HomeMy WebLinkAbout1756 Final Plat of Palisades Second Plat BILL NO. 2020-055 ORDINANCE NO. 13-SZf AN ORDINANCE APPROVING THE FINAL PLAT OF PALISADES SECOND PLAT SUBDIVISION OF THE CITY OF RIVERSIDE, PLATTE COUNTY, MISSOURI. WHEREAS, Application No. PC20-10, submitted by Phelps Engineering on behalf of David Barth requesting approval of the final plat of Palisades Second Plat, a minor subdivision in the City of Riverside, Platte County, Missouri, was referred to the Planning Commission; and WHEREAS, the Planning Commission considered the application on December 10, 2020 and rendered a report to the Board of Aldermen recommending that the final plat be approved; and WHEREAS, that it is in the best interests of the City of Riverside, Missouri to approve the final plat of Palisades Second Plat as set forth herein; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 — APPROVAL OF FINAL PLAT. That the Final Plat of Minor Subdivision of Palisades Second Plat, a subdivision of the City of Riverside, Platte County, Missouri, a true and correct copy of which is attached hereto and incorporated herein, is hereby approved, platting the property legally described in Exhibit "A" attached hereto. SECTION 2 — APPROVAL OF DEDICATION. That the City of Riverside approves dedication of the streets, municipal uses, easement, access, and utilities shown on the plat, not heretofore dedicated to the public on property owned by the City as shown on the plat. SECTION 3 - ACCEPTANCE OF DEDICATION. That the City of Riverside hereby further accepts the dedication of on the plat of all streets, municipal uses, easement, access, and utilities shown on the plat, not heretofore dedicated to the public is hereby accepted for the purpose as therein set out. SECTION 4 — REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. SECTION 5— SEVERABILITY CLAUSE. The provisions of this ordinance are severable and if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not affect the validity of the remainder of this ordinance. SECTION 6 — EFFECTIVE DATE. This ordinance shall be in full force and effect from and after the date of its passage and approval. Final Plat Palisades, Second Plat General Information Applicant: Phelps Engineering, Inc. (On behalf of David Barth) Location: North side of West Platte Road between Riverside Dr. and Valley Ln. Application: Final Plat(Palisades Second Plat) Zoning: PD-Planned Development Existing Land Use: Undeveloped Proposed Land Use: Single Family Residential Site Area: Approximately 40 Acres(1,737,354.68 square feet) Number of Proposed Lots: 37 Lots and 3 Tracts. The tract will be utilized for private open space. Procedure: This application is a major subdivision within the UDO. The final plat will be reviewed by the Planning Commission and final action will be taken by the Board of Aldermen. Overview Site History: The plat is the second phase of the preliminary plat that was approved October 13,2016 by the Planning Commission and on October 18, 2016 by the Board of Aldermen under the name Woodland Place. The first phase was approved by the Planning Commission on May 24,2018 and the Board of Aldermen on June 5, 2018. Since then 14 of the lots in the first phase have had permits pulled on them to begin construction. Lots: The second phase of this development will consist of 37 lots and 3 tracts of open space. Lot sizes vary from 28,312.21 square feet at the largest to 13,138.13 square feet at the smallest which exceeds the minimum requirement of 10,000 square feet. Transportation: The second phase of the development will have access off NW Valley to Palisades Drive and will extend NW Palisades Drive and include a new street to the north. Utilities: The development will connect to and extend existing utilities throughout the site. Open Space: Three tracts totaling approximately 436,383.24 square feet will be utilized as private open space. The tracts will remain private property and will be maintained by a private entity/HOA. Analysis The Comprehensive Master Plan indicates that this area could provide an opportunity for new high- quality residential development. The Plan also discusses the need for more housing and more variety of housing. The proposed plat is in conformance with all of these goals. Page 1 of 2 Recommendation The final plat meets the criteria for platting and is in conformance with the Comprehensive Master Plan; therefore, staff recommends approval of the Final Plat.
