Board of Aldermen of City of Riverside, Missouri
June 17, 2003
A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri was held in the City Hall of
Riverside, Missouri on June 17, 2003 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burns, Beard, Looker, Dazata, Legaard,
and Flaws.
Also present were Louise Rusick, City Clerk, John Jackson, City Engineer, Brent Miles, Planning
and Zoning Coordinator, Wylie Simpson, Duector of Public Safety, Matt Kitzi and Ben Prell, City Attorneys
office.
Minutes, June 3, 2003 Alderman Looker moved that the minutes of June 3, 2003 be
Approved corrected and approved, seconded by Alderman Burris, the vote was:
Aye: Aldermen Burris, Flaws, Dazata, Legaard, Looker and Beard.
Motion carries.
License Suspension for Jeni Swafford, owner of the River Side Saloon, d/b/a the Twilight
Riverside Saloon failed to appear for the scheduled Public Hearing. Due to the hearing
Approved being continued twice before, the board decided the following action:
Alderman Beazd moved to suspend the Liquor License for the River Side
Saloon, d/b/a the Twilight Lounge and seconded by Aldem~an Burris, the
vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beard and Looker.
Motion carries.
The City Clerk will send a letter to Mrs. Swafford informing her of the
suspension and has five business days to give the city written notice of
her intention to renew the Liquor License. The letter will also include
other issues that Public Safety possesses. If Mrs. Swafford desires the
license to be renewed, she must reapply by completing a Liquor License
Application. If and when the renewal application is received, a new notice
will be issued regazding the time and location of the renewal hearing.
Public Hearing Opened Mayor Burch opened the Public Heazing at 7:35 p.m for a request
to allow a contractor's business in the C-1 District for outdoor
storage of the contractor's vehicle and trailer.
Comments from the Public Mr. Rick Johnson, owner of Available Construction said he desires
to move to Riverside.
Public Hearing Closed Mayor Burch closed the Public Hearing at 7:36 p.m

Excavation and Enacting a new section 210.635: Prohibited Sewer
Deposits and a New Chapter 703: Storm Water drainage System Re-
gulations to bring the City of Riverside, Missouri into compliance
with National Pollution Discharge Elimination System (NPDES) Permit.
No comments from the Mayor Burch closed the Public Hearing at 7:38 p.m.
Public
Aldemrarr's comment Alderman Looker said the conference she attended devoted there
discussion to the (NPDES) Permit. She said they were quite confused
as to what procedure to follow. She said Columbia University did a
eleven-month study and more studies need to be completed.
John said the he had to write the permit expressing what the city
intends to do for the next five yeazs. He couldn't say exactly what the
city is to do, but to do it correctly. The Mid America Regional Council
approved the city's permit. The State admits they don't know
exactly what to do.
Special Use Permit Alderman Flaws moved to approve a Special Use Permit for Available

Change of Use Permit Alderman Looker moved to approve a Change of Use Permit for

Ms. Freeman's comments Ms. Freeman said she will be catering high quality meals for corporate
private jets at the Kansas City Downtown airport.

Recess A brief recess was called at 8:00 p.m.
Reconvene The Mayor and all Aldermen responded to roll call.
Public Safety Comments Chief Simpson summarized a report to the boazd regazding the warrants
Division. The mission statement covers (4) main areas; warrant service,
court security, extraditions and missing person investigations. The total
warrants served from 6/2/03-6-/08-03 were twenty-four.

An article in the Kansas City Star involved Riverside and Kansas City,
Missouri etc. in a tri-city prostitution sting with the assistance of the
Super 8 Motel staff. There were twenty-six arrests charged in state court.
Dispatcher, Jaimi Sandusky was the decoy for the sting.
Cost for Kansas City Power & Alderman Looker moved to approve the cost of $8,000. to remove and
Light to remove and relocate relocate the KCPL line for the new Public Safety Building, seconded
the line for the new P.S. bldg. by Alderman Beazd, the vote was:

City Engineer's comment Kansas City Power & Light Co. admitted if all electric had been chosen
for the new Public Safety Building, there wouldn't be a fee chazged to
move and relocate the line, but since gas will be used, a fee is being
chazged. John said he persuaded all involved to use gas since
there has been quite a problem with the "all electric" controls at city hall.
Aldermen comments Alderman Beard asked if KCPL would vacate the easement aRerward,
John said, "yes". Alderman Beard asked if an easement would be
required to run power into the building, John said, "no".
Alderman Looker suggested the city pay the bill for this, then when
KCPL needs an easement from the city, to charge back the same amount.
Municipal Court Approved Alderman Legaazd moved to approve the Municipal Court Report for
for May May, seconded by Alderman Dazata, the vote was:

