HomeMy WebLinkAbout2003-06-03Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri June 3, 2003 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on June 3, 2003 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Darata, Legaard, Beazd and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, Chief, Wylie Simpson, Michael Du13=y, City Consultant, Matt Kitzi and Ben Prell, City Attorney's office. Minutes, Apri18, 2003 Alderman Flaws moved that the minutes of Apri18, 2003 be Approved approved, seconded by Alderman Burris, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beazd and Looker. Motion carries. Minutes, Apri130, 2003 Alderman Flaws moved that the minutes of Apri130, 2003 be Approved approved, seconded by Alderman Looker, the vote was: Aye: Aldermen, Flaws, Darata, Legaard, Beazd, Burris and Looker. Motion carries. Minutes, May 20, 2003 Alderman Burris moved that the minutes of May 20, 2003 be Approved approved, seconded by Alderman Darata, the vote was: Aye: Aldermen Darata, Legaard, Beard, Burris, Flaws and Looker. Motion carries. Public Hearing Opened Mayor Burch opened the Public Hearing at 7:35 p.m. continued from May 13, 2003 regarding Jeni Swafford-Riverside Saloon, 4706 NW Gateway-Pursuant to City Code Section 600.270 Regarding proposed Suspension or Revocation of Liquor License Public Hearing Continued Alderman Looker moved to continue the Public Hearing until the June until June 17'~ 17'~ meeting, seconded by Alderman Burris, the vote was: Aye: Aldermen Legaard, Beard, Burns, Flaws, Looker and Dazata. Motion carries. City Administrator comment David said he and the Mayor met last week with Burlington Northern to discuss the proposed railroad overpass from Highway 9 to NW Vandepopulier. Minn. 6/3/03 Two part-time seasonal Alderman Flaws moved to approve hiring Toni Snyder and Clyde D. employees hired to help Cameron as part-time seasonal help in Public Works to be effective in Public Works, Approved June 5, 2003, seconded by Alderman Burris, the vote was: Aye: Aldermen Burris, Flaws, Looker, Dazata, Beazd and Legaard. Motion carries. Chief s comments Chief Larry Davis from the City of Northmoor sent a "thank you " letter to Chief Simpson and the city aclarowledging the help after the tornado. Chief Simpson summarized the weekly reports from the newly appointed warrant officer. Bill No. 2003-54 Alderman Looker moved to place Bill No. 2003-54 on its first reading, Payment of Indebtedness said Bill authorizing the payment of certain indebtedness listed therein, and corrected, seconded by Alderman Burris, the vote was: Aye: Aldermen Looker, Darata, Burris, Legaazd, Beazd and Flaws. Motion carries. Ordinance No. 2003-54 Alderman Burris moved to place Bill No. 2003-54 on its second Approved reading, and upon passage of same become Ordinance No. 2003-54, seconded by Alderman Looker, the vote was: Aye: Aldermen Flaws, Darata, Burris, Legaazd, Beazd and Looker. Motion carries. Bill No. 2003-55 Alderman Looker moved to place Bill No. 2003-55 on its first reading Contract to purchase said Bill authorizing the Mayor to execute a contract to purchase Real Real estate between the Estate by and between the City of Riverside, Missouri and William and City of Riverside and William Mary Hannah, seconded by Alderman Burris, the vote was: and Mary Hannah Aye: Aldermen Darata, Burris, Legaazd, Beard, Looker and Flaws. Motion carries. Ordinance No. 2003-55 Alderman Darata moved to place Bill No. 2003-55 on its second Approved reading, and upon passage of same become Ordinance No. 2003-55, seconded by Alderman Burris, the vote was: Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Looker. Motion carries. Discussion for proposed Bill Dan Peak said he is the legal counsel for Coleman Industries. 