BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 15, 2020
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
December 15, 2020.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Al Bowman, Nathan Cretsinger, Sal LoPorto, Dawn Cockrell, Jill Hammond,
and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community
Development Director Mike Duffy. Also present was City Attorney Paul Campo and Special
Counsel Joe Bednar by Zoom.
MOTION TO ENTER INTO Alderman Thatcher moved to enter into closed session
CLOSED @ 6:02 P.M. pursuant to RSMo 610.021 (1) Legal Action and litigation,
second by Alderman Bowman.
Yes: Thatcher, Bowman, Cretsinger, LoPorto, Hammond, and
Cockrell.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:02 p.m. to adjourn closed
CLOSED @ 7:02 P.M. session with no action taken, second by Alderman Cockrell.
Yes: Bowman, Cockrell, Cretsinger, Hammond, LoPorto, and
Thatcher.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:08 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Al
Bowman, Aaron Thatcher, Jill Hammond, and Dawn Cockrell.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, Police Chief Chris Skinrood, Public
Works Director Tom Wooddell, Finance Director Nate Blum, and HR Manager Amy Strough.
Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose asked Recreation Manager Lori Boji's three-year-old
granddaughter Jolene Lief to lead the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Cretsinger moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Cockrell, Bowman, Thatcher, and
LoPorto.
Motion carried 6-0.
MINUTES OF 12-01-20 Alderman Cretsinger moved to approve the minutes of the
December 1, 2020 regular meeting, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Cockrell, Bowman, Thatcher, and
LoPorto.
Motion carried 6-0.
COURT REPORT Alderman Cretsinger moved to approve the Court Report for
November 2020, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Cockrell, Bowman, Thatcher, and
LoPorto.
Motion carried 6-0.
RESOLUTION 2020-114 Alderman Cretsinger moved to approve Resolution 2020-114
RIC Task Order#2 approving task order#2 with Renaissance Infrastructure
Consulting, Inc. second by Alderman Hammond.
Yes: Cretsinger, Hammond, Cockrell, Bowman, Thatcher, and
LoPorto.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose opened the public hearing at 7:09 p.m. to approve a
Skyline Townhomes Chpt.100 plan for industrial development and authorizing the City to issue its
Taxable Industrial Revenue Bonds for Skyline Townhomes Project
for improving and constructing approximately 32 two-story, four-
plex townhome units totaling approximately 128 units with related
amenities, parking, and infrastructure on certain real estate
located in Riverside, Missouri.
Community Development Director Mike Duffy stated that this is a
follow up to the final development and plat approved at the last
meeting for Skyline Townhomes. This is very similar to what we
do for building in Horizons, we will be providing a tax exemption
letter to them that will help save them money on the construction
materials for the project, but it does not provide a real property tax
abatement. Our bond counsel, Gilmore & Bell have prepared
these documents and they have been reviewed by the applicant
and their representative and both are present this evening to
answer any questions of the Board.
Mayor Rose asked for any further comments and hearing none
she closed the public hearing at 7:12 p.m.
BILL NO. 2020-053 City Clerk Robin Kincaid gave first reading of Bill No. 2020-053.
Skyline Chapter 100 Bonds Alderman Thatcher moved to accept first reading and place Bill
No. 2020-053 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, LoPorto, Cockrell, Bowman, and
Cretsinger.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2020-053 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Hammond, Cockrell, Cretsinger, LoPorto, Bowman, and
Thatcher.
Motion carried 6-0.
BILL NO. 2020-054 City Clerk Robin Kincaid gave first reading of Bill No. 2020-054.
Final Plat Palisades First Community Development Director Mike Duffy reported that this
item was heard by the Planning Commission last Thursday and
recommended unanimously for approval to the Board. He gave
details of the need for this replat.
Alderman LoPorto moved to accept first reading and place Bill No.
2020-054 on second and final reading, second by Alderman
Hammond.
Yes: LoPorto, Hammond, Cretsinger, Cockrell, Bowman. and
Thatcher.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2020-054 and enact
said bill as ordinance, second by Alderman LoPorto.

Bowman.

