HomeMy WebLinkAbout2020-12-01 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December 1 , 2020 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 1, 2020. Mayor Rose called the meeting to order at 6A5 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Nathan Cretsinger, Aaron Thatcher, Jill Hammond, Dawn Cockrell, and Sal LoPorto. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy Strough, and Police Chief Chris Skinrood. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman LoPorto moved to enter into closed session CLOSED @ 6:46 P.M. closed session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Thatcher. Yes: LoPorto, Thatcher, Hammond, Bowman, Cockrell, and Cretsinger. Motion carried 6-0. MOTION TO ADJOURN Alderman LoPorto moved at 7:01 p.m. to adjourn closed CLOSED @ 7:01 P.M. session with action taken, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Bowman, Hammond, Cretsinger, and Thatcher. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:06 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Aaron Thatcher, Nathan Cretsinger, Al Bowman, Sal LoPorto, and Dawn Cockrell. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Nate Blum, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, and HR Manager Amy Strough. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. l PRESENTATION Finance Director Nate Blum introduced Kristen Hughes with RSM June 30, 2020 Audit Report US LLP. She reviewed the final audit report letter to the Mayor and Board. The report states that the auditing firm did not identify any deficiencies in internal control of financial reporting, there were two audit adjustments but were not significant in nature, and that it was a clean audit. The Board was given the opportunity to ask questions that the auditor answered. CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as presented, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Bowman, Cockrell, LoPorto, and Thatcher. Motion carried 6-0. MINUTES OF 11-17-20 Alderman Hammond moved to approve the minutes of the November 17, 2020 regular meeting, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Bowman, Cockrell, LoPorto, and Thatcher. Motion carried 6-0. RESOLUTION 2020-110 Alderman Hammond moved to approve Resolution 2020-110 Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021 weeks ending November 201h and November 27th in the amount of $312,232.05, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Bowman, Cockrell, LoPorto, and Thatcher. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2020-111 City Engineer Travis Hoover reported that this resolution is for the Emerson Artwork Agreement artwork at Tremont Trafficway. The Art Committee received 46 submissions for this project, they narrowed it to 4 for interviews. Design was shown that will go in the middle of the round-about. Questions of the Board were answered. Alderman LoPorto moved to approve Resolution 2020-111 approving an agreement with Seth Emerson Palmiter for the creation, purchase, and sale of artwork, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, Bowman, Cockrell, Thatcher, and Hammond. Motion carried 6-0. Mayor Rose announced that Resolution R-2020-112 will be pulled from the agenda this evening and bring back at a later date. CITY ADMINISTRATOR City Administrator Brian Koral explained that the resolution was pulled from the agenda so that our new IT Manager on staff would 2 have an opportunity to review the bid to assure the equipment needed for the IT Room. Jason will also be assisting the Police Department with the RFP for the security cameras, in-car video, and access equipment upgrade. Koral then reviewed the COVID- 19 cases update through PowerPoint. An Upstream from Ordinary touching story was shared regarding Assistant Fire Chief Snarr. We thank him for his care and service above and beyond in a difficult situation. Koral also informed the Board that the City submitted a CARES ACT Platte County Grant yesterday in the amount of nearly $500,000 and he shared some of the requests that were included in the application. Our annual Celebrating Anniversary Luncheon in the next couple weeks and we are going to have further discussions at staff meeting if this will be postponed to the springtime with our attempts to segregate departments due to COVID. I want to thank Public Works Director Tom Wooddell and his crew, there are several more Christmas lights out this year and it looks fantastic. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy shared that the budget this past year allocated some funding to do a small lot subdivision in Horizons to possibly move some of the small businesses located in our "downtown" and that would be more suited to be in a business park setting, such a& K&G Striping or Erosion Specialist. These have outdoor storage that would fit better in a business park setting. We have asked RIC to get a task order for this project that we will bring to you in the near future. We have engaged Mysidewalk to do some work for us regarding demographics and data we have collected, to find out what could be key performance indicators. We have had two workshops with them at this point and will eventually have a workshop of compiled findings with you, the BOA for discussions. Mike answered some inquiries about Red X and the old Hawg Jaw improvements. ENGINEERING Nothing to report. FINANCE Finance Director Nate Blum informed the Board that the new secure signature module for Incode is now in place and checks are now printed with their signature. All check information is supplied in your packet for review and if any of you wish to have some type of further information, please let me know. FIRE Fire Chief Fowlston confirmed that Santa will be on the fire truck in the neighborhoods on December 1611 & 1711 . POLICE Nothing to report. PUBLIC WORKS Public Works Director Tom Wooddell thanked Brian Koral for his vision on the Christmas light project. Norman and I need to give all the credit to our team. We empowered them and trusted them to do the work how they wanted to see it done. Those lights are their work and I am proud of them. We hope this may help put a little joy in people's lives in these trying times as they drive by and pick up their Christmas spirit. LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Rose noted that City Administrator Koral, Alderman Hammond hosted a luncheon for apartment complex managers in Riverside. Two managers attended and it was very enlightening for them, to see all the programs and services our City offers for our residents. These conversations went very well and we hope to have another in the future. Next Tuesday, December 8th is our normal Senior's luncheon and as with every event this year, it is going to look much different, so, we are going to have meals delivered to our seniors that signed up or they will come by and pick them up. Chief Skinrood added that the Corner Cafe is helping by supplying hot meals to Riverside Nursing Home and hot meals will be delivered to Windemere as well. We have had a great response and will be able to provide meals to many of our residents that normally attend on site. We have a blood drive sponsored by the American Red Cross on December 1411 in the PS Training Room, if you wish to give, please go on their website and sign up or call Holly to help set an appointment. I give all accolades to Tom and his crew for how beautiful the City looks. This Saturday we would have been having our"Riverside Christmas" and obviously Platte County told us we could not have that, so it was cancelled. We now have an entire year to plan for next Christmas, so that is exciting. I also want to give a shout-out to the work Jennifer Enna did with all the Christmas decorations here inside City Hall, it looks beautiful too. Lastly, I received a special message from Superintendent Cowherd today. She appreciated that the City approved the Skyline Townhomes Project without giving any incentives, meaning families, homes and children for the school system without taking any funding away. The school is very grateful. BOARD OF ALDERMEN Alderman Bowman — Nothing to report. Alderman Cretsinger—Thank you for all the lights, it is very exciting! Alderman LoPorto— Nothing to report. Alderman Cockrell — Nothing to report. Alderman Thatcher— I would like to give props to Mike Duffy and his team and those involved over the last ten years, to always be 4 able to come up with creative ways to solve our partner problems without involving tax abatement and harming the school district. Alderman Hammond — The lights are beautiful and the picture of them on the video board is stunning! I am proud to live in a community that values art, it is appreciated, and that we as a City can move forward with a project like this, in these times, is wonderful.
