HomeMy WebLinkAbout2020-11-17 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 17, 2020 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside. Missouri, on Tuesday, November 17, 2020. Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Nathan Cretsinger, Sal LoPorto, Dawn Cockrell, Jill Hammond, and Aaron Thatcher. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community Development Director Mike Duffy. Also present was City Attorney Paul Campo and Special Counsel Joe Bednar by Zoom. MOTION TO ENTER INTO Alderman LoPorto moved to close the workshop and enter into CLOSED @ 6:30 P.M. closed session pursuant to RSMo 610.021 (1) Legal Action and litigation, second by Alderman Bowman. Yes: LoPorto, Bowman, Thatcher, Cretsinger, Cockrell, and Hammond. Motion carried 6-0. MOTION TO ADJOURN Alderman Bowman moved at 7:04 p.m. to adjourn closed CLOSED @ 7:04 P.M. session with no action taken, second by Alderman LoPorto. Yes: Bowman, LoPorto, Thatcher, Hammond, Cockrell, and Cretsinger. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:06 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Al Bowman, Aaron Thatcher, Jill Hammond, and Dawn Cockrell. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, Public Works Director Tom Wooddell, Finance Director Nate Blum, HR Manager Amy Strough, IT Manager Jason Ketter, and Police Captain Gary McMullin. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman LoPorto moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Cretsinger, Bowman, and Thatcher. Motion carried 6-0. MINUTES OF 11-02-20 Alderman LoPorto moved to approve the minutes of the November 2, 2020 regular meeting, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Cretsinger, Bowman, and Thatcher. Motion carried 6-0. COURT REPORT Alderman LoPorto moved to approve the Court Report for October 2020, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Cretsinger, Bowman, and Thatcher. Motion carried 6-0. RESOLUTION 2020-108 Alderman LoPorto moved to approve Resolution 2020-108 Appoint Potter to Park Board appointing Andrew Potter to the Park Board, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Cretsinger, Bowman, and Thatcher. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2020-107 Alderman Thatcher moved to approve Resolution 2020-107 Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021 weeks ending November 611 and November 13th in the amount of $343,246.98, second by Alderman LoPorto. Yes: Thatcher, LoPorto. Bowman Cockrell, and Cretsinger. No: None. Abstain: Hammond. Motion carried 5-0-1. PUBLIC HEARING Mayor Rose opened the public hearing at 7:09 p.m. to consider Skyline Townhomes a request to amend the approved development plan for the Planned Development "PD' Zoning District and for a preliminary /final development plan and preliminary/final plat for the Skyline Townhomes. The property is generally located on the north side of NW 50th Terrace, west of Gateway Drive to the northern City limits of Riverside, in the City of Riverside, Missouri. Community Development Director Mike Duffy explained that this went before the Planning Commission last Thursday evening and they recommended to approve unanimously, this project and all ordinances before the Board this evening. PowerPoint presentation of the area was viewed and explained. Representative for the Skyline Townhomes, LLC, Patricia Jensen reviewed interior photos of the planned homes and other details 2 for the development. Alderman Hammond asked about what the view of the Townhomes would be as one is driving down Gateway? Attorney Jensen responded that the back side of the townhomes will be seen, not a lot of cars or parking area. A screening and buffering area is being planned and cars will not be allowed to park along Gateway. Alderman Hammond inquired about concerns of increased crime with the increase of residents in the neighborhood? Are there procedures or considerations for these types of concerns? Andy Mackey told the Board that first responder discounts are offered to renters because their marked cars detour crime. Brian Mertz explained the layout of each home, square footage and answered further questions of the Board. Alderman Hammond asked about the construction near current Gatewoods homes, if the builders would take care of the established landscaping, etc. City Administrator Koral added that builders will have to be diligent and follow city guidelines with regards to silt runoff and erosion control. Hammond also asked about the increased traffic in the area with the additional 128 homes. Community Development Director Duffy gave details of the use and studies on the traffic for all areas affected by the development. Mayor Rose asked for any further comments and hearing none she closed the public hearing at 7:36 p.m. BILL NO. 2020-046 City Clerk Robin Kincaid gave first reading of Bill No. 2020-046. Skyline Preliminary Plat Alderman Thatcher moved to accept first reading and place Bill No. 2020-046 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Cockrell, Cretsinger, and Bowman. Motion carried 6-0. Alderman Hammond