R-2021-009 A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE COUNTY COMMISSION FOR FUNDING UNDER THE PARKS AND RECREATION PARTNERSHIP GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED PARKS AND RECREATION QUARTER-CENT SALES TAX WHEREAS, the County of Platte and the City of Riverside deem it a high priority to improve quality of life for all citizens through parks and recreation programs,and WHEREAS,the County Commission of the County of Platte seeks to support local parks and recreation efforts, create effective partnerships, and increase the level of cooperation between County government and cities,schools,and non-profit community service organizations within the county,and WHEREAS, the citizens of Platte County on August 4, 2020 approved a renewal of the dedicated quarter-cent sales tax for parks,recreation,and stormwater control for a period of ten(10)years,and WHEREAS, the County Commission of the County of Platte has developed the Parks and Recreation Partnership Grant Program,funded by the citizen approved quarter-cent county-wide sales tax,and WHEREAS, the City of Riverside wishes to make application to the County for consideration of the attached and completed Partnership Grant Program Application,and WHEREAS,the Board of Aldermen of the City of Riverside agree to comply with all program guidelines and requirements of said Partnership Grant Program if such application shall be funded by the County Commission, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS: THAT the attached application is respectfully submitted for consideration by the County Commission. Describe the need for the project, the increased recreational value it will provide, and why County funds are needed. 1. PROJECT IDENTIFICATION: Describe the basic elements of your proposed project. Include a statement identifying the needs to be addressed by your project and how your project will satisfy those needs. Identify the parties responsible for project completion. The community pool project will provide much needed repairs and new amenities to the Riverside community pool. The first phase of the project will evaluate the existing pool to determine necessary repairs. We anticipate that this will include a new gunite surface or similar. The second phase will determine additional upgrades to the pool and pump house along with new amenities such as splash equipment and shade structures. The community pool is a much-loved facility that serves the residents of Riverside and beyond our borders. The pool is within walking distance of all of the apartment complexes in Riverside, where the majority of our residents with the greatest financial needs reside. Through a partnership with the YMCA, the City offers free swim lessons to Riverside residents each year. Last year 191 free swim lessons were taught in several sessions. We also offer free Aqua Zumba lessons each season. The existing pool is a needed amenity to provide access to swimming and healthy recreation. Our goal is the ensure that the pool stays in good condition for years to come. Enhancing this recreational amenity by adding splash equipment and shade structures will make the pool and even better place to safely play and learn. Riverside, in partnership with our citizens, will be responsible for repairing the existing pool and providing the enhanced pool features. We will work with a pool designer/engineer to ensure that the improvements are implemented correctly. We will include citizen input to design the new amenities to meet citizen needs. 2. MASTER PLAN CORRELATION: How does the project relate to your community's priorities and the County's Parks System Master Plan? The City of Riverside is committed to the health of our citizens. Through our Healthy Citizens Initiative, we provide our citizens reduced rates for Community Center memberships. The swimming pool improvements extend this Initiative, providing fun outdoor opportunities to stay active. The Riverside Comprehensive Plan highlights the importance of providing safe, public spaces for people of all ages to play, gather, and socialize. The community pool is one of our main gathering places. Providing Health and Wellness Opportunities is one of the three Guiding Principles of the County Parks Master Plan. Swimming and water play provide a way for all generations to stay active. The swimming pool also fits the County goal of enhancing existing community parks. Page 2 of 9 3. OPERATION & MAINTENANCE: Identify the responsible agency and source of funding that will support the operation and maintenance of the project once it is complete. (Land acquisition projects shall be dedicated to public use in perpetuity; development projects will be for the life of the proposed facility) The City of Riverside is responsible for maintaining the swimming pool and surrounding amenities. The Public Works Department is diligent in maintaining the pool surfacing and the pump house equipment. Annually, we contract with the YMCA to provide lifeguard services and free swim lessons. Maintenance funds are provided from the City infrastructure maintenance fund under the Public Works Department. Program operation funds are provided from the City under the Community Center Department. 4. TIMELINE: Describe the time frame in which you plan to implement and complete your project. Identify what activities will occur chronologically and by project phase. A general project timeline is provided below. A draft of the proposed, detailed timeline is attached to this application. January 2021 - Request for Qualifications issued for aquatic engineering services March 2021 - Hire firm for services to include existing pool evaluation and plan for upgrades and new amenities. **We understand that activities undertaken prior to the grant approval are not reimbursable and are willing to adjust our timeline accordingly. April -Sept 2021 - Pool improvements planning Sept- Dec 2021 - Complete construction documents for pool improvements Feb 2022 -Apply for additional pool improvement funds through Missouri DNR, LWCF opportunity Sept 2022 -Apr 2023 - Construction of pool improvements and additional amenities 5. PARTNERSHIP INVOLVEMENT: Describe the partnerships established between local government, private citizens, community organizations, and/or the business community to plan and complete the proposed project and the role of each entity. Include amount of matching contributions and donations by partners to the project. The City of Riverside will partner with citizens by ensuring that there are ample opportunities for community feedback for the pool improvement plans. We currently partner with YMCA to ensure that the pool is operated safely with appropriate lifeguard staffing. We will seek input from the YMCA on additional programs that can be offered with the new amenities. In addition to the substantial City contribution, Riverside will seek a grant from the Missouri Department of Natural Resources through the Land Water and Conservation Fund for the pool improvements. We continually look for ways to partner and leverage funds in ways that show good stewardship of citizen dollars. 6. INSURANCE.
