A RESOLUTION APPROVING TASK ORDER NUMBER 1 WITH OLSSON, INC.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
THAT the Riverside Board of Aldermen hereby approves Task Order Number 1 by and
between the City of Riverside and Olsson, Inc., in substantially the form attached hereto, and
the Mayor is authorized to execute the Task Order Number 1 on behalf of the City; and
FURTHER THAT the Mayor, the City Administrator and other appropriate City officials
are hereby authorized to take any and all actions as may be deemed necessary or convenient
to carry out and comply with the intent of this Resolution and to execute and deliver for and on
behalf of the City all certificates, instruments, agreements and other documents, as may be
necessary or convenient to perform all matters herein authorized, and
FURTHER THAT this Resolution shall be in full force and effect from and after its
passage and approval.

Task Order Number 1
For Engineering Services
This Task Order is entered into as of the 1511 day of December, 2020 (the "Effective
Date"), by and between Olsson, a Nebraska corporation having an office at 1301 Burlington St,
Suite 100, North Kansas City, MO 64116 ("Olsson") and the City of Riverside, Missouri, a
Missouri municipal corporation (the "City").
WHEREAS, the City has engaged Olsson to provide engineering services pursuant to
the Agreement for Engineering Services dated October 611, 2020 pursuant to which the City may
task Olsson to provide additional professional engineering services on a project-specific basis
by acknowledging a separate Task Order.
NOW, THEREFORE, in consideration of the promises and mutual covenants between the
parties and for other good and valuable consideration the receipt of which is acknowledged by
the parties, they agree as follows:
1. Incorporation of Base Agreement. This Task Order is subject to all terms and
conditions contained in the Agreement for Engineering Services dated October 611, 2020, that
are not inconsistent with the specific terms contained herein, and the Agreement for
Engineering Services dated October 611, 2020, between the parties is incorporated herein as if
set forth in full by this reference.
2. Scope of Services. The Scope of Services pursuant to this Task Order are as
contained in Exhibit A.
3. Term. Olsson shall begin work pursuant to this Task Order upon its Effective Date, and
shall continue until the Horizons and 41St Intersection Project 620-228 ("Project") is completed
as evidenced by final acceptance of the Project by the City.
4. Compensation. Compensation is set forth in this Task Order.
5. Project Schedule. Project schedule is set forth in this Task Order.

EXHIBIT A
SCOPE OF SERVICES
Olsson's Scope of Services for the Agreement is indicated below.
PROJECT DESCRIPTION AND LOCATION
Project will be located at: Riverside, Missouri
Project Description: Horizons Parkway and NW 41 st Street Intersection Improvements
SCOPE OF SERVICES
Olsson shall provide the following services (Scope of Services) to Client for the Project:
Phase 100—Survey
Boundary and Topographic Survey $11,200.00
Olsson will collect boundary and topographic survey data of Project site as
shown on the attached Exhibit B.
Boundary survey data shall be based on the Missouri State Plane Coordinate
System NAD 83—West Zone-US Survey foot and shall depict rights-of-way along
and on each side of Horizons Parkway and NW 415' Street, adjacent and within
topographic areas, as required.
Topographic survey data shall be based on NAVD 1988 vertical datum and shall
depict contours at a 1-foot vertical interval; all physical improvements, including
buildings, driveways, fencing, vegetation, and visible utilities; and horizontal
locations of underground utilities, as located and marked by Missouri One-
Call system within Project limits as generally shown on Exhibit B. Survey shall
include centerline of pavement data 500 feet beyond Project limits.
Phase 200—Conceptual Study
Intersection Control Review $13,000.00
Olsson will review traffic control methods at Horizons Parkway and NW 415'Street
intersection to analyze the potential for a traffic signal intersection compared to a
roundabout intersection. Olsson will submit one (1) prepared exhibit and cost
estimate for each alternative to the City for their review of the proposed intersection
improvements. Olsson anticipates one (1) design review meeting will be required
to discuss the alternatives. The City shall select their preferred roadway design
alternative with written approval to Olsson following the design review meeting.