Alternate, Al Bowman Alderman Darata moved to approve Al Bowman, 3214 NW Vivion
Planning & Zoning Comm. as an alternate member for the Plamung and Zoning Commission,
member, Approved seconded by Alderman Looker, the vote was:

Alderman Dazata moved to place Bill No. 2003-56 on its first reading,
said Bill revising Chapter 437: Grading and Excavation and enacting a
new section 210.635: Prohibited Sewer Deposits and a New Chapter
703: Storm Water Drainage System Regulations to Bring the City of
Riverside, Missouri into compliance with National Pollution Discharge
Elimination System (NPDES) Guidelines for obtaining an NPDES
Permit, seconded by Alderman Looker, the vote was:
Aye: Aldermen Bums, Flaws, Dazata, Legaazd and Beard.
No: Alderman Looker.

Bill No. 2003-59 Alderman Darata moved to place Bill No. 2003-59 on its first reading,
Payment of Indebtedness said Bill authorizing the payment of certain indebtedness listed therein,
and corrected, seconded by Aldem~an Beard, the vote was:

Bill No. 2003-60 Alderman Beard moved to table Bill No. 2003-60 approving the first

the Levee Dist, UMB Bank Missouri, UMB Bank, N.A., as Trustee, and Platte County, Missouri; and

Bill No. 2003-61 Alderman Dazata moved to place Bill No. 2003-61 on its first reading,
Author. the city to employ said Bill authorizing the City of Riverside, Missouri to employ Anthony
Anthony R. Snyder in the R. Snyder as a part-time seasonal employee in the Public Works Dept.
Works Deparhnent for the City of Riverside, Missouri at an hourly rate of $8.50 to be
effective June 5, 2003, seconded by Alderman Looker, the vote was:

Clyde Cameron in the Cameron as a part-time seasonal employee in the Public Works Public
Works Deparment Department Public Works Department for the City of Riverside, Missouri
at an hourly rate of $8.50 to be effective June 5, 2003, seconded by
Alderman Flaws, the vote was:

Aldemum Flaws moved to place Bill No. 2003-63 on its first reading, said

Alderman Bums moved to place Bill No. 2003-64 on its first reading
authorizing and approving the City of Riverside, Missouri to acquire
certain land and improvements for widening and improvement of certain
portions of West Platte Road by negotiated purchase or donation, or,
in the event it is unable to acquire the property through agood-faith offer
and negotiation, by exercise of its power of eminent domain, seconded by
Alderman Dazata, the vote was:

Aldermen comments Alderman Bums asked about the latest progress on the Gateway project
and if the city could go to bid. John said it has taken Kansas City
Power & Light Co. four weeks to review all the information and it is
tentatively scheduled for the bids to go out June 20ih.
Alderman Looker asked if any word has been heard from Corporate
Communications and Mayor Burch said, "No".
City Engineer Comment John said Mr. Gamey suggested we make the lower portion of Valley
Lane a Parkway, two 25' roadways with a 35' parkway in between at an
additional cost of $170,000, for a total cost for the entrance of $305,000,
Mr. Gamey would provide the easements.
John Said the new Public Safety Building is out for bid now and
bid closing is Thursday at 1 p.m.
Motion for Closed Alderman Looker moved that the meeting go into closed session,
Session pursuant to RSMo 610.021(1) for discussion of Legal Issues, RSMo
610.021(2) Real Estate and 610.021(3) Personnel Issues with the City
Attorney, seconded by Alderman Bums and the vote was:
Aye: Alderman Beard, Dazata, Bums, Flaws, Looker and Legaard.

Session seconded by Alderman Dazata, and the vote was:

Riverside Public Safety Aldem~an Flaws moved to approve the City of Riverside Public
Officers able to provide Safety Officers to be able to provide security for businesses
security for businesses in full uniform as a Public Safety Officer at a rate of $22.00 per hour,
in full uniform, Approved and to vary from said rule in the current employee manual, seconded by

Don Coleman, Coleman Ind. Alderman Looker moved to approve Don Coleman, Coleman Industrial
to use the Community Center to use the Community Center on July 16'~ from 7 p.m.-10 p.m and paying
on July 16`", Approved security deposit. Two hundred to two hundred fifty people will attend
and the function being for the Weatherby Lake Improvement Company,
seconded by Alderman Legaard, the vote was:

Intertribal Indian Society Alderman Looker moved to approve the Intertribal Indian Society to
use the Comm. Ctr use the Community Center in October and to pay the deposit required,
October 25"', Approved seconded by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Darata, Legaazd, Beard and Looker.
