, the vote was: Aye: Aldermen Burris, Legaazd, Beard, Flaws, Looker and Darata.