2003-56 He recommended extending the moratorium, as he has not had a chance to study the proposed Bill regarding the National Pollution Discharge elimination System (NPDES). Minn. 6/3/03 Bill No. 2003-57 Extending the moratorium the acceptance of applications for and issuance of Bldg. Permits & Grading Permits for use in "GP" districts Alderman Looker moved to place Bill No. 2003-57 on its fast reading, said Bill further extending the September 3, 2003, moratorium, re- extended on December 3, 2002 and on February 27, 2003, placed on the acceptance of applications for and the issuance of Building Permits and Grading Permits for use in certain districts zoned "GP" within the City of Riverside, Missouri, seconded by Alderman Darata, the vote was: Aye: Aldermen Legaazd, Beard, Flaws, Burris, Looker and Darata. Motion carries. Ordinance No. 2003-57 Alderman Legaard moved to place Bill No. 2003-57 on its second Approved reading, and upon passage of same become Ordinance No. 2003-57, seconded by Alderman Dazata, the vote was: Aye: Aldermen Flaws, Dazata, Burris, Legaard, Beazd and Looker. Motion carries. Bill No. 2003-58 Alderman Beazd moved to place Bill No. 2003-58 on its first reading, Rental & operation fees said Bill establishing the fees and adopting the policies for Rental established for certain areas and operation of certain azeas in the E.H. Young River&ont Pazk in the E.H. Young River&ont as below: • Amphitheater Rental- Resident -$75.00; Non- Resident- $125.00 • Resident Security Deposit- $225.00; Non-Resident $250.00 • Rental CommerciaUCorporate- $300.00; Security Deposit $250.00 • Lazge Shelter House- Resident- $50.00; Non- Resident-$300.00 • Resident Security Deposit- $200.00; Non-Resident $250.00 • Rental CommerciaVCorporate- $300.00; Security Deposit $250.00 seconded by Alderman Legaazd, the vote was: Aye: Aldermen Flaws, Darata, Legaard, Beard and Looker. No: Alderman Burris. Motion carries. Ordinance No. 2003-58 Alderman Flaws moved to place Bill No. 2003-58 on its second Approved reading, and upon passage of same become Ordinance No. 2003-58, seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Burris, Legaazd, Flaws, Beard and Looker. No. Alderman Burns. Motion cazries. Mins. 6/3/03 She said a resident in Indian Hills commented about the access to the Renner-Brenner Park by a waling bridge over the creed to make it more accessible. Alderman Bums said the new paint on the Master Tech building looks nice. She asked about the bids on NW Gateway. John said Kansas City Power & Light are reviewing the layout from the undergound electrical. She said one of the Park Board members expressed disregard in reference to the Pazk Boazd fees chosen. She explained the pazks aze for everyone. Alderman Beazd asked if it was necessary to open cut the street for a water "tie in" and John said "No". Mayor Burchs' comments Mayor Burch said the easements needed from Mr. Pettis, Mr. Boggess, Mr. Gamey will sign. Mr. Young will sell the White City Motel to the City. Property owners, "Mannings" are coming to meet tomorrow to discuss their property and easement. Mr. Green's Attorney is Sherwin Epstein and Mayor Burch said she would send a letter. Mayor Burch wrote a letter to "Bass Pro". Mayor Burch said she would investigate Corporate Communications Group media round table and reception. Discussion on RFP's The request for proposals and request for qualifications for the bridge and RFQ's for the bridge on West Platte Road was discussed. Ten engineering companies on W. Platte Rd. responded. After the requests were opened, the Mayor and City Engineer chose three and met with them discussing the requests. West Platte Bridge Bids The bids have not been opened yet. John said the city should have a complete design and feasibility study. John explained that one engineer recommended apre-cast bridge a pre manufactured bridge in one or two sections; modified truss and drive through. Recess A brief recess was called at 8:13 p.m Reconvened The Mayor and board answered to roll call at 8:25 p.m. Aye: Aldermen Legaazd, Beard, Looker, Darata, Flaws and Burns. Motion carries. Mins. 6/3/03 Two summer concerts Alderman Looker moved to approve two summer concerts in the E.H. at E.H. Young Pazk Young Riverfront Pazk, July 11~' and August 1st at a cost of $9,525.00 Approved seconded by Alderman Legaazd, the vote was: Aye: Aldermen Flaws, Beard, Legaard, Darata, Looker and Burris. Motion carries. Adjournment By unanimous decision, the board adjourned Clerk
