A RESOLUTION APPROVING TASK ORDER NUMBER 1 WITH MCCLURE
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
THAT the Riverside Board of Aldermen hereby approves Task Order Number 1 by and
between the City of Riverside and McClure, in substantially the form attached hereto, and the
Mayor is authorized to execute the Task Order Number 1 on behalf of the City; and
FURTHER THAT the Mayor, the City Administrator and other appropriate City officials
are hereby authorized to take any and all actions as may be deemed necessary or convenient
to carry out and comply with the intent of this Resolution and to execute and deliver for and on
behalf of the City all certificates, instruments, agreements and other documents, as may be
necessary or convenient to perform all matters herein authorized, and
FURTHER THAT this Resolution shall be in full force and effect from and after its
passage and approval.

Task Order Number 1
For Engineering Services
This Task Order is entered into as of the�' 2021 (the"Effective Date"),
by and between McClure, an Iowa corporation'-Having an 41ce at 1700 Swift St, Suite 100,
North Kansas City, Missouri 64116 ("McClure") and the City of Riverside, Missouri, a Missouri
municipal corporation (the"City").
WHEREAS, the City has engaged McClure to provide engineering services pursuant to
the Agreement for Engineering Services dated October 6, 2020 pursuant to which the City may
task McClure to provide additional professional engineering services on a project-specific basis
by acknowledging a separate Task Order.
NOW, THEREFORE, in consideration of the promises and mutual covenants between the
parties and for other good and valuable consideration the receipt of which is acknowledged by
the parties,they agree as follows:
1. Incorporation of Base Agreement. This Task Order is subject to all terms and conditions
contained in the Agreement for Engineering Services dated October 6, 2020, that are not
inconsistent with the specific terms contained herein, and the Agreement for Engineering
Services dated October 6, 2020, between the parties is incorporated herein as if set forth in full
by this reference.
2. Scope of Services. The Scope of Services pursuant to this Task Order are as contained in
Exhibit A.
3. Term. McClure shall begin work pursuant to this Task Order No. 1 upon its Effective
Date and shall continue until the Line Creek Trail Connector 220-081 ("Project') is completed
as evidenced by final acceptance of the Project by the City.
4. Compensation. Unless compensation is set forth in this Task Order, compensation shall be
as provided in the Agreement for Engineering Services dated October 6, 2020, between the
parties.
5. Project Schedule. See project schedule in Exhibit A.

Exhibit A to Task Order 1
Scope of Services for
Line Creek Trail Connector (220-081)
PROJECT DESCRIPTION
The City of Riverside desires to connect the Line Creek Trail from its termination at Vivion
Road to Renner Brenner Park. This project will consist of creating"shovel-ready"construction
documents for the City to utilize for bidding and construction. The construction documents are
partially funded by the Active Living Communities of Practice grant from the Missouri
Department of Health and Human Services. The new trail will extend from just south of NW
Vivion Road and follow Line Creek to where it crosses under Gateway Ave. The trail will
continue under Gateway Ave. and connect to the existing Line Creek Trail in Renner Brenner
Park. The trail will also connect to the sidewalk at Gateway Ave. Easements will need to be
acquired for the trail not on City property. The concrete trail will be 10 feet wide.
SCOPE OF SERVICES
1. Proiect Management- McClure will prepare monthly progress reports and coordinate with
the City sub-consultants for the geotechnical work and site survey work.
2. Site Survey-The Site survey will be performed by a City hired sub-consultant and provided
to McClure. McClure will provide the City a survey scope to verify that the survey will satisfy
the project needs.
3. Hydrologic and Hydraulic (H&H)Analysis
• Review of available aerial photography, topographic mapping, current FEMA Flood
Insurance Studies and floodplain mapping for Line Creek.
• Site visit by H&H engineer to identify issues pertinent to the H&H analyses. The
potential for flood damages will be identified and the geological nature of the streambed
material will be visually classified for scour analysis.
• Hydrologic evaluation of Jumping Branch Creek crossing will include reviewing
available data from the current FEMA Flood Insurance Study and from other readily
available studies or analyses provided by the City.
• Riverside has provided the FEMA Jumping Branch Creek and Line Creek hydraulic
models to McClure. If additional data is needed, McClure will assist the City with
clarifying data to request. The model will be operated and compared to the current
FEMA Flood Insurance Study data in order to develop the baseline water surface profiles.
Hydraulic analysis will be performed using the U.S. Army Corps of Engineers'HEC-
RAS computer program, V5.0. The hydraulic analysis will include model development
for the existing conditions and up to three proposed conditions. Model development will

