HomeMy WebLinkAbout2005-089 - Service Agreement with Jeff KleinBILL NO.2005-89 ORDINANCE N0.2005-89 AN ORDINANCE AUTHORIZING THE CITY OF RIVERSIDE TO ENTER INTO A SERVICES AGREEMENT WITH, AND PAY CERTAIN FUNDS TO, JEFF KLEIN WHEREAS, Jeff Klein, Ph.D., NCSP ("Service Provider") is an individual providing services, including certain consulting services regarding public safety leadership ("Services"), to the City. WHEREAS, Service Provider desires to provide such Services and requires funding to provide services to the City for the development, design, creation, and publication of a Public Safety Leadership Exam. WHEREAS, the City finds that the provision of the Services is a public purpose and the City has the capability and desire to retain Service Provider for the provision of such Services to the City. NOW, THEREFORE, BE IT ORDAINED, by the Board of Aldermen of Riverside, Missouri, as follows: Section 1. The City finds that the provision of the Services contributes to the welfare of the City as well as the economic and social potential of the City and its residents, that the Services are important to the welfare of the City and that the provision of funds to assist in providing such Services are for a public purpose. Section 2. The City of Riverside shall pay to the Service Provider the sum of Three Thousand Six Hundred Eighty-Five and 00/100 Dollars ($3,685.00) for the provision of Services to the City, pursuant to a Services Agreement, in substantially the form attached as Exhibit A, which is hereby approved. Section 3. The Mayor and City Clerk are authorized and directed to execute the Services Agreement with such changes as such officer shall approve, execution of such document being conclusive proof of such approval. The Mayor, City Clerk and City Administrator are each authorized and directed to perform all acts and execute any other documents necessary or desirable to effectuate the intent of this Ordinance. The City Clerk is hereby authorized and directed to ensure that a check in the amount described in Section 2 is drafted and presented to an authorized official of the Service Provider, upon execution of the Services Agreement. Section 4. The sections, paragraphs, clauses, and phrases of the Ordinance are severable and if any portion of the Ordinance is declared unlawful by the valid judgment, decree, or injunction order of a court of competent jurisdiction, such ruling shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of the Ordinance and all provisions of the Ordinance not specifically declared to be unlawful shall remain in full force and effect. In this proposal, I have taken efforts to address department needs and requirements as they relate to my capabilities and experience. Riverside Public Safety Leadership Exam Based on my understanding of the department's needs, I propose a paper and pencil exam of law enforcement leadership candidates' potential and knowledge of leadership principals in the context of the Riverside Department of Public Safety. This exam will be used in conjunction with other department candidate screening processes including interview and record review. Content for the exam will be derived from Riverside Department of Public Safety's Policy Manual as well as from Creating Public Value by Mark H. Moore. The format of the exam will be designed to efficiently assess knowledge and potential with greater emphasis placed on more critical concepts.