moved to approve Bill 2020-046 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Bowman, Cretsinger. Cockrell, and LoPorto. Motion carried 6-0. BILL NO. 2020-047 City Clerk Robin Kincaid gave first reading of Bill No. 2020-047. Skyline Development Plan Alderman Thatcher moved to accept first reading and place Bill No. 2020-047 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Cockrell, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. Alderman Hammond moved to approve Bill 2020-047 and enact said bill as ordinance, second by Alderman LoPorto. Skyline Townhome PDD Alderman Thatcher moved to accept first reading and place Bill No. 2020-048 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, Cockrell, LoPorto, and Bowman. Motion carried 6-0. Alderman Hammond moved to approve Bill 2020-048 and enact said bill as ordinance, second by Alderman LoPorto. Skyline Pre-Development Alderman Thatcher moved to accept first reading and place Bill No. 2020-049 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Cockrell, Bowman, Cretsinger. Motion carried 6-0. Alderman Hammond moved to approve Bill 2020-049 and enact said bill as ordinance, second by Alderman Thatcher. PUBLIC HEARING Mayor Rose opened the public hearing at 7:44 p.m. to consider Rezoning C1 to PD a request to rezone property from C-1 "Commercial" to PD "Planned Development". The property is generally located on the south side of NW Platte Road, east of NW Riverway Blvd., north of Missouri Highway and west of Briarcliff Professional Plaza, in the City of Riverside, Missouri. Community Development Director Mike Duffy stated that it is outstanding to have two very exciting projects in one meeting. PowerPoint slides showed the project to build a new Red X store and he explained that the rezoning of this area was heard by the Planning Commission on Thursday evening and was passed unanimously. Richie Benninghoven with Briarcliff Development introduced himself as Zeke Young's representative for this project, asking for the Board's approval on the two ordinances this evening. He reviewed details of the project and that they will have a full service grocery store for the City of Riverside, keeping Red X as Red X. Zeke spoke to the Board about all that will be offered at the new location and announced that Red X just received word that they are the number one location in the State of Missouri in lottery sales. We hope to have it up and running in 2021. Mayor Rose asked for any further comments and hearing none she closed the public hearing at 7:55 p.m. 4 BILL NO. 2020-050 City Clerk Robin Kincaid gave first reading of Bill No. 2020-050. Rezoning for Red X Alderman Thatcher moved to accept first reading and place Bill No. 2020-050 on second and final reading, second by Alderman Hammond, Yes: Thatcher, Hammond, LoPorto, Bowman, Cockrell, and Cretsinger. Motion carried 6-0. Alderman Hammond moved to approve Bill 2020-050 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Bowman, LoPorto, Cretsinger and Cockrell. Motion carried 6-0. BILL NO. 2020-051 City Clerk Robin Kincaid gave first reading of Bill No. 2020-051. Red X Final Development Alderman Thatcher moved to accept first reading and place Bill No. 2020-051 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Bowman, and Cockrell. Motion carried 6-0. Alderman Hammond moved to approve Bill 2020-051 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Cockrell, Bowman, LoPorto, and Thatcher. Motion carried 6-0. BILL NO. 2020-052 City Clerk Robin Kincaid gave first reading of Bill No. 2020-052. Blight Removal Community Development Director Mike Duffy reported that the property requested for this blight removal is where the previous Swope Health was located south of the Corner Cafe Corporate Offices. They have a contract to demo the building and our program is available to receive $4,000 from the City to help through our blight program. Analysis of the site was provided in your packet and we are recommending Board approval. Alderman Thatcher moved to accept first reading and place Bill No. 2020-052 on second and final reading, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Cockrell, Hammond, Bowman, and LoPorto. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2020-052 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cretsinger, Thatcher, LoPorto, Bowman. Cockrell, and Hammond. Motion carried 6-0. 5 RESOLUTION 2020-109 Community Development Director Mike Duffy reminded the Board Rally Cross Agreement of the success at the first KCSCCA rally cross event. They were hoping to have more events next year, but they sent an email to me, wanting to have only a local organization event on Dec. 5-6, 2020. The agreement has all the same requirements as the previous agreement. Alderman LoPorto moved to approve Resolution 2020-109 approving a park use agreement with Kansas City Region, Sports Car Club of America (KCSCCA), second by Alderman Hammond. Yes: LoPorto, Hammond, Thatcher, Cockrell, Bowman, and Cretsinger. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral remarked that this has been quite a meeting. The two projects approved tonight represent tens of millions of dollars of private investment in our City, this is a positive sign for where our community is headed. I want to introduce a new member of our team, Jason Ketter, our new IT Manager. We are very excited to have him here. Tomorrow we have invited apartment managers here for lunch to get the process moving forward on connecting to these neighborhoods. You also will find a booklet "Resilience" together, is our 2020 Annual Report that is sent to each residential and business in the City. Koral then gave the COVID 19 update by PowerPoint. With the theme of resilience, this past weekend is typically when we do Shop with a Cop/Fire Fighter at a big box store, but with COVID, the store told us we could not have a big group come to this year. Police and Fire put their heads together and have figured out a way to host in a way that children and families could still shop with a policeman or a firefighter on a laptop through Amazon. I am really proud of the team over there, pulling together and really making us "Upstream from Ordinary". It has seemed to be a bit of a darker year for everyone this year, so in an attempt to make it brighter, Public Works Director Tom Wooddell and his team have gone to work. We don't think there has ever been more lights in trees. We are working on "A Riverside Christmas" that will be different from our regular tree lighting, to be practicing social distancing and strolling through luminaries. We are awaiting approval from the Platte County Health Department to move forward with this on December 5''. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy commented that as evidenced by the ordinances this evening we have been very busy in the community development department and I would be remiss, if I did not say Sarah Wagner has worked on a lot of these projects, has worked in meetings with developers or potential developers and she has been a big part of working diligently to bring these projects forward. She and Rhonda Smith handle the Planning Commission meetings on their own. 6 Mayor Rose added that Sarah and Rhonda did an excellent job at the meeting the other night. Make sure they know that their participation is quite valuable in the process. Alderman Aaron Thatcher left the meeting at 8:25 p.m. He stated that he wants to thank the entire staff for their work on the projects brought forward this evening, it has been one of those nights that we will remember for years to come. ENGINEERING Nothing to report. FINANCE Finance Director Nate Blum reported that the auditors will present their findings to the Board at the December V" meeting and then he gave an update on the October 2020 revenues and expenditures through PowerPoint slides. FIRE Fire Chief Gordon Fowlston reported that Santa will still be on the fire truck and visiting the neighborhoods on December 16 & 17 from 5:30 p.m. to 7:30 p.m. It will be quite different from previous years, but it will go through the neighborhoods. POLICE Captain Gary McMullin reviewed the monthly activity report from October 2020, PUBLIC WORKS Public Works Director Tom Wooddell gave an update on the roof project for City Hall and the Community Center. There will be a final walk through on Monday and see what is left on the punch list. We are going to have two really good roofs when they are finished. LEVEE BOARD Travis Hoover reported there will be a meeting tomorrow. MAYOR'S DISCUSSION Mayor Rose mentioned that she and Alderman Hammond attended the Awards for Valor with Chief Skinrood at Argosy. There are so many moving stories and it was really a great event. It was number 49 and Chief will be the President at 50th Awards for Valor. The people that were honored, it is so well deserved. We are so appreciative of all the work that our police department does for all of us, please pass that on as well. I am very proud of the 2020 Progress Report and they should be in our resident's hands soon. Everyone stay vigilant and stay safe. BOARD OF ALDERMEN Alderman Cockrell — Nothing to report. Alderman LoPorto —We always say thank you to Public Safety and Public Works, but I want to say thank you to Robin for always keeping us organized and on track. Alderman Cretsinger— I am very excited for long-time residents, Mayor Rose and Alderman Cockrell, and long-time board member 7 Alderman Thatcher, for everything that has happened tonight. It is cool to see. Jason, we are very excited for you to join the team. Thank you to Public Safety for making the community outreach of shop with a cop/firefighter work in these difficult times. Alderman Bowman — Nothing to report. Alderman Hammond — This meeting was so exciting. Not just the Skyline Townhomes, but the redesign of Red X and even the Sports Car Club, all about our past, remembering who we are and moving forward as well. Thank you to Mike and your team for your hard work. I think the voting in the gym this time was really nice and it is great to be in a community like this where we are efficient and people care about other's safety and do what they can to help.