BILL NO. 2020-055 City Clerk Robin Kincaid gave first reading of Bill No. 2020-055.
Final Plat Palisades Second Community Development Director Mike Duffy reported that this
item was heard by the Planning Commission last Thursday and
recommended unanimously for approval to the Board. He gave
details of the request for final plat of Palisades Second and
answered questions of the Mayor and Board.
Alderman Cretsinger moved to accept first reading and place Bill
No. 2020-055 on second and final reading, second by Alderman
Cockrell.
Yes: Cretsinger, Cockrell, Bowman, Hammond, LoPorto, and
Thatcher.
Motion carried 6-0.

said bill as ordinance, second by Alderman Hammond.

BILL NO. 2020-056 City Clerk Robin Kincaid gave first reading of Bill No. 2020-056.
Amend Employee Handbook HR Manager Amy Strough explained the amendment to the
handbook regarding holiday pay to all employees.
Alderman Cretsinger moved to accept first reading and place Bill
No. 2020-056 on second and final reading, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Bowman, Thatcher, LoPorto, and
Cockrell.
Motion carried 6-0.
Alderman LoPorto moved to approve Bill 2020-056 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: LoPorto, Cockrell, Cretsinger, Hammond, Thatcher; and
Bowman.
Motion carried 6-0.
RESOLUTION 2020-112 Public Works Director Tom Wooddell reported this bid was for the
Bid Award P1 Group, LLC IT Room located at Public Safety and houses the 911 call
equipment, emergency back up support for that equipment, and
other equipment for Fire and Police. The current system is at the
end of its useful life and ready for upgrade, with funds in the
budget for the purchase.
Alderman LoPorto moved to approve Resolution 2020-112
awarding the bid for IT Room Cooling Unit Upgrade Project and
approving the agreement between the City and P1 Group, Inc for
such project, second by Alderman Cretsinger.
Yes: LoPorto, Cretsinger, Cockrell, Hammond, Bowman, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2020-113 Alderman Thatcher moved to approve Resolution 2020-113
Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021
weeks ending December 411 and December 1111 in the amount of
$815,924.97, second by Alderman Cockrell.
Yes: Thatcher, Cockrell, LoPorto, Bowman, and Cretsinger.
No: None.
Abstain: Hammond.
Motion carried 5-0-1.
RESOLUTION 2020-115 City Engineer Travis Hoover explained that this is the final
Aylett Engineering engineering firm to be approved as on-call engineers for the City.
Alderman Thatcher moved to approve Resolution 2020-115
approving an agreement for engineering services between the
City and Aylett Survey & Engineering Co, Inc., second by
Alderman Hammond.
Yes: Thatcher, Hammond, Bowman, Cockrell, LoPorto, and
Cretsinger.
Motion carried 6-0.

RESOLUTION 2020-116 City Engineer Travis Hoover explained that this is the first task
Olsson Task Order 1 order for Olsson to design the intersection of 41 st Street and
Horizons Parkway and get the project moving forward next spring.
Alderman Cretsinger moved to approve Resolution 2020-116
approving Task Order Number 1 with Olsson, Inc., second by
Alderman Thatcher.
Yes: Cretsinger, Thatcher, Hammond, LoPorto, Bowman, and
Cockrell.
Motion carried 6-0.
RESOLUTION 2020-117 Finance Director Nate Blum updated the Board that this resolution
HBP 2020 Assessments is the annual assessment in Horizons Business Park for our city
owned property that totals $19,000.
Alderman Hammond moved to approve Resolution 2020-117
approving the Horizons Business Park Assessment; second by
Alderman Cockrell.
Yes: Hammond, Cockrell, LoPorto, Bowman, and Cretsinger.
No: none.
Abstain: Thatcher
Motion carried 5-0-1.
CITY ADMINISTRATOR City Administrator Brian Koral displayed a plaque received from
the Park Hill School District to recognize our willingness to help
with students wishing to intern with us. We recently completed an
internship with one student that helped with several projects, the
last being a review and report of websites to assist our staff in
decision making for our new website development. It is a win for
us to get young interested students in a careers for public service,
good for us and for the student as well. Election filing opened
today for the April 2021 General Municipal Election and filing will
close on January 19th. There will be a group consisting of Fire
Chief Fowlston, Police Chief Skinrood, Travis Hoover, Tom
Wooddell, and myself that will be holding interviews this week for
the Public Safety Facility Upgrade with four groups that responded
to an RFQ for architectural services. They have had a walk-
through of the building, a copy of the space study and we are
looking forward to seeing what they have to offer. Brian then
showed an update of COVID numbers in the county. He then
showed an Upstream from Ordinary story received through
Facebook regarding the Senior Dinner and brightening a loved
one's day. The Mayor, Corner Cafe, Green Acres all helped and
this was a much different event, but a very rewarding and positive
event and experience. The Shop with a Cop was a successful
event as well and a debrief will be coming to you soon. Merry
Christmas to the Board, best wishes for a safe and happy holiday
and I look forward to an exciting 2021 when we meet again in
January.

COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated that he has a
quick update and a thank you to Finance. The first pilots for
Johnson Controls will be collected this year. They were the first
business in the Horizons Business Park, we had offered an
abatement to get them here and see how it would work. It took
less than 9 years for the tax abatement to end. I thanked Finance
because it took some review and work with our Finance Dept., the
County and Gilmore & Bell to get that tax bill to the former
Johnson's Control that is now Adient, but it was done today.
ENGINEERING Nothing to report.
FINANCE Finance Director Nate Blum reported that we are now 42%
through the year and he gave an update on the November 2020
revenues and expenditures through PowerPoint slides. Nate
answered questions of the Board.
FIRE Fire Chief Gordon Fowlston was not present but City Administrator
Koral showed the new monthly Fire Dept. reports designed
through PowerPoint.
POLICE Police Chief Chris Skinrood reviewed the monthly report for the
police department. The good news was that numbers were
reduced from the previous month. Thank you to Mayor Rose for
coming down and helping with the Senior Dinner the other day.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Travis Hoover reported there will be a meeting tomorrow.
MAYOR'S DISCUSSION Mayor Rose commented that Brian said it earlier and I will say it
again, it has been different this year on many levels with all the
activities we are involved in for our community, but I want to give a
big "shout out" and "hats off" to our staff! They go out of the
ordinary to make a difference on each of these events. The level
of appreciation at the Senior Dinner recipients was unbelievable. I
spent most of my time conversing with those coming to pick up
their meals. Those staff that coordinated it all did a great job.
Then the 81 children with the Shop with a Cop, came in our
training room and ordered items from our Amazon account and I
believe Holly Phillips and Candy Gram wrapped almost every
single gift that came in, organized and so amazingly to make a
difference for those 81 children. Yesterday, we had the blood
drive in the training room with 46 people signed up, organized and
yet another great event. I also want to thank Jennifer Enna for
working with our nursing homes to make sure that all residents
there have some Christmas gifts, organizing the event and with
help from the Fire Department they will be delivering the gifts in
the morning. At the end of the day, just another event that will
make a difference. This could not come true without all of you,
staff, thank you very much! Remember Santa on the Fire Truck is

Wednesday and Thursday. We did put together a request for the
CARES ACT with the County and the items granted was
explained, we received $45,000. 2021 is right around the corner
and we are looking at having a '/z cent Public Safety Tax on the
April ballot. We will be discussing this more in the near future to
make sure our residents are well informed. I wish you all a very

BOARD OF ALDERMEN Alderman Cockrell — Nothing to report.
Alderman LoPorto — As I look back at this year, the easiest
answer would be for people to shut down or quit, eliminate or
pause. I think the true colors of true leaders are to continue to
work toward being creative and opportunistic ways to continue to
serve. Thank you for all of you that are constantly creatively
thinking about how we solve these problems, not going into our
shell, because there are still so many problems out there that
people need help with beyond what we have helped with to this
point. This is a remarkable testament to the leadership of the
people who didn't fold during this time or moving forward, so thank
you to everybody. It is a privilege to be setting on this Board, but
guys are the real leaders.
Alderman Cretsinger— Merry Christmas everyone and Happy
Holidays. Thank you staff for all that hard work.
Alderman Bowman — I wanted to let Tom know that I have had so
many people tell me how much they love the lights at the
Welcome Plaza, it is beautiful! Merry Christmas to everyone.
Alderman Hammond — Merry Christmas to everyone. I echo those
comments made, thank you for all the hard work of staff this year.
I am proud to live in a community where we continue to support
events regardless of all the issues.
Alderman Thatcher—Another one in the books. Definitely
different, but hopefully we see 2021 get us back to what we are
more used to doing. Merry Christmas and Happy New Year
everyone.
Dean Lefstad - 4720 NW Petronella —Addressed the Board about
an issue with obtaining his dog license today and the problems he
incurred. Mayor Rose assured that this would be addressed.
