HomeMy WebLinkAbout2009-01-06 Minutes of Regulaz Meeting of Boazd of Aldermen of City of Riverside, Missouri January 6, 2009 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on January 6, 2009 at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Dazata, Bruns, Hurt, Salyer and Super. Also present were Louise Rusick, City Clerk, Chief Gregory Mills, Jeff Rupp, Public Works Duector and John McClelland, City Attorney. Minutes of Aldetrnan Darata moved to approve the minutes as corrected for December Dec. 16, 2008 16, 2008 seconded by Alderman Super, the vote was: Aye: Aldermen Fuller, Super, Darata, Hurt, Salyer and Bruns. Motion carries. City Administrator The US Census Bureau will be conducting testing for those interested in Report working on the 2010 Census at the Community Center every other Tuesday, Jan. 20 through the end of April. The Riverside Blog (www.RiversideMo.camBlog) went live on January 1~`. Blog contents will be a mix of scheduled posts by vazious departrnents and general updates on things happening around the City. The Director of Public Works is in the process of drafting components for an Operations and Maintenance Manual. A document that is currently being de- veloped which will become a component of the O&M manual is a right-of- way maintenance schedule for the 2009 season and following. There were 66 MAST calls in November. Time Warner is changed the franchise into a local subsidiazies, but our franchise agreement remains the same. From December 8, 2008 through January 2, 2008 Code Enforcement found 25 violations. Out of 656 previous total, 16 were resolved. Twelve vehicle violations were found and 13 property maintenance violations. The building official issued 2 permits with 2 projects completed. One tenant finish, with 2 projects completed, 9 miscellaneous permits with 3 projects completed and 54 inspections completed. The Public Works Department worked on campus, building, parks ground snow plow equipment, equipment, shop, street signs, and miscellaneous maintenance. Also, street cleaning, trail repair, safety meetings/training, snow plowing/removal, storm sewers/inspections, trash onright-of--ways, civic events and special superintendent duties occurred. Continued work on punch list items occurred for the 2008 street maintenance program Mins. 1/6/09 The Argosy Pazkway road opened Tuesday, December 29'". Channel 4 covered the opening The Contractor has installed street lights on the Line Creek Bridge. The primary remaining work is the installation of gates to limit traffic from work accessing the levee top. Once this work is complete, the City will work witlr the contractor to open the bridge on a temporary basis until spring when final paving will take place. The contractor is currently working on installation of the site amenities at the Welcome Plaza. The sound system and tower lighting has been installed and electrical service to the site is being completed this week. The final roof installation should be complete by the end of this week. Installation of the engraved pavers is complete. The work is slow at Horizons Parkway North due to weather and holidays. Staking continues, hauling in of material and equipment at the Lift Station. Installation of the gravity line from the lift station to I-635 is continuing. The intersections appropriate for the quiet zone systems Gave been determined and current work is being done evaluating the needed improvements for those intersections. Burlington Northern Santa Fe has been contacted to apply for a notice of intent. Surveying has been completed and we're now waiting on a permit from the railroad in order to survey on their property. Bob Smith in Public Works is going to retire February ti's. Traffic counters were place on Argosy Parkway at 2:30 p.m. today. Highway 9 will open in the spring. Alderman Super mentioned there needs to be signage at the `Welcome Plaza' saying "No skateboarding". Court Report Aldemran Darata moved to approve the Court Report for December 2008, Approved seconded by Alderman Bruns, [he vote was: Aye: Aldermen Salyer, Salyer, Fuller, Darata, Bruns, Super and Hurt. Motion carries. City Engineer Sabin Yanez said there are still some items to do on Argosy Pazkway, comments primary power need to be to the lights by Kansas City Power & Light and may be by Thursday evening, seeding/sodding will be done later, overhead signs have been ordered, signing on highway will be done at the end of January. Landscaping was not included in the roadway plans and Argosy asked the City to take a look at this and a proposal will be presented to the boazd later. There is a meeting with MoDot in January regarding the tunnel. Bill No. 