be based on field survey data, readily available topographic mapping, and visual site
observations. Downstream boundary conditions will be obtained from the plotted water
surface profiles in current FEMA Flood Insurance Study. Hydraulic design criteria for
proposed structures will include APWA standards, City requirements, and FEMA
floodplain criteria. The hydraulic analysis will focus on alternatives that achieve no-rise
conditions.
• Scour analysis, at the bridge location,will be conducted in accordance with HEC-18,
Evaluating Scour at Bridges. Scour depths will be determined for contraction and
abutment scour using an approximate particle size determined during the site visit or by
assuming live bed scour conditions are applicable.A total scour depth will be computed
for design of the abutments.
• A technical memorandum will be prepared to summarize the hydrologic and hydraulic
evaluations and provide recommendations for the bridge in accordance with the criteria
noted above. The trail from the east side of Gateway Ave to the connection at Vivion Rd
will be assumed to closely match the existing topography and ground line elevations. A
floodplain development permit application will be completed along with a no-rise
certificate for the proposed bridge.
4. Site Drainage- The final trail layout, from the east side of Gateway Ave to the connection at
Vivion Rd,will closely follow the existing topography with the design plans providing minimum
and maximum trail grade and minimum horizontal clearance requirements. Localized low spots
in the topography will be identified by the City during construction and City-owned concrete
pipes placed at these locations with inlet/outlet structures and rip-rap per City direction. McClure
will not provide any drainage design for these pipes.
McClure will provide all necessary site drainage design from the east side of Gateway to the trail
connection in Renner Brenner Park.
5. Geotechnical Investigation -The City will contract with Alpha Omega for the Geotechnical
Investigation and Report. McClure will provide the City locations of each boring for the bridge
and anything needed for the Gateway Ave. area on an aerial map. The geotechnical scope,
needed for McClure's design will be provided to the City by McClure. McClure will review
Alpha Omega's scope and verify that it satisfies the project needs.
6.Environmental Permitting
Task 1: Section 404 Nationwide Permit(NWP 42 - Recreational Facilities)
• Project impacts to jurisdictional resources will require the preparation of a Section 404
permit for review and authorization by the U.S.Army Corps of Engineers(USACE).
A Section 404 Nationwide Permit Application Report will be prepared that includes
the following information:
• Pre-construction Notification to USACE
• Appropriate maps and engineering drawings
• A description of the purpose and need for the project

• A brief discussion of avoidance and minimization (as needed)of impacts to
jurisdictional waters of the US.
• Coordination by phone with USACE(as needed). Preparation of responses to any
agency comments.
• A summary of mitigation measures for project impacts if required.
• Criteria: To qualify for NWP 42,the project is assumed to have no more than %Z
acre of loss from fill activities will occur;no more than 300 feet of ephemeral or
intermittent stream bed loss from discharge would result unless more than 300 of
loss is required and the USACE waives the 300 foot limit assuming minimal
adverse environmental effects; and no individual permit and LEDPA analysis is
required.No individual 401 water quality certification is required and a
conditionally pre-certified 401 will be issued by the USACE.
• Deliverable -A draft PCN application report will be prepared for the City to
review. Following review and approval by the City,the final permit application
report and appropriate support documentation will be submitted to the Kansas
City District's Regulatory Branch, U.S. Army Corps of Engineers for processing.
7. Plans, Specification and Estimate
• McClure will provide 11x17 construction drawings showing trail alignment,trail profile,
trail details, trail typical sections and cross-sections for the section of the trail from the
connection at Renner Brenner Park to the east side of Gateway Ave. Stationing along the
centerline of the trail will only be provided for this section of trail. The trail alignment
and profile will meet design criteria(ADA, H&H) and permit requirements.
• Construction drawings will include any necessary modifications for the area under
Gateway Ave to ensure safe and adequate trail width. . It is assumed that a large block
retaining wall would be installed underneath Gateway and the remaining bridge spill
slope would be steepened and covered in rip rap. McClure will provide a retaining wall
profile sheet and MoDOT retaining wall specifications for gravity retaining walls and no
detailed design would be provided.
• For the trail design east of Gateway Avenue, McClure will provide 11 x17 aerial plan
sheets showing an approximate trail alignment located around topographic features. This
trail alignment will not have stationing or a profile. McClure will provide a trail typical
section, notes stating minimum and maximum grades for trail, min/max side-slope grades
and minimum horizontal clearances for the trail. The erosion control layout will also be
shown on these aerial plan sheets and typical sections. The trail profile will closely match
the existing topography and ground line elevations allowing the City to lay out these
portions of the trail during construction. The City will contact McClure if there is any
significant deviation from this layout or existing topography and determine a corrective
action that still allow the trail in these locations to meet the permitting requirements and
H&H design criteria. The City will locate, size and place drainage pipes in low spots for
local drainage under the trail.
• McClure will prepare Technical Specifications for bridge construction, and any necessary
features to allow the trail to fit under Gateway Ave. All front end documents and other
specifications will be prepared by the City.

