HomeMy WebLinkAbout2009-01-20Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri January 20, 2009 A regular meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the City Hall of Riverside, Missouri, on 7anuary 20, 2009 at 6:00 p.m. Super. Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Damta, Hurt, Salyer, Bruns and Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community Development, Louise Rusick, City Clerk, Chief Greg Mills, Public Safety, Meredith Hauck, Coordinator of Communications and External Affairs, Jeff Rupp, Director of Public Works, and John McClelland, City Attorney. Motion for Alderman Bn1rIS moved that the meeting go into closed session, pursuant to Closed Session RSMo 610.021(19) Security Systems, seconded by Alderman Hurt, the 6:00 p.m. vote was: Aye: Aldermen Salyer, Dazata, Fuller, Bruns, Super and Hurt. Motion carries. Motion for Aldermau Fuller moved that the meeting go into open session, seconded by Open Session Alderman Darata, the vote was: 7:00 p.m. Aye: Aldermen Dazata, Fuller, Salyer, Bruns, Hurt and Super. Motion carries. Roll Call All boazd members answered to roll call. Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience joining in Mayor's comment Mayor Rose announced Mike Karr, boy scout with pack #95 is in the audience observing the meeting to earn his citizenship badge. Minutes of Jan. 6th Alderman Darata moved to approve the minutes for January 6, 2009, Approved seconded by Alderman Bruns, the vote was: Aye: Aldermen Fuller, Super, Darata, Hurt, Salyer and Bruns. Motion carries. City Administrator David summarized the report as follows: Report Keith Payne, Public Safety Department recently passed his National Registry Emergency Medical Technician Basic certification testing and State of Missouri state boards. Minn. 1/20/09 The new Public Safety hues are: Patrick Clark, part-6me police officer and Denise Foster as a Communications Specialist. The Community Development Activity report for January Sm to January 16'" for Code Enforcement was: Accumulative violations for 1-1-09 to 1-16-09 were 38 with 16 resolved and 22 pending. The building official issued 2 residential permits, 1 tenant fmish and 4 miscellaneous permits. For Community Development, 2 change of use permits were issued. Work continued on the 2008 street maintenance program, such as replacing some sections of curb and gutter and replacing some sections of asphalt. A decision has been made regarding the best method for edge drain along Apache Court, installation still needs to take place. Clean-up and grading still needs to occur around drive improvements at 1903 45`" Street. Work continues at the Line Creek Bridge on sidewalk connections and pedestrian railings for the east side of the bridge structures. A temporary ramp will be installed to allow water to drain from the base course on the south approach. Powder coated fencing will be installed for pedestrian safety and then the bridge will be opened for usage. The Argosy Parkway road opened Wednesday, December 31, part of the street light system has been installed, is operational and final grading will begin net week. The contractor is continuing work on the site amenities at the Welcome Plaza and final improvements to the clock tower. A ribbon cutting ceremony is anticipated in early spring. Work is slow at Horizons Parkway North due to weather and holidays. Utilities have been located at the BNSF crossing and excavating continues for the force main/liff station. Installation continues to install the force main from the lift station to I-635. Electric lines have been installed for service connection. All contractors involved continue to meet every other week to monitor progress. The intersections appropriate for the quiet zone systems have been deternilned and we are currently evaluating the needed improvements for those intersections. BNSF has been contacted to apply for a notice of intent. Surveying of the areas that we have had access to is complete. We re now awaiting a permit from the railroad in order to survey on the railroad property, which should be issued next week. Briarcliff is beginning work on the W. Platte amenities and plans to have the work complete in late spring 2009. The city is evaluating an amendment to the approved development agreement that would allow Briarcliff to construct Minn. 1/20/09 the Middle Line Creek trail segment in the same time frame. For the Gower Water Line project, Missouri American Water Company is scheduling apre-conshuction meeting with the Beemer Constmc6on for the water line, anticipating this will take place January 22°d or 23rd. Coustmction should be complete in approximately 60 days. Design is moving forward to put the Vivian West improvements out to bid this spring. This will done in phases, the first one will be the section from the east end of the project (Quik Trip) to the driveway of the fire bays at Public Safety and will take place during the summer of 2009. A copy of the master team tracking system is in the board packet. Community Develop- Mike said MARC is beginning to start their leadership series and it is a series of meet comment 7 meetings, once per month and the classes are geared towards policymakers, civic leaders, community leaders and to promote sustainable principles for leadership. The government rate is $1,150 per attendee ($1501ess if sign up is before January 301h. The first meeting is Febmary 27m. It was suggested that David Blackburn attend and be agreed. City Engineer Sabin said most of the cones have been removed at Argosy west pazkway. comment said there is a