Minutes of Regular Meeting of
Board of Aldermen of City of Riverside, Missouri
May 6, 2003
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on May 6, 2003 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Legaard, Beard
and Flaws.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson,
City Engineer, Michael Duffy, City Consultant, Matt Kitzi and Ben Prell, City Attorney's office.
Minutes, April 15, 2003 Alderman Looker moved that the minutes of April 15, 2003 be
Approved corrected and approved, seconded by Alderman Legaazd, the vote was:
Aye: Aldermen Burris, Flaws, Dazata, Legaazd, Beard and Looker.
Motion carries.
Minutes, Apri129, 2003 Alderman Looker moved that the minutes of Apri129, 2003 be
Approved approved and corrected, seconded by Alderman Burris, the vote was:
Aye: Aldermen Legaazd, Beazd, Looker, Dazata, Flaws and Burris.
Motion carries.
City Engineer's comments John recommended approving the request made by Jim Trimble, 5503
NW Foxhill Road, Parkville, Mo for the Building Permit for storm
and sanitary sewer revisions at the Gate Woods Subdivision, and the
memorandum of recommendations made a part of these minutes.
Building Permit Alderman Looker moved to approve a Building Permit for Gate
for Gate Woods LLC Woods Development LLC to make minor revisions to the Gate
for sanitary & storm Woods Subdivision utilities, storm and sanitary sewer, resulting
revisions, Approved to the recent re-plat, seconded by Alderman Beard, the vote was:
Aye: Aldermen Looker, Legaazd, Beazd, Darata, Flaws and Bums.
Motion carries.
Public Hearing Opened Mayor Burch opened the Public Hearing at 8:14 p.m. to consider
approval for Riverside Red-X to pazk semi trailers at 2401 W. Platte
Road. There wasn't anyone present for representation and it was
recommended the request be continued..
Public Hearing Continued Alderman Flaws moved to continue the hearing until May 13`h, until
May 13th seconded by Alderman Beazd, the vote was:
Aye: Aldermen Burris, Legaard, Flaws, Darata, Beard and Looker.
Motion carries.

Mike Dufffy speaks Mike snmmari~ed the Planning and Zoning Commission report
for the Change of Use Permit request for The Mortgage Source.
He stated a sign permit request is not presented at this time because of
the upcoming Gateway road improvements so a temporary sign will
be requested.
Change of Use Permit Alderman Legaard moved to approve a Change of Use Permit for
for The Mortgage Source, Kim Pazente, The Mortgage Source, 4823 NW Gateway to do
business as mortgage brokers, seconded by Alderman Beazd, the
vote was:
Aye: Aldermen Flaws, Dazata, Burris, Legaard, Beazd and Looker.
Motion carries.
Building Permit John stated the request for a Building Permit for property owners,
request for Ralph & Sandra Ralph and Sandra Schmude to repair certain storm damaged
Schmude, referred to the P&Z duplexes Sunday, May 4th on Homestead Road and Homestead Terrace
are being referred to the Planning and Zoning Commission for review.
The procedure for the storm damaged buildings will go through the
normal procedure and expedited as soon as possible.
Rick Tumer, 4707 NW High Drive has the most structural damage. On
Valley Lane, one home has structural damage.
John Jackson's comments An independent company is needed to perform a structural review to
make sure the buildings aze put back on a sound foundation.
Inspections on the roofs need to be performed to see if there is
structural damage. If the city and the insurance company decide there
is no structural damage, a building permit is not necessary.
Dangerous Buildings declared Rick Turner's home at 4707 NW High Drive, Larry Edgaz, 4720 NW
High Drive and Ralph and Sandra Schmude, property owners of several
duplexes on Homestead Road and Terrace are declared as dangerous
buildings. Everyone who has these dangerous buildings will need an
independent review.
Ralph Schmude's comment Mr. Schmude thanked the Mayor, boazd and city for taking caze to
expedite the clean up of debris and was glad to report there were no
injuries. He commented on how the community had all come together.
He said the structural engineer would have a report soon.
Alderman Looker's comments Alderman Looker expressed "what a great job" the city had done on
the storm clean up and a great opportunity to involve the community.
City Administrator comment David said a contract was signed with ESI (Environmental Specialists,
Inc.) to help with the clean up.
Public Safety comment Cltief Simpson said on Sunday, May 4m at 1 p.m a tornado watch
was reported until ? p.m. Two spotters, Mike Shelton and
were positioned at Argosy and Pazk Hill South High School. Eazly
warning signs were initiated. A mandatory response to officers was
initiated.

The State Emergency Management Association and the Federal
Emergency Management Association representative toured the
damaged areas today.
Thirty multi-family homes were damaged. Forty-one single family,
three severely damaged and eight commercial businesses damaged and
two (ABC/Scherer Trucking) and Nash Gas destroyed.
The water tower antenna was damaged and replaced today.
Captain Mark Owen, Platte County Sheriffs office reported
$34,000,000 damage.
Kansas City Power & Light Comany stated 138 customers still didn't
have power and should be back on by 7:00 p.m this evening.
Public Safety offered Northmoor assistance.
Mayor Burch's comment Mayor Burch commented on an "excellent job" that Public Safety had
performed.
The Mayor said she called Channel s News to let them know they
hadn't mentioned Riverside.
Resident comment Evelyn Poe, 3002 NW Florence said she was pleased with the concern
from several city officials and employees.
Shawn Lee resident at 4824 NW Homestead Road said he had lived in
Oklahoma and has been through six tornadoes. He commended
everyone on expediting the clean up. Shawn was given an applaud for
doing much of the organizing of clean up.
Design Standards Mike Duffy said the advertising has been done for the design standards
There are five people on the committee who have been working on it.
He reviewed with the board the C-1 District, stating in paragraph 3,
metal will be replaced.
E.H. Young Shelter House Alderman Looker moved to approve Shelter House fees for the E.H.
fees, Approved Young Riverfront Pazk for the Lazge Shelter: $50 for Residents with a
$200 deposit, $300 fee for non-residents with a $250 deposit and
Commercial $300 with a $250 deposit, no fees for the two smaller
shelters, only reservations, seconded by Alderman Looker, the vote
was:
Aye: Aldermen Dazata, Looker, Legaard, Beard and Flaws.
No: Alderman Bums.
Motion carries.
Bill No. 2003-47 Alderman Looker moved to place Bill No. 2003-47 on its fast reading,
Ratifying the acceptance ratifying the acceptance of bids on $17,240,449.80, seconded by
ofbids on $17,240,449.80 Alderman Burris, the vote was:

Recess A brief recess was called at 7:25 p.m.
Reconvened The Mayor and board answered to roll call at 7:35 p.m.
Aye: Aldermen Legaard, Beazd, Looker, Dazata, Flaws and Bums.
Motion carries.
Ordinance No. 2003-47 Alderman Burris moved to place Bill No. 2003-47 on its second
Approved reading, and upon passage of same become Ordinance No. 2003-47,
seconded by Alderman Legaard, the vote was:
Aye: Aldermen Flaws, Dazata, Burris, Legaazd, Beazd and Looker.
Motion carries.
Municipal Court Report Alderman Beard moved to approve the Municipal Court Report for
Approved April, seconded by Alderman Burris, We vote was:
Aye: Aldermen Looker, Beard, Bums, Flaws, Darata and Legaard.
Motion carries.
Bill No. 2003-46 Alderman Beard moved to place Bill No. 2003-46 on its fast reading,
Payment of Indebtedness said Bill authorizing the payment of certain indebtedness listed therein,
and corrected, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Looker, Darata, Bums, Legaazd, Beard and Flaws.
Motion carries.
Ordinance No. 2003-46 Alderman Flaws moved to place Bill No. 2003-46 on its second
Approved reading, and upon passage of same become Ordinance No. 2003-46,
seconded by Alderman Looker, the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaazd, Beard and Looker.
Motion carries.
Bill No. 2003-48 Alderman Beazd moved to place Bill No. 2003-48 on its fast reading,
Authorizing the City to said Bill authorizing the City of Riverside, Missouri to employ
employ Douglas Poindexter Douglas M. Poindexter as a fixll time Public Safety Officer in the
as a FT P.S. Officer Department of Public Safety to the position of Warrant Office and the
salary for this position be set at $32,000.00 annually to be effective
with May 15, 2003 with full benefits and aone-year work test period,
seconded by Alderman Darata, the vote was
Aye: Aldermen Bums, Flaws, Dazata, Legaard, Beazd and Looker.

Chief Simpson's comment Chief Simpson recommended Doug Poindexter for re-hire for a
Full Time Public Safety Officer with the position of Warrant Officer.
The Chief stated if he would serve four warrants a day this would pay
his salary, but hopefully can serve 10-15 daily. The Officer would
perform with the other staff, including fire calls.
Ordinance No. 2003-48 Alderman Flaws moved to place Bill No. 2003-48 on its second
Approved reading, and upon passage of same become Ordinance No. 2003-48,
seconded by Alderman Looker, the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Looker.
Motion carries.
Aldermen comments Alderman Bums mentioned the semi/tractor parked at Ramsey Motors.
This will be investigated.
Alderman Flaws mentioned the tractor trailers parked in the Industrial
Park. It was stated these can be parked in the Industrial area without a
Special Use Pemrit.
Adjournment By unanimous decision, the meeting adjourned at 8:20 p.m.