2009-O1 Alderman Fuller moved to place Bill No. 2009-O1 on its fast reading, said Bill Approving Payment of authorizing the payment of certain indebtedness listed therein, seconded by Alderman Indebtedness Darata,the vote was: Aye: Aldermen Super, Bruns, Hurt, Darata, Salyer and Fuller. Motion carries. Ordinance No. 2009-01 Alderman Salyer moved to place Bill No. 2009-O1 on its second reading, and upon Approved passage of same become Ordinance No. 2009-O1, seconded by Alderman Hurt, the vote was: Mins. 1/6/09 Aye: Aldermen Fuller, Darata, Super, Hurl, Bruns and Salyer. Motion carries. Bill No. 2009-02 Alderman Bruns moved to place Bill No. 2009-02 on its first reading, said Bill Enter Into Service Authorizing The City Of Riverside To Enter Into A Service Agreement With Md Agreement with Pay $5,000 To The American Red Cross, seconded by Alderman Dazata, the vote the American Red was: Cross Aye: Aldermen Hurt, Darata, Super, Salyer, Bruns and Fuller. Motion carries. Ordinance No. 2009-02 Alderman Fuller moved to place Bill No. 2009-02 on its second reading, and upon Approved passage of same become Ordinance No. 2009-02, seconded by Alderman Hurt, the vote was: Aye: Aldermen Darata, Fuller, Bnms, Hurt, Salyer and Super. Motion carries. Bill No. 2009-03 Alderman Darata moved to place Bill No. 2009-03 on its first reading, said Bill Employment of Authorizing The City Of Riverside, Missouri To Employ Patrick K. Clazk As A Patrick K. Clazk in Part Time Reserve Police Officer In The Department Of Public Safety and the the Department of salary set at $13.00 per hour with no benefits and aone-year work test period and Public Safety to be effective January 6, 2009, seconded by Alderman Super, the vote was: Aye: Aldermen Super, Fuller, Bruns, Dazata, Hurt and Salyer. Motion carries. Ordinance No. 2009-03 Alderman Fuller moved to place Bill No. 2009-03 on its second reading, and upon Approved passage of same become Ordinance No. 2009-03, seconded by Aldem~an Salyer, the vote was: Aye: Aldermen Hurt, Bruns, Salyer, Super, Darata and Fuller. Bill No. 2009-04 Alderman Fuller moved to place Bill No. 2009-04 on its first reading, said Bill Employment of Autlorizing the City of Riverside, Missouri To Employ Laethlym Denise Foster Laethlym Foster in As A full Time Public Safety Dispatcher In The Department Of Public Safety and the Department of the salary for this position to be set $32,500 per year with full benefits and a one Public Safety year test period to be effective January 7, 2009, seconded by Alderman Darata, the vote was: Aye: Aldermen Fuller, Super, Darata, Hurt, Salyer and Bruns. Motion carries. Ordinance No. 2009-04 Alderman Bnms moved to place Bill No. 2009-04 on its second reading, and upon Approved passage of same become Ordinance No. 2009-04, seconded by Alderman Super, the vote was: Aye: Aldermen Hurt, Salyer, Bruns, Fuller, Super and Darata. Motion carries. Bill No. 2009-OS Alderman Darata moved to place Bill No. 2009-OS on its fast reading, said Bill Completing an Approving The Form Of, And Authorizing The Mayor To Complete And Execute Agreement With An Agreement By And Between The City Of Riverside, Missouri And Wayside Wayside Waifs Waifs Inc. Providing Impoundment And Disposal Of Certain Animals Within The City, seconded by Aldemran Bruns, the vote was: Aye: Aldermen Bmns, Salyer, Hurt, Fuller, Super and Darata. Motion carries. Ordinance No. 2009-OS Alderman Salyer moved to place Bill No. 2009-OS on its second reading, and upon Approved passage of same become Ordinance No. 2009-05, seconded by Alderman Bmns, the vote was: Aye: Aldermen Dazata, Fuller, Bruns, Hurt, Salyer and Super. Motion carries. Mayor's comments Mayor Rose asked if anything can be done where so many accidents have occurred at the I-635 bridge. Greg Mills said they are thinking of placing cable barriers in the median so they angle off and a vehicle that goes out of control will hit the barrier and also cannot cross the median. Mayor Rose expressed `Many Thank You' cazds and Christmas cazds were received from employees. Cards were also received from residents regarding the `Welcome Plaza' and comments. Mayor Rose would like for the `brainstomring' meetings to start up again. She's had many suggestions (ideas) and would like to talk about them. Chief Mills comment Chief Mills said several applicants have applied for the animal control position and the final stages of background check investigation is now occurring. Aldermen Comments Alderman Darata wished everyone a `Happy New Yeaz'. Aldemrau Super asked if there was a possibility to take orders for anymore bricks at the "Welcome Plaza'. Mike Duffy said there is some additional space.