Phase 300 — Public Roadway Design Services
Traffic Signal Alternative
Roadway Plans $19,500.00
Based on written approval from City. Olsson shall develop construction plans
based on Kansas City Metropolitan Chapter of American Public Works Association
(KC APWA) and City of Riverside standards, as applicable. Plans will be submitted
to Client for review and approval. Two (2) formal plan submittals are anticipated
to achieve permit approval.
Plans shall include:
• Title sheet
• General layout sheet
• Survey control and alignment sheet
• General notes and summary of quantities
• Demolition plan
• Typical sections
• Plan sheets
• ADA sidewalk standard details
• Special details (as necessary)
• Grading and erosion control plan
• Traffic signal plans (see below)
• Pavement marking and signing (see below)
• Temporary traffic control (see below)
• Cross-sections
Traffic Signal Design $21,500.00
Olsson will design a traffic signal in accordance to KC APWA and Missouri
Department of Transportation (MoDOT)traffic signal standards. Design will include
street lighting mounted on signal poles (as appropriate), controller, and detection.
Signal design is anticipated to include pedestrian signal equipment to
accommodate existing sidewalk ramps at Horizons Parkway and NW 41s' Street
intersection.
Street Lighting Modification $6,000.00
Olsson will include modifications to existing street lighting system along Horizons
Parkway and NW 41 St Street to relocate existing street lighting poles in conflict with
proposed roadway widening and traffic signal design. Design for reconnection of
existing circuitry will be provided. No new lighting is anticipated under this Scope
of Services. Lighting modifications will meet KC APWA and MoDOT design criteria.
Pavement Marking and Signing $2,500.00
Olsson will design pavement marking and signing for roadway improvements
corresponding to KC APWA and Manual on Uniform Traffic Control Devices
(MUTCD) standard practice for typical applications.
Temporary Traffic Control Plan $5,500.00
Olsson will design traffic control for roadway improvements and signal installation
as standard detail sheets corresponding to KC APWA, MoDOT, and MUTCD
standard practice for typical applications. Plan will include up to three (3) phases
of construction for lane closure situations.

Roundabout Alternative
Roadway Plans $72,500.00
Based on written approval from City, Olsson will develop construction plans based
on NCHRP Report 672, Kansas City Metropolitan Chapter of American Public
Works Association (KC APWA), and City of Riverside standards; as applicable.
Plans will be submitted to Client for review and approval. Two (2) formal plan
submittals are anticipated to achieve permit approval.
Plans shall include:
• Title sheet
• General layout sheet
• Survey control and alignment sheet
• General notes and summary of quantities
• Demolition plan
• Typical sections
• Plan and profile sheets
• ADA sidewalk ramp layout plan
• Storm sewer profiles
• Special details (as necessary)
• Detailed grading plans (as necessary)
• Grading and erosion control plan
• Pavement marking and signing (see below)
• Temporary traffic control (see below)
• Cross-sections
Street Lighting Design $12,000.00
Olsson will design street lighting for proposed roundabout. Standard pole,
luminaire, and spacings will be per photometric design analysis and coordination
with City staff to ensure compliance. Olsson will coordinate with City staff prior to
pole layout to ensure appropriate roadway classification and area type. Design
plans will include pole locations and standard details, as required. Olsson will
include modifications to existing street lighting system along Horizons Parkway
and NW 41 st Street to relocate existing street lighting poles, as required. Design
for reconnection of existing circuitry will be provided. All lighting design and
modifications will meet KC APWA and MoDOT design criteria.
Pavement Marking and Signing $8,500.00
Olsson will design pavement marking and signing for roadway improvements
corresponding to KC APWA and Manual on Uniform Traffic Control Devices
(MUTCD) standard practice for typical applications.
Temporary Traffic Control Plan $18,000.00
Olsson will design traffic control for roadway improvements and roundabout
construction as standard detail sheets corresponding to KC APWA, MoDOT. and
MUTCD standard practice for typical applications. Plan will include up to four (4)
phases of construction for lane closure situations and to maintain critical
movements through construction.

Land Disturbance Permit (LDP) and Stormwater Pollution Prevention Plan
(SWPPP) $3,500.00
Olsson will complete the Missouri Division of Natural Resources LDP, as required,
and a SWPPP that incorporates standard practices and developed erosion control
plan, to be maintained by Client's contractor during construction.
Easements $4,800.00
Olsson shall prepare four (4) easement descriptions, as required, for impacted
parcels. Descriptions will be incorporated into City's standard easement forms and
a pictorial exhibit of easement and affected parcel shall be attached to easement
document. Legal descriptions and exhibits shall be signed and sealed by a
Professional Land Surveyor licensed in the state of Missouri. Required title work
will be obtained by Olsson.
Phase 400 — Bidding Services
Bidding Services $10,000.00
Olsson will prepare final project manual and bid documents, including standard
front-end documents from Engineers Joint Contract Documents Committee
(EJCDC) or as provided to Olsson by Client, and required Project specific
specifications. Olsson will provide the following services:
• Issue bid sets (plans and project manual) to bidders in PDF file format
• Respond to request for information (RFI)
• Issue addenda, as required
• Review bids and prepare bid tabulation
Phase 500 — Design Project Meetings
Meetings $3,600.00
Olsson will attend a total of three (3) meetings with two (2) Olsson senior staff
members: one(1) kick-off meeting and two (2) progress or design review meetings.
Attendance at additional meetings will be considered as additional services.
Phase 900 — Expenses
Expenses $600.00
Includes all project related reimbursable expenses such as printing and mileage.
TRAFFIC SIGNAL ALTERNATIVE
TOTAL SCOPE OF SERVICES: $93,400.00
ROUNDABOUT ALTERNATIVE
TOTAL SCOPE OF SERVICES: $157,700.00
ASSUMPTIONS
• Client shall select preferred roadway design alternative with written approval prior to Olsson
commencing preliminary and final design services. The two alternatives consist of the below:
o Traffic signal alternative design consists of reconstructing the east leg of the
intersection to construct a new westbound left-turn lane and a new traffic signal at
the Horizons Parkway and NW 41st Street intersection. Streetlight poles in conflict
with design will be relocated accordingly. The intersection control review conceptual
design will determine physical impacts, including traffic signal pole placement and
anticipated construction costs for this alternative.

