A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO IMPLEMENT AND
ADMINISTER A COVID-19 SUPPLEMENTAL PAID SICK LEAVE PROGRAM CONSISTENT
WITH THE PAID SICK LEAVE BENEFITS THAT HAD BEEN PROVIDED UNDER THE
EXPIRED RELATED FEDERAL LEGISLATION.
WHEREAS, on March 18, 2020, the President of the United States signed the Families First
Coronavirus Relief Act(FFCRA)in response to the COVID-19 pandemic,and
WHEREAS,the FFCRA provided, among other things, up to eighty(80)hours of paid sick leave
for employees who were unable to work because the employee is quarantined and/or experiencing
COVID-19 symptoms and seeking a medical diagnosis,and
WHEREAS,the FFCRA provided, among other things, up to eighty (80)hours of paid sick leave
at two-thirds the employee's regular rate of pay to care for an individual who is quarantined or to care for
a child whose school or childcare provided is closed or unavailable for reasons related to COVID-19,and
WHEREAS, the FFCRA sick leave provisions expired on December 31, 2020 despite COVID-
19 cases continuing to impact the Kansas City region,and
WHEREAS, the City of Riverside exists to serve the public which leads to increased interaction
and potential exposure to COVID-19 for employees in the service of the City,and
WHEREAS, the City had issued guidance to employees in accordance with the
recommendations of federal, state,and local health authorities that requires a fourteen(14)or ten(10)day
quarantine following a positive COVID-19 test, and
WHEREAS, vaccination against COVID-19 is expected to become available to various
employee groups in the coming weeks and months,and
WHEREAS, the Board of Aldermen of the City of Riverside determines that it is in the best
interest of the City to provide sick leave consistent with the paid sick leave benefits and requirements
contained in the expired federal legislation until vaccinations become available to protect the health and
safety of our employees.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS:
SECTION 1. The City Administrator is authorized to develop and implement a COVID-19
Supplemental Paid Sick Leave Program. The program may be effective retroactive from January 1,2021.
The City Administrator is authorized to establish rules and criteria to implement and administer the
program, which shall be generally consistent with the paid leave benefits that were provided under the
expired related federal legislation,and the program conditions contained in this Resolution.
SECTION 2. Employees are eligible for the COVID-19 Supplemental Paid Sick Leave
Program until forty-five(45)days after such time as the employee becomes eligible for vaccination under
the Missouri Department of Health& Senior Services COVID-19 vaccination plan. Employees choosing
not to be vaccinated will not be eligible for benefits forty-five (45) days after the employee becomes
eligible for vaccination.

SECTION 2. The paid sick leave limits adopted by FFCRA will remain in effect under the
COVID-19 Supplemental Paid Leave Program, regardless of when the employee had need of the time.
The intent is not to create additional hours of benefit beyond those adopted in the FFCRA. Employees
are only eligible for a total of eighty (80) hours of COVID-19 related paid sick leave time, regardless of
when or why that leave was needed.
SECTION 4. The Mayor, the City Administrator, and other appropriate City officials are hereby
authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply
with the intent of this Resolution.
PASSED AND ADOPTED by the Board of Aldermen of the City of Riverside, Missouri, the