lot of activity (discussion) going on with the federal stimulus. MARC's total transportation policy committee has approved their position (policy statement). Washington has recently released their version of the stimulus package and it's an $825 billion stimulus package of which $80 billion will focus on infrastructure. This is only the house bill and must go through the Senate. Staff has taken a look at the projects that would be submitted on behalf of Riverside, Northwood Road Phase II, Vivian Road to Highway AA and the upper trail Line Creek projects. Also, funds that would come to the local area would be 45% for local projects. Finance Officer The quarterly investment report was distributed to the boazd. The board wants comment Dona to call them whenever bonds are available for `buy back' so they will know the amount. Public Works Jeff has submitted a Stormwater Management Grant Application for drainage comments improvements to Platte County.. $200,000 has been extended to municipalities. This is for 43'd & Belgium Blvd as there is overflow inlets and the water will not flow as it should. The city has I S% of the problem because it's in city right-of--way and the developer has the other part (Complete Home Concepts). The total cost to fix this is $40,225.00 and we're asking fora $20,000 grant. This is a 3 way partnership, Platte County, City of Riverside and Complete Home Concepts. Jeff Goodwin put in 2 inlets and almost 700' of drainage runs into the entire drain. The boazd was polled and all agreed to `go ahead' with the partnership. The boazd had no issues with going forward on the clean-up dates of April 18th April 19ih, October 17`" and 18d'. Misn. 1/20/09 Bill No. 2009-06 Alderman Salyer moved to place Bill No. 2009-06 on its first reading, said Bill Approving Payment of authorizing the payment of certain indebtedness listed therein, seconded by Indebtedness Alderman Bruns, the vote was: Aye: Aldermen Super, Bruns, Hurt, Darata, Salyer and Fuller. Motion carries. Ordinance No. 2009-06 Alderman Darata moved to place Bill No. 2009-06 on its second reading, and Approved upon passage of same become Ordinance No. 2009-06, seconded by Alderman Fuller, the vote was: Aye: Aldermen Fuller, Darata, Super, Hurt, Bruns and Salyer. Motion carries. Bill No. 2009-07 Alderman Bruns moved to place Bill No. 2009-07 on its first reading, said Bill Employment of Authorizing The City of Riverside, Missouri To Employ Jeffery E. Taylor As Jeffery E. Taylor in A Full Time Fire Captain In The Department Of Public Safety Fire Division, in Public Safety and the salary for this position to bet set at $45,500 per year with benefits and a one year work test period to be effective January 20, 2009, seconded by Alderman Super, the vote was: Aye: Aldermen Hurt, Darata, Super, Salyer, Bruns and Fuller. Motion carves. Ordinance No. 2009-10 Alderman Dazata moved to place Bill No. 2009-10 on its second reading, and Approved upon passage of same become Ordinance No. 2009-1Q, seconded by Alderman Salyer, the vote was: Aye: Aldermen Darata, Fuller, Bnms, Hurt, Salyer and Super. Motion carries. Mayor's Discussion Mayor Rose mentioned the Mayor's Caucus recently held here at City Hall stating there were thirteen Mayor's from four counties present and the meeting was recycling and solid waster with the meeting lasting 4 hours. Mayor Rose was appointed to the Mid America Regional Council Solid Waste District and will attend her first meeting is tomorrow. The apamnents are using the recycle bins in the city parking lot (and others) and this costs us $25 a pick up. There is an aparttnent manager's meeting tomorrow, a day long meeting. Chief Mills will let Nova (manager of the Chateau D'Mons apartments) know the bridge won't be open until the rail is installed. Our community scores very highly as far as what the city offers for Misn. 1/20/09 recycling and trash service. Mayor Rose would like brush and composting to be considered and electronics disposal. This will be investigated and reported back to the boazd. The Northland Regional Chamber Legislative Conference is February 18'" and 19s' in Jefferson City. Some legislative meetings will be formed with the legislators. A resident of Gatewoods came home from the US Marines and is now retired after twenty yeazs. She was presented with a resolution last Friday. Mayor Rose met with Platte County Parks about the connection to Pazkville and received some good ideas on how to do this. Mayor Rose met with Dennis Fisher, Platte County and KC officials on issues partnerships with the school and the accreditation process. Riverside was set out as an exanrple as to what the city provides for the children, i.e. Community Center after school. Mayor Rose would like approval from the boazd to attend the Leadership Missouri class (promoting sustainable principles for leadership). The boazd was polled and four members said `yes' and two said `no'. Mayor Rose will check into the scheduling. The boazd would like to know the cost to the city and if there is a selection process. Aldermen comments Alderman Bruns thanked Donna for her work on the bonds. Alderman Super said it's been an interesting situation with the recession going on that people have bought municipal bonds and willing to sell them back and the city load the ability to `buy back' the bonds at discounts from 30-40% on the dollaz. Aldem~an Hurt would like to have a shredding company come to city hall once twice a yeaz for the residents to use. Alderman Dazata suggested the city taking over the sewer costs and to have a dialogue one day regarding this.