• McClure will prepare a cost estimate for the trail. The quantities and cost estimate for the
trail east of Gateway Ave will be for concrete trail only and estimated by measuring an
overall length and width of trail.
• Drawings will be sealed by a Missouri Professional Engineer. Trail Layout will be
provided to the City in AUTOCAD format.
• McClure will provide 11 xl7 construction drawings of the pedestrian bridge. Layout the
bridge crossing to meet the trail layout for the best fit in the trail corridor, meet hydraulic
requirements and local grading around the bridge abutments and trail.
• Prepare checked bridge design calculations and final bridge plans for the bridge.
• All final plan sheets and specifications will be prepared using the U.S. Customary system
of units.
• The bridge design will be based upon AASHTO Guide Specification for the Design of
Pedestrian Bridges (2009). Bridge can be a prefabricated structure, concrete beams or a
design that McClure determines is best for this crossing.
• If McClure specifies a prefabricated bridge,the design and detailing of the superstructure
will be done by the contractor and bridge supplier using the design criteria provided in
the final plans and superstructure. Prefabricated superstructure details are provided by the
manufacturer during the construction administration phase.
• The bridge will be a single span bridge with two abutments.
• McClure will design any necessary additions to the abutments, including wingwalls.
Abutment foundation will be designed to meet structure loading and scour conditions.
Preferred abutment design is a concrete beam on spread footings or steel H-piling with
straight or turned back wing walls.
• Clear Trail width on bridge is 10 feet.
• Bridge may have a wood or concrete deck.
• The City will provide the Geotechnical Report with soil borings in the Project
Specification, no plan sheet.
• Prepare final engineers estimate of probable construction costs based upon final
quantities and estimated unit costs.
• Final plans and specifications will be sealed and signed by a Missouri Professional
Engineer.
• The final plan package for the trail shall consist of the following list of plan sheets:
• 1) Title Sheet
• 2) General Notes and Survey Data
• 3) Plan and Profile (Renner Brenner to east of Gateway Ave.)
• 4) Plan and Layout View(east of Gateway Ave to Vivion Rd
• 5) Cross Sections(Renner Brenner to east of Gateway Ave.)
• 6) Watershed Map& Stormwater Design Data for Bridge
• 7) Bridge Notes and Estimated Quantities Sheet
• 8) General Plan and Elevation of the Bridge
• 9) Abutment Plan and Elevation
• 10)Abutment Details
• 11) Rebar Bar Bill, Bending Diagram and Miscellaneous Details

8. Construction Administration and Construction Services -All bidding services and
construction administration will be provided by the City. McClure may be asked to review shop
drawings for the pedestrian bridge and answer construction request for information questions
using a separate task order once the project is bid.
9. Meetings/Conference Calls- McClure will participate in one in-person meeting with City of
Riverside staff during development of Final Plans and Specifications at an estimated completion
of about 70%. The purpose of this meeting will be to review project details and plan
development. In addition, up to two conference calls with screen share to discuss the project and
plan development will be scheduled around (before or after)the in-person progress meeting.
10. Project Schedule
• FEMA Model -received from City by January 31, 2021.
• Receive Site Survey from City on or before March 31, 2021.
• Receive Geotechnical Report from City on or before February 15, 2021.
• 95%Plans to the City to review on April 15, 2021.
• Signed and Sealed Final Plans and Specification -submit to City on October 15, 2021 for
project bid prep by the City. This schedule is dependent on a delivery of the site survey
and geotechnical report to McClure at the timeframes noted.
11. Exclusions
• No FEMA Conditional Letter of Map Revision (CLOMR)/Letter of Map Revision
(LOMR) services are included.
• The City will prepare and a-file the NPDES storm-water construction Notice of Intent
with Missouri Department of Natural Resources.
• The City will prepare and submit the Land Disturbance Permit with McClure providing
trail layout to the City.
• No Public outreach or public presentation work included.
• Plan and profile only at bridge location+900 LF of trail
• Survey data by others
• Geotechnical data by others