o Roundabout alternative design consists of reconstructing the entire intersection at
Horizons Parkway and NW 41 st Street to include a new dual-lane roundabout. The
intersection control review conceptual design will include iterations for sizing and
layout of the roundabout, speed checks for all legs, running truck turning templates,
speed differential checks, roundabout sight distance, and preliminary roundabout
grading. Plans will be further developed at the preliminary and final design phase if
this alternative is chosen to include geometric layout sheets, including spot grades,
typical sections for roundabout, and special curb details.
• All improvements are within right-of-way for the traffic signal alternative. Title reports or new
right-of-way/easement descriptions are not required for the traffic signal alternative.
• Survey provided will be in AutoCAD format only.
• Plans will be provided to Client in digital PDF format.
• Utility relocations are currently unknown. If required, relocations will be designed by the
respective utilities or by supplemental agreement.
• Olsson is not responsible for unmarked utilities and utility depths.
• Project pavement design will match existing, if available, or use APWA standards and will
not be independently developed or evaluated by Olsson.
• If irrigation systems are encountered during survey, the irrigation systems in conflict with
proposed design will be noted to be handled by a licensed contractor as part of construction
and will not require a special design.
• Business park monument sign may potentially be in conflict with proposed improvements.
As-built plans along Horizons Parkway and NW 411 Street will be available to relocate the
sign without special design by Olsson using the previous approved design. If this is not
possible, the sign will be noted to be relocated by Others.
• Detailed sidewalk ramp layouts will not be required. If redesign is required for sidewalk
ramps at intersection, standard detail drawings will be used.
• A detailed pedestrian detour route is not anticipated. Standard details will be used.
• Vehicular detour plan will not be required for the traffic signal alternative as all legs of the
intersection will remain open with a one-lane minimum during construction. Temporary
crossovers will be required for the roundabout alternative to keep one lane open at a
minimum in each direction during construction operations. The roundabout is anticipated to
be constructed in up to four traffic control phases.
• Land disturbance will be less than 1 acre for the traffic signal alternative. A SWPPP is not
required.
• Permitting fees will be paid by Client, as required.
• Quantity summary tables will not be required on plans.
• Traffic signal interconnect between signals is not anticipated.
• Up to three(3) phases of construction is included within this Scope of Services for the traffic
signal alternative; up to four (4) phases of construction is included within this Scope of
Services for the roundabout alternative.
EXCLUSIONS
• Utility design (electric, gas, comm/fiber, waterline, et cetera)
• Utility potholes
• Boundary or topographic survey data outside Project limits (subject to centerline of
pavement data as described above)
• Title work
• Right-of-way and easement description writing
• Additional photometric studies
• Signal coordination timings

• ITS interconnect design
• Stormwater detention and water quality design
• Environmental investigation and permitting
• Geotechnical investigations
• Retaining wall and structural design
• Business park monument design
• Concrete pavement design or joint layouts
• Landscaping and irrigation design
• Traffic analysis
• Signal or roundabout warrant studies
• Visualizations and 3D renderings
• Attendance at and preparation for public meetings
• Construction administration, testing, inspection, or observation
• As-built survey or plans
• Shop drawing review
• Services not specifically detailed in this Scope of Services
Should Client request work in addition to the Scope of Services, Olsson shall invoice Client for
such additional services (Optional Additional Services) at the standard hourly billing labor rate
charged for those employees actually performing the work, plus reimbursable expenses if any.
Olsson shall not commence work on Optional Additional Services without Client's prior written
approval.
Olsson agrees to provide all of its services in a timely, competent and professional manner, in
accordance with applicable standards of care, for projects of similar geographic location, quality
and scope.

Olsson will endeavor to start its services on the Anticipated Start Date and to complete its services
on the Anticipated Completion Date. However, the Anticipated Start Date, the Anticipated
Completion Date, and any milestone dates are approximate only, and Olsson reserves the right
to adjust its schedule and any or all of those dates at its sole discretion, for any reason, including,
but not limited to, delays caused by Client or delays caused by third parties.